The Lot Split application has been approved for property consisting of 3 acres of property zoned HIRD (Hutchinson Island Residential District) and located approximately 3 and 1/3 miles north of the Florida Water and Light Power Plant, and legally described as follows: ALL OF GOVERNMENT LOT 4, SECTION 29, TOWNSHIP 35 SOUTH, RANGE 41 EAST, ST. LUCIE COUNTY, FLORIDA; LESS THE NORTH 1100 FEET THEREOF; ALSO LESS RIGHT-OF-WAY FOR STATE ROAD A -1-A; BOUNDED ON THE EAST BY THE WATERS OF THE ATLANTIC OCEAN AND BEING BOUNDED ON THE WEST BY THE WATERS OF THE INDIAN RIVER. PARCEL ID: 2529-343-0003-000/5 2. The division of the parent tract creates two lots depicted on the Boundary Survey created by Stephen J. Brown, PSM, revised April 30, 2015. 3. The Development Review Committee has reviewed the lot split on the subject property and found it to meet technical requirements of the Code and the standards of review in Section 11.03.04.D of the St. Lucie County Land Development Code and to be consistent with the St. Lucie County Comprehensive Pan. 4. Staff has provided an analysis of the parcel's eligibility for a one-time split pursuant to Section 11.03.04 of the St. Lucie County Land Development Code. The analysis is found in a project summary and memorandum dated May 5, 2015 entitled Chambliss Lot Split, File No. LS 420154860. NOW, THEREFORE, BE IT ORDERED: A. Pursuant to Section 11.03.04 of the St. Lucie County Land Development Code, the Chambliss Lot Split is hereby approved by the Planning and Development Services Director as shown on the boundary survey prepared by Stephen J. Brown, PSM, revised April 30, 2015 and subject to the following conditions: 1. Prior to issuance of final approval of the subject lot split, two recorded warranty deeds reflecting final division of the property describing the newly created parcels shall be provided to the Permitting Section of the Planning & Development Services Department. 2. No further division of the property is permitted unless a final record plat is submitted in accordance with the Code. St. Lucie County is not responsible for the maintenance, upkeep or improvement of any private drives, roads, streets, easements, or rights-of-way providing ingress and egress or drainage service to the subject property herein. Each lot conforms with the requirements of this Code. Both parcels when split will conform to the HIRD zoning district lot size (RS -4) and dimensional requirements. 2. Each lot shall abut a public or private street (except as hereinafter provided) for the required minimum road frontage for the Zoning District where the lots are located. Both parcels when split will have a minimum of 30 feet of frontage on S. Ocean Drive. 3. If any lot abuts a street right-of-way that does not conform to the design specifications provided in this Code, the owner shall be required to dedicate one-half of the right-of-way width necessary to meet the minimum design requirements. N/A Recommendation: Approval of PDS Order No. 15-010 with Conditions Staff has reviewed all comments on file, and has determined that the subject parcel can be divided as shown on the attached survey by Stephen Brown, PSM, revised April 30, 2015 as it meets all applicable provisions of the code subject to the conditions of approval below. 1. Prior to issuance of final approval of the subject lot split, two recorded warranty deeds reflecting final division of the property describing the newly created parcels shall be provided to the Permitting Section of the Planning & Development Services Department. 2. No further division of the property is permitted unless a final record plat is submitted in accordance with the Code.
