6 TO BE KNOWN AS ST LUCIE COUNTY PARKS AND SPECIAL FACILITIES -

9 WHEREAS, the St. Lucie County Planning & Development Services Director has reviewed the
to request for a Minor Site Plan submitted by Culpepper and Terpening, Inc. on behalf of the St.
11 Lucie County Parks and Recreation Department and made the following determinations:

13 1. St. Lucie County Parks and Recreation Department requested a Minor Site Plan
14 consisting of 7,712 s.f. of buildings to be utilized for storage and office to be known as
15 the St. Lucie County Parks and Special Facilities -Will Fee Road Parcel. The subject
16 3.7 acre parcel is located at the southeast corner of Edwards Road and Will Fee Road.
17 The Future Land Use is T/U (Transportation/Utility) and the Zoning District is I
18 (Institutional).

2 0 2. The Development Review Committee has reviewed the Minor Site Plan for the proposed
21 project pursuant to Section 11.02.03 and found it to meet technical requirements of
22 Section 11.02.07 of the Land Development Code and to be consistent with the general
23 purpose, goals, objectives, and standards of the St. Lucie County Comprehensive Plan.

25 3. Planning staff has performed a detailed analysis of the project and determined it to be
2 6 consistent with the St. Lucie County Land Development Code and Comprehensive Plan.
27 The analysis is found in the Planning and Development Services Department
28 Memorandum entitled St. Lucie County Parks and Special Facilities -Will Fee Road
29 Parcel Minor Site Plan, dated August 1, 2014.

31 4. The project will not have an undue adverse effect on adjacent property, the character of
32 the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting
33 the public health, safety, and general welfare.

35 5. All reasonable steps have been taken to minimize any adverse effect of the proposed
36 project on the immediate vicinity through building design, site design, landscaping, and
3 ~ screening.

39 6. The project will be constructed, arranged, and operated so as not to interfere with the
4o development and use of neighboring property, in accordance with applicable district
41 regulations.

43 7. The project is inside the Urban Service Boundary (USB). Water and wastewater service
44 is provided by Fort Pierce Utilities Authority (FPUA).

46 8. The applicant has applied for and received a Certificate of Capacity, a copy of which is

attached to this order as Exhibit A, as required under Chapter V, St. Lucie County Land
Development Code.

NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.03 of the St. Lucie County Land Development Code, the
Minor Site Plan to be known as St. Lucie County Parks and Special Facilities - Will Fee
Road Parcel is hereby approved as shown on the Minor Site Plan drawings prepared by
Culpepper and Terpening, Inc. dated July 25, 2014 and date stamp received by the St.
Lucie County Planning & Development Services Department on July 28, 2014 for the
property described in Paragraph B.
B. The property on which this Minor Site Plan approval is being granted is described as
follows:

BEING A PARCEL OF LAND LYING IN SECTION 28, TOWNSHIP 35 SOUTH, RANGE
40 EAST, ST. LUCIE COUNTY, FLORIDA, BEING MORE PARTICULARLY
DESCRIBED AS FOLLOWS:
FROM THE NORTHEAST CORNER OF SAID SECTION 28, TOWNSHIP 35 SOUTH,
RANGE 40 EAST; THENCE RUN SOUTHERLY ALONG THE LINE DIVIDING
SECTIONS 27 AND 28, 90 FEET TO SOUTH RIGHT-OF-WAY LINE OF EDWARDS
ROAD; THENCE NORTHERLY ON THE RIGHT-OF-WAY LINE OF EDWARDS ROAD,
755.44 FEET TO THE POINT OF BEGINNING OF THE FOLLOWING DESCRIBED

THENCE RUN SOUTH 00 DEGREES 04 MINUTES 30 SECONDS WEST 400 FEET;

C. The approvals granted by this administrative order shall expire on August 1, 2016 unless
building permits are issued or an extension is granted in accordance with the provisions
of Section 11.02.06 of the St. Lucie County Land Development Code.
D. The applicant is advised as part of this Minor Site Plan approval for the St. Lucie County
Parks and Special Facilities - Will Fee Road Parcel, including any successors in
interest, the owner shall obtain all applicable development permits and construction

authorizations from the appropriate State and Federal and local regulatory agencies
including, but not limited to, the United States Army Corps of Engineers, the Florida
Department of Environmental Protection, and South Florida Water Management District,
and the St. Lucie County Environmental Resources and Building Departments prior to
the commencement of any development activities on the property described in Part B.
Issuance of this permit by the County does not in any way create any rights on the part of
the developer to obtain a permit from a state or federal agency and does not create any
liability on the part of the County for issuance of this permit if the developer fails to obtain
requisite approvals or fulfill the obligations imposed by a state or federal agency or
undertake actions that may result in a violation of state or federal law.
E. A copy of this Order shall be attached to the site plan drawings described in Part A,
which plan shall be placed on file with the St. Lucie County Planning & Development
Services Director and mailed, return receipt requested to the developer and agent of
record as identified on the site plan application.
F. The Certificate of Capacity, attached as Exhibit A, shall be valid for the same period as
this order. If this order expires or otherwise terminates, the Certificate of Capacity shall
automatically terminate.
G. This order shall be recorded in the Public Records of St. Lucie County.
ORDER effective this 1st day of August, 2014.

6. Certificate Expiration Date The certificate of capacity shall be valid for the same period of time as the
Development Order. Section 5.08.04(B), St. Lucie County Land Development Code.
This Certificate of Capacity is transferable only to subsequent owners of the same parcel, and is subject to the same
terms, conditions and expiration date listed herein. The expiration date can be extended only under the same terms
and conditions as the underlying development orderissued with this certificate, or for subsequent development
order(s) issued for the same property, use and size as described herein.
