AN ORDER OF THE PLANNING & DEVELOPMENT
SERVICES DIRECTOR OF ST. LUCIE COUNTY GRANTING
APPROVAL FOR A MINOR ADJUSTMENT TO A
CONDITIONAL USE FORMERLY KNOWN AS KINGS
HIGHWAY ANIMAL CLINIC TO BE KNOWN AS BLUE
COLLAR DOG RANCH LOCATED AT 3988 KINGS HIGHWAY
AND SITUATE IN ST. LUCIE COUNTY, FLORIDA.
WHEREAS, the St. Lucie County Planning & Development Services Director has reviewed the
application for a Minor Adjustment to change the ownership and name of a Conditional Use
Permit and made the following determinations:
1. Stephanie Kinchen petitioned the Planning & Development Services Director for a Minor
Adjustment to change the ownership and name of an existing Conditional Use Permit to
Blue Collar Dog Ranch. The subject property is located at 3988 Kings Highway, Fort
Pierce within the AR -1 (Agricultural, Residential — 1 du/ac) Zoning District.
2. This Minor Adjustment to change the ownership and name of a Conditional Use Permit
authorize the use of the enclosed kennel in accordance with Section 3.01.03(E) Land
Development Code.
3. On April 24, 1990 the Board of County Commissioners granted approval through
Resolution No. 90-113 for a major adjustment to an existing conditional use amending
the name of the project to Kings Highway Animal Clinic.
4. The project is consistent with the general purpose, goals, objectives, and standards of
the St. Lucie County Comprehensive Plan and the St. Lucie County Land Development
Code.
5. The project will not have an undue adverse effect on adjacent property, the character of
the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting
the public health, safety, and general welfare.
6. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
7. The project will be operated so as not to interfere with the development and use of
neighboring property, in accordance with applicable district regulations.
8. The project is served by an onsite septic system and well.

9. Planning & Development Services Department, Planning Division staff has performed a
detailed analysis of the request and determined it to be consistent with the St. Lucie
County Land Development Code. The analysis is found in the Planning & Development
Services Memorandum entitled Blue Collar Dog Ranch MinorAdjustmentto Conditional
Use Permit dated March 11, 2015.
NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.07.05(E)(2) of the St. Lucie County Land Development Code, the
proposed Minor Adjustment to change the ownership and name of a Conditional Use
Permit formerly known as Kings Highway Animal Clinic, shall now be known as Blue
Collar Dog Ranch, is hereby approved by the St. Lucie County Planning & Development
Services Director on the property described in Part B, subject to the following condition
of approval.
All animals must be housed within a completely enclosed structure.
B. The property on which this Minor Adjustment to an approved Conditional Use Permit is
being granted is described as follows:

C. The approvals granted by this administrative order shall expire on March 11, 2016,
unless Certificate of Zoning Compliance for a Business Tax License is secured within 12
months from the date of approval, or an extension is granted in accordance with the
provisions of Section 11.07.05(F) of the St. Lucie County Land Development Code.
D. The approvals and authorizations granted by this PDS Order are for the purpose of
obtaining zoning compliance from St. Lucie County and are not assigned to any other
party or institution. Should Blue Collar Dog Ranch choose or decide to assign this
business to another entity or individual, an adjustment to the Conditional Use Permit
shall be required.
E. The condition set forth in Part A are an integral non -severable part of the Conditional
Use Permit approval granted by this administrative adjustment. If the condition set forth
in the PDS Order is determined to be invalid or unenforceable for any reason and the
developer declines to comply voluntarily with the condition, the Conditional Use Permit
approval granted shall become null and void.
F. This Conditional Use Permit shall be deemed to authorize only the particular use for
which it was issued and shall automatically expire and cease to be of any force or effect
if such use shall, for any reason, be discontinued for a period of twelve (12) consecutive
months.

G. A copy of this Order shall be placed on file with the St. Lucie County Planning &
Development Services Department.
H. This order shall be recorded in the Public Records of St. Lucie County.

SUBJECT: Blue Collar Dog Ranch Minor Adjustment to Conditional Use Permit

Pursuant to Section 11.07.05 St. Lucie County Land Development Code, the above referenced
Minor Adjustment to Conditional Use Permit request has been determined by the Planning staff
to meet the minimum technical standards of Section 11.07.03 Standards for Review of Conditional
Use Permits, subject to one condition of approval included in PDS Order 15-006.
The purpose of the proposed Minor Adjustment is for a change of name and transfer of ownership
of the Kings Highway Animal Clinic Conditional Use Permit. The Kings Highway Animal Clinic
located at 3988 Kings Highway, Fort Pierce, is being sold to Blue Collar Dog Ranch.
In accordance with St. Lucie County Zoning Ordinance effective July 1, 1984 the Banks Animal
Clinic became an existing conditional use. April 28, 1987 the Board of County Commissioners
granted approval through Resolution No. 87-83 for a major adjustment to an existing conditional
use.
April 24, 1990 the Board of County Commissioners granted approval through Resolution No. 90-
113 for a major adjustment to an existing conditional use amending the name of the project to
Kings Highway Animal Clinic.
It is the applicant's desire to operate a kennel at this location. The kennel is permitted in AR -1
(Agricultural, Residential — 1 du/ac) zoning district as a Conditional Use Permit. The property
consists of approximately 1.5 acres of land area with a 4,245 square foot building. The applicant
is required to bring landscaping and parking requirements into compliance with the Land
Development Code through the Zoning Compliance review process for a Business Tax License.
As a condition of approval all kennels must be enclosed.
STANDARDS OF REVIEW AS SET FORTH IN
SECTION 11.07.03, ST. LUCIE COUNTY LDC
A. CONSISTENCY WITH LOCAL ORDINANCES AND COMPREHENSIVE PLAN
The Minor Adjustment to Kings Highway Animal Clinic Conditional Use Permit is
consistent with the general purpose, goals, objectives and standards of this Code, the St.
Lucie County Comprehensive Plan, and the Code and Compiled Laws of St. Lucie County,
and the proposed use complies with all additional standards imposed on it by the particular

provisions of this Code authorizing such use and any other requirement of the Code and
Compiled Laws of St. Lucie County.
B. EFFECT ON NEARBY PROPERTIES
The proposed Minor Adjustment to the Conditional Use Permit will not have an undue
adverse effect upon the nearby properties or the agricultural industrial character of the
neighborhood. Pursuant to Section 3.01.03(E) of the Land Development Code kennels
must be completely enclosed. Prior to issuance of a Zoning Compliance for a Business
Tax License the applicant will provide adequate landscaping and screening of the subject
project. No change to the site plan is propsoed with this request.
C. ADEQUACY OF PUBLIC FACILITIES
On-site well currently provides the project with potable water. Wastewater service will be
provided by an on-site septic system that is regulated by the St. Lucie County Health
Department.
D. ADEQUACY OF FIRE PROTECTION
Fire/EMS Protection: SLC Ft. Pierce Fire District (Station #4), is located approximately 5
miles to the east of the subject property.
E. ADEQUACY OF SCHOOL FACILITIES
The proposed nonresidential project will not create a demand on the school facilities.
F. ENVIRONMENTAL IMPACT
The applicant will not change the operations of the facility. Environmental Resources staff
will complete a site inspection and review for the Zoning Compliance.
Recommendation
This approval is consistent with the intent and purpose of the St. Lucie County Comprehensive
Plan, the standards and requirements of the Code, and the existing development as approved.
Staff is requesting the Director's authorization of PDS Order 15-006 granting approval of a Minor
Adjustment to the Conditional Use Permit to allow a name change from Kings Highway Animal
Clinic to Blue Collar Dog Ranch Conditional Use Permit.
