RESOLUTION FOR ASSISTANCE 2017
UNDER THE FLORIDA INLAND NAVIGATION DISTRICT
WATERWAYS ASSISTANCE PROGRAM
WHEREAS, THE St. Lucie Board of County Commissioners is interested in
carrying out the following described project for the enjoyment of the citizenry of Fort Pierce
and St. Lucie County and the State of Florida:
Project Title Fisherman's Wharf Bulkhead Construction (Phase 2)
Total Estimated Cost $ 4,300,000.00
Brief Description of Project: Infrastructure improvements at the Port of Fort Pierce,
Fisherman's Wharf that will create safe and improved public boat launch and access
to the Intracoastal Waterway, the Indian River Lagoon and the Fort Pierce Inlet.
AND, Florida Inland Navigation District financial assistance is required for the program
mentioned above,
NOW THEREFORE, be it resolved by the St. Lucie Board of County Commissioners
that the project described above be authorized,
AND, be it further resolved that said St. Lucie Board of County Commissioners
make application to the Florida Inland Navigation District in the amount 40% of the
actual cost of the project in behalf of said St. Lucie Board of County Commissioners
AND, be it further resolved by the St. Lucie Board of County Commissioners
that it certifies to the following:
1. That it will accept the terms and conditions set forth in FIND Rule 6613-2
F.A.C. and which will be a part of the Project Agreement for any assistance awarded under
the attached proposal.
2. That it is in complete accord with the attached proposal and that it will carry out
the Program in the manner described in the proposal and any plans and specifications attached
thereto unless prior approval for any change has been received from the District.

That it has the ability and intention to finance its share of the cost of the project
and that the project will be operated and maintained at the expense of said St. Lucie Board of
County Commissioners for public Ilse.
4. That it will not discriminate against any person on the basis of race, color or
national origin in the use of any property or facility acquired or developed pursuant to this
proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of
1964, P. L. 88-352 (1964) and design and construct all facilities to comply fully with statutes
relating to accessibility by persons with disabilities as well as other federal, state and local
laws, rules and requirements.
That it will maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.
6. That it will make available to FIND if requested, a post -audit of expenses
incurred on the project prior to, or in conjunction with, request for the final 10% of the
funding agreed to by FIND.

PROJECT NARRATIVE (Please summarize the project in space provided below in 2 paragraphs or

t Lucie County seeks FIND assistance for the Phase 2 construction of infrastructure improvements at
isherman's Wharf in the Port of Fort Pierce. This project will include the replacement and construction of
isherman's Wharf bulkhead, as well as replacements and expansion of the deteriorated Black Pearl boat ramp
create safe and improved recreational boat launching and parking.
Fhis project is part of a continuing planning effort between FIND, FDOT District IV and a collaborative effort
)etween St. Lucie County and the City of Fort Pierce, Fisherman's Wharf is currently heavily utilized for access
o the Intracoastal Waterway, Indian River Lagoon, Fort Pierce Inlet and the Atlantic Ocean. All existing
=acilities are aging or in disrepair. The intent of the project is to replace the aging infrastructure and increase,
mprove, and provide safe public access to the ICW. The ultimate objective of the project is to construct a new
)ulkhead and boat ramp facility and dredge the basin, as well as provide for improvements to surrounding
)arking areas, roadway access, boat slips, and lands for increased recreational activities, job creation and
-egional economic development.
