LUCIE COUNTY ADMINISTRATOR REQUIRING MANDATORY EVACUATION (HURRICANE MATTHEW) WHEREAS, the St. Lucie County Administrator has made the following determinations: 1. Pursuant to Section 252.38, Florida Statutes, political subdivisions of the state have the power during a state of local emergency to provide for the health and safety of persons and property. 2. The Board of County Commissioners of St. Lucie County has adopted Resolution No. 00-277 authorizing the St. Lucie County Administrator and the St. Lucie County Public Safety Director to exercise certain emergency powers and authority during a local emergency. 3. The National Hurricane Center has identified Hurricane Matthew as a hurricane and has issued Hurricane Warnings for the east coast of Florida, including St. Lucie County. 4. The presence of Hurricane Matthew has placed St. Lucie County in a state of emergency, exposing the citizens thereof to danger to life and property. 5. On October �A--, 2016, at Q,:W, i .m., the St. Lucie County Public Safety Director declared a state of local emergency (copy attached). 6. In order to respond to such emergency, upon this declaration, the County Administrator or his designee is authorized to initiate and take such actions authorized by Resolution No. 00-277 (copy attached) for and on behalf of the Board of County Commissioners during the term of such local state of emergency. 7. Based on the recommendation of the Public Safety Director on the advice of state and local law enforcement officials, including but not limited to the St. Lucie County Sheriff, the Police Chiefs of the Cities of Fort Pierce and Port St. Lucie, the State of Florida Department of Law Enforcement and the Florida Highway Patrol, as a result of the effects of Hurricane Matthew, there is a clear and present danger of loss of life and significant property damage in St. Lucie County and it is necessary to impose a mandatory evacuation as hereinafter defined in order to prevent substantial injury to persons or property. NOW, THEREFORE, I am issuing the following Order: 1. Effective October (J , 2016 at � : Q .m., there is a mandatory evacuation imposed for County residents living in the areas in the map attached as Exhibit "A". All persons in evacuation areas are commanded to leave their homes and businesses unless otherwise directed or authorized by City, County, State of Florida or federal officials. 2. This evacuation Order shall remain in effect for seven (7) days unless terminated, modified or extended. This evacuation Order shall automatically terminate upon a declaration terminating the state of local emergency or upon further Order of the County Administrator or the Board of County Commissioners. This Order imposing the evacuation may be modified at any time by subsequent Order of the County Administrator or the Board of County Commissioners. This evacuation Order may be extended in not more than seven (7) day increments by subsequent Orders issued by the County Administrator or the Board of County Commissioners. 3. This Order shall, as promptly as practicable, be filed in the office of the Clerk of the Circuit Court and delivered to the appropriate news media for publication and radio and television broadcast thereof.
