A RESOLUTION TO RECOGNIZE AND COMMEND DR. JAMES C. "JIM" NICHOLAS FOR HIS
ASSISTANCE WITH THE IMPLEMENTATION OF THE
COUNTY'S IMPACT FEE PROGRAM IN ST. LUCIE COUNTY, FLORIDA
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made
the following determinations:
1. Beginning in 1985, Dr. James C. "Jim" Nicholas has spent the past 32 years assisting St.
Lucie County implement the County's impact fee program. Starting first with Roads and then
over the years adding Parks, Public Buildings, Libraries, Law Enforcement, Fire/EMS and Schools
impact fees, Dr. Nicholas has been instrumental in the creation of this vitally important
program that helps fund many of the activities and infrastructure that make St. Lucie County a
great place to live.
2. Dr. Nicholas is a professor emeritus at the University of Florida in both Urban &
Regional Planning and Law where he worked from 1985 until his recent retirement. Prior to the
University of Florida, Dr. Nicholas was a professor of economics at Florida Atlantic University
along with being Associate and Acting Director at the Joint Center for Environmental and Urban
Problems of Florida Atlantic and Florida International Universities. He received a Ph.D. in
Economics from the University of Illinois; an M.A. in Economics from the University of Miami
and a B.A. in Business Administration from the University of Miami.
3. Dr. Nicholas is widely considered a national authority on impact fees and has
co-authored what many consider to be the quintessential book on impact fees; "Practitioner's
Guide to Development Impact Fees." He has also written widely on environmental and
growth management issues and has helped local governments throughout Florida to
understand and handle the pressures of new development.
4. Most notably to St. Lucie County, Dr. Nicholas has cheerfully and tirelessly helped
decades of County Commissioners, staff, developers and residents understand the complex
nature of establishing, calculating and updating the County's impact fee program. Over the
years of his service, Dr. Nicholas' assistance has resulted in the County raising more than $50
million from new development to help pay for roads, schools and public facilities that benefit
all the residents of St Lucie County.
NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners of St. Lucie
County, Florida that this Board does hereby recognize and thank Dr. James C. "Jim" Nicholas for
his many years of service to St. Lucie County, Florida.
PASSED AND DULY ADOPTED this 4th day of April 2017.
