AN ORDER GRANTING APPROVAL TO ALLOW VETERINARY SERVICES
AS A PERMITTED USE WITHIN THE CN (COMMERCIAL,
NEIGHBORHOOD) ZONING DISTRICT LOCATED AT 5190-5194
TURNPIKE FEEDER ROAD.
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
request for a use determination to allow veterinary services in the CN (Commercial, Neighborhood)
zoning district located at 5190-5194 Turnpike Feeder Road and made the following determinations:
On August 1, 1990, the Board of County Commissioners of St. Lucie County, Florida,
adopted the St. Lucie County Land Development Code and has adopted amendments to
the Land Development Code through certain ordinances.
2. On May 15, 2012, the Board of County Commissioners of St. Lucie County, Florida,
adopted Ordinance 12-003 granting the Planning and Development Services Director the
authority to make the determination after full analysis of all potential impacts that a
proposed use is in compliance with the provisions of the Land Development Code and the
St. Lucie County Comprehensive Plan.
3. The determination to allow veterinary services as a permitted use within the CN (Commercial,
Neighborhood) zoning district located at 5190-5194 Turnpike Feeder Road is consistent with
the general purpose, goals, and objectives of the St. Lucie County Comprehensive Plan, the
Land Development Code and is in the best interest of the health, safety and public welfare of
the citizens of St. Lucie County, Florida, as staff finds this parcel zoned CN is adequately
buffered from residential zoning and therefore no noise or odor impacts are likely to occur in
residential zoning.
4. The proposed amendment will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking utility facilities, or other matters
affecting the public health, safety, and general welfare to be located at 5190-5194 Turnpike
Feeder Road within the CN zoning district.
5. Planning & Development Services Department, Planning Division staff has performed a
detailed analysis of the request and determined the proposed use to be consistent with the
St. Lucie County Land Development Code. The analysis is found in the Planning &
Development Services Memorandum entitled Animal Clinic at 5190-5194 Tumpike Feeder
Road dated March 1, 2016.

NOW, THEREFORE, BE IT ORDERED: by the Planning and Development Services Director of
St. Lucie County, Florida:
The veterinary services use has been determined to be consistent with similar permitted uses
located along Turnpike Feeder Road in the CN (Commercial, Neighborhood) zoning district, and as
such, is determined to be a permitted use in this zoning district subject to the following conditions of
approval.
1. Hours of operation are from 6:00 a.m. to 8:00 p.m.
2. There will be no boarding except for post-operative patients who will stay overnight
for recovery.
PART A.
No residential uses are proximate to this parcel and therefore will not be adversely impacted by
issues associated with veterinary services, such as noise. This veterinary use is intended to serve
the needs of the immediately surrounding neighborhood.
PART B.
The property on which this use is being granted is described as follows:
LAKEWOOD PARK -UNIT 12-A BLK 171 LOTS 18, 19, AND 20

PART C. SEVERABILTY
If this Order or any provision thereof shall be held to be in applicable to any person, property, or
circumstances, such holding shall not affect its applicability to any other person, property or
circumstances.
PART D. APPLICABILITY OF ORDINANCE
This Order shall only constitute approval of the veterinary services as a permitted use be applicable
in the CN (Commercial, Neighborhood) zoning district located at 5190-5194 Turnpike Feeder Road
of the unincorporated area of St. Lucie County.
