AN ORDER OF THE PLANNING AND DEVELOPMENT SERVICES
DIRECTOR GRANTING APPROVAL FOR A MINOR ADJUSTMENT TO
A MAJOR SITE PLAN KNOWN AS ST. LUCIE COUNTY FAIRGROUNDS
IN THE I (INSTITITUTIONAL) ZONING DISTRICT ON CERTAIN
PROPERTY SITUATED IN ST. LUCIE COUNTY, FLORIDA.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
application for a minor adjustment to a major site plan submitted by Culpepper & Terpening on
behalf of the St. Lucie County Fairgrounds Association and reviewed this application, and made
the following determinations:
1. St. Lucie County Fairgrounds Association has proposed an 8,100 square foot building
to serve as a small animal exhibit hall during events at the St. Lucie County Fairgrounds
facility on 237 acres located at 15601 West Midway Road in the I (Instititutional) Zoning
District on the property legally described in Part B.
2. On October 23, 2007, through Resolution No. 07-287, the Board of County
Commissioners granted approval of a major site plan known as the St. Lucie County
Fairgrounds.
3. On February 29, 2012, through PDS Order 12-010, the Planning and Development
Services Director granted approval for a minor adjustment to a major site plan to install an
864 square foot modular building for the Sheriff's office at the St. Lucie County
Fairgrounds.
4. The Development Review Committee has reviewed the minor adjustment for the
proposed project pursuant to Land Development Code (LDC), Section 11.02.04 and
found it to meet the technical requirements of LDC Section 11.02.07 and to be consistent
with the general purpose, goals, objectives, and standards of the St. Lucie County
Comprehensive Plan.
5. The project will not have an undue adverse effect on adjacent property, the character of
the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the
public health, safety, and general welfare.
6. Planning Staff has performed a detailed analysis of the project and determined it to be
consistent with the St. Lucie County Land Development Code and Comprehensive Plan.
The analysis found in the Planning and Development Services memorandum for St. Lucie
County Fairgrounds Small Animal Exhibit Hall dated June 19, 2015.
7. The project is to be served by adequate public facilities and services.

NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.04 (C) of the St. Lucie County Land Development Code, the
minor adjustment to the St. Lucie County Fairgrounds Major Site Plan is hereby
approved as shown on drawings prepared by Culpepper & Terpening, Inc., dated March
13, 2015 and date stamped received by the St. Lucie County Planning & Development
Services Department on June 15, 2015 for the property described in Paragraph B
subject to the following conditions:
ENVIRONMENTAL RESOURCE DEPARTMENT
1. The issuance of County development permit does not in any way create any
rights on the part of the applicant to obtain a permit from a state or federal agency
and does not create any liability on the part of the County if the applicant fails to
obtain requisite approvals or fulfill the obligations imposed by a state or federal
agency or undertakes actions that result in a violation of state or federal law.
2. All other applicable state or federal permits must be obtained before
commencement of the development.
B. LEGAL DESCRIPTION: THE EAST 1/2 OF SECTION 1, TOWNSHIP 36 SOUTH, RANGE 38 EAST,
LYING SOUTH OF OKEECHOBEE ROAD (STATE ROAD 70) AND MIDWAY ROAD AND NORTH 1/2
OF NORTHEAST 1/4 OF SECTION 12, TOWNSHIP 36 SOUTH, RANGE 38 EAST
(TOTAL ACRES: 237 +-)
LOCATION: 15601 MIDWAY ROAD
PROPERTY TAX IDENTIFICATION NUMBER: 3201-133-0005-000/0
C. The approvals granted by this administrative order is consistent with the St. Lucie County
Fairgrounds Major Site Plan and shall remain in effect in accordance with the provisions
of Section 11.02.07 of the St. Lucie County Land Development Code.
D. The developer is advised as part of this minor adjustment approval for St. Lucie County
Fairgrounds, including any successors in interest, the developer shall obtain all
applicable development permits and construction authorizations from the appropriate
State and Federal and local regulatory agencies including, but not limited to, the United
States Army Corps of Engineers, the Florida Department of Environmental Protection,
and South Florida Water Management District, and the St. Lucie County Environmental
Resources and Building Departments prior to the commencement of any development
activities on the property described in Part B. Issuance of this permit by the County does
not in any way create any rights on the part of the developer to obtain a permit from a
state or federal agency and does not create any liability on the part of the County for
issuance of this permit if the developer fails to obtain requisite approvals or fulfill the
obligations imposed by a state or federal agency or undertake actions that may result in
a violation of state or federal law.
E. A copy of this Order shall be attached to the site plan drawings, which shall be placed on
file with the St. Lucie County Planning and Development Services Director and copies
provided to the developer and agent of record as identified on the site plan application.
