WHEREAS, the Board of County Commissioners of St. Lucie County, Florida has made the following determinations: 1. The mission statement for the Treasure Coast International Airport (the "Airport") provides that the County shall operate the Airport in a safe and efficient manner to serve the general aviation and air transportation needs of the community by promoting a positive relationship with the Airport's neighbors and users. 2. In order to better fulfill the mission of the Airport, it is necessary to maintain the safety and security of the Airport through the adoption of Safety and Security Rules for Airport employees, tenants, members of the public and any visitor utilizing Airport property. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: 1. The Airport Safety and Security Rules for the Treasure Coast International Airport attached hereto as Exhibit "A" are hereby adopted. 2. This resolution shall become effective upon adoption. Being a "good neighbor" and positive force in the local and regional community is a top priority for our airport. Maintaining safety and security is key to this effort. The following document describes the airports safety and security rules and violations. These standards are enforced in order to promote and maintain the safety, security, health, and convenience of all employees, tenants, members of the public, and any traveler utilizing airport property. These safety and security rules and violations are supplemental to any rules described by the Federal Aviation Regulations (FARs), Transportation Security Administration (TSA) Regulations, Department of Homeland Security (DHS), Florida Law, and St. Lucie County Policies and Procedures. This document includes a listing of airport rules as well as the consequences for violations. Safety and Security Violations can be issued by any member of Airfield Operations, Airport Administration, U.S. Customs employee, and/or the St. Lucie County Sheriff's Department in response to noncompliance with any of the rules and standards listed in this document. It is the responsibility of every person or entity working or conducting business at Treasure Coast International Airport to maintain a current working knowledge of, and to comply with, all airport safety and security rules and violations. These Airport Safety and Security Rules and Violations are divided into two groups: Group One: Non -Movement Area Safety and Security Rules and Violations Group Two: Movement Area Safety and Security Rules and Violations These Airport Safety and Security Rules and Violations may be supplemented, amended, or repealed at any time by Treasure Coast international Airport Administration. Approved: XXXX, 20171 St. Lucie County BOCC 8.B.2.a 42 AIRPORT SAFETY AND SECURITY RULES Definitions and Facts Air Operations Area (AOA) The AOA is any area of the airfield that an aircraft can operate in. The AOA includes all runways, taxiways, taxi lanes, aprons, and ramps. The AOA is divided into two areas: the Movement Area and the Non - Movement Area. Movement Area The movement areas are those areas of the AOA that ARE under the control of the Air Traffic Control Tower (ATCT) and require ATCT authorization or "Clearance" to enter. The movement area includes all runways, taxiways, and Safety Areas. Safety areas are the areas adjacent to runways and taxiways. When the ATCT at Treasure Coast International Airport is not in operation (from 2100 to 0700 daily, or otherwise) all runways, taxiways, and Safety Areas are still movement areas and will be treated as such. Non -Movement Area The non -movement area consists of those areas of the AOA that ARE NOT under the control of the Air Traffic Control Tower (ATCT). The non -movement area includes FBO ramps and aprons. Movement Area Boundary Pavement Marking: This is be painted across the entire entrance to a movement area. Do not cross the solid yellow line without permission. s Noh-Movsfrieht Airoa Rules for Driving on the AOA (Movement OR Non -Movement) 1. AIRCRAFT ALWAYS HAVE THE RIGHT-OF-WAY OVER OTHER VEHICLES. 2. Always ensure load has been properly secured when towing. 3. Anyone involved in or observing an accident must report immediately by calling 911. 4. Never drive under any portion of any aircraft. 5. Beware of jet and prop blasts. When driving around aircraft, never drive close behind an aircraft with operating engines. 6. No smoking on the AOA unless in a designated area. No smoking inside of any vehicle on the AOA. 7. In order to drive in the AOA, all vehicle operators must have in their possession a valid driver's license and a valid St. Lucie County Airport badge with a silver and green "SLCIA" AOA driver j Approved: XXXX, 20171 St. Lucie County BOCC I 8.B.2.a I Packet Pg. 43 1 AIRPORT SAFETY AND SECURITY RULES sticker. It is the discretion of Airport Administration who will have AOA Driving privileges. This decision will be based on necessity. This badge expires every 2 years and drivers will need to re- take the required classes. 8. In order to drive on the Movement Area, drivers must have in their possession a valid driver's license, a valid St. Lucie County Airport badge with a silver and green "SLCIA" AOA driver sticker, authorization from Airport Administration or Airport Operations, and authorization from the ATCT (during operating hours). 9. All vehicles operating on the Movement Area must have a yellow or orange rotating beacon or flashing light that is visible from the ATCT, a working air -ground radio (or be escorted), and some type of identification (i.e. logo, state license plate etc.) Speed Limits The speed limit on Movement and Non -Movement Areas is 15 MPH. The speed limit when operating in close proximity of aircraft is 5 MPH. Foreign Obiect Debris (FOD) Foreign Object Debris (FOD) is any non-essential item on the AOA that could lead to the damage of an aircraft. FOD includes nuts, bolts, bottles, grass clippings, trash, bags, and any other loose item. It is the responsibility and obligation of everyone who operates on the AOA to remove or identify to Airport Staff any FOD encountered. The creation of FOD is dangerous to all airport users and will not be tolerated. Hazardous Materials (HAZMAT) Spills All HAZMAT spills (i.e. fuel, oil, hydraulic fluids, lavatory content, etc.) must be reported IMMEDIATELY by calling 911. The 911 operator should be advised of your location at the airport, approximate amount of materials spilled, and the type of material spilled. After reporting the spill, clean-up should start immediately, safety allowing. Special precautions should be taken to prevent any spill from reaching a drain or grassy area of any type. Movement Area Incursions An incursion is the unauthorized entry onto the Movement Area. If you commit an incursion, your Airport Badge will be suspended or revoked immediately. Runway incursions can also lead to fines from the Federal Aviation Administration (FAA). These fines can total hundreds of dollars and will be passed on to the person/company responsible. The best way to prevent incursions is to only enter the Movement Area when needed. Remedial training and other steps may be required to regain badge access per this document. 1. CRASH 1.1. Failing to report an accident resulting in property damage, damage to an aircraft, or personal injury. 1.2. Leaving the scene of an accident. 2. DRIVER LICENSE/DRIVING ENDORSEMENTS 2. 1. Operating a vehicle without a valid Driver's License in your possession. 2.2. Operating a vehicle without Airport driving Privileges. 2.3. Operating a vehicle while under the influence of alcohol or drugs. 3. UNSAFE VEHICLE/DEFECTIVE SAFETY EQUIPMENT 3.1. Operating a vehicle that is in an unsafe condition or not road worthy (e.g. bad brakes, bald tires, leaking fluids, etc.) 3.2. Operating a vehicle without headlights/tail lights. 3.3. Failing to use headlights (sunset -sunrise). 3.4. Failing to dim headlights to oncoming traffic. 4. LOADS 4.1. Failing to properly secure load (overloading, creating a hazard). 4.2. Failing to remove FOD from a roadway/AOA ramps after losing a load. 5. TOWING 5.1. Improper towing (e.g. towing at high speeds, not exercising proper precaution). Towing an aircraft or piece of equipment between sunset and sunrise without reflectors, reflective tape, or operable lights of the towing vehicle or vehicle being towed. 6. RECKLESS DRIVING 6.1. Unauthorized entry into the Movement Area. 6.2. Operating a vehicle in a manner that endangers any person or property. 6.3. Operating a vehicle in a manner that results in injury, significant property damage, or damage to an aircraft. 6.4. Racing 6.5. Driving at a speed at least double the posted speed, or at least 15 MPH over the posted limit, whichever is less. 6.6. Interfering with an emergency situation. 6.7. Driving through a HAZMAT spill. 6.8. Failing to yield to an aircraft in motion. 6.9. Impeding the path of a taxiing aircraft. 7. CARELESS DRIVING 7.1. Driving at a speed that is over the posted limit, but less than double the posted speed limit and less than 15 MPH over the posted speed limit. 7.2. Failing to stop at a posted Stop Sign OR Stop Bar. a q N 7.3. Failing to use due care by driving too close to an operating aircraft engine. m c 7.4. Parking in unauthorized area (i.e. blocking gates, roads, emergency lanes, within 10 feet of a fire hydrant/canister, aircraft taxi -lanes, etc.). 8. Smoking on the AOA inside a vehicle. 9. AIRCRAFT FUELING OPERATIONS 9.1. Fueling or de -fueling aircraft inside a hangar, an enclosed area, or within 50 feet of a building. 9.2. Conducting fueling or de -fueling operations without properly bonding the aircraft and fuel truck. 9.3. Conducting fueling or de -fueling without proper training (HAZMAT and Fuel provider training records must be kept). 9.4. Bypassing or disabling any safety device on any aircraft fueling system or its components 9.5. Parking or storing a fueling truck within 50 feet of any building or within 10 feet of any other vehicle. 9.6. Failing to give immediate notification to 911 for any fuel/HAZMAT spill. 10. GENERAL SAFETY RULES 10.1. Threatening or endangering any person on the AOA. 10.2. Failing to comply with any safety or security related instruction from any Treasure Coast Airport employee or other authorized person. 10.3. Discharging of any HAZMAT material, liquid, or chemical on the ground or within any water separator drainage system. 10.4. Performing aircraft engine run -ups in an area not designated as a run-up area. 10.5. Littering or otherwise creating FOD hazard on the AOA. 10.6. Failing to pick up FOD on the AOA. 11. CONSTRUCTION ACTIVITIES ON THE AOA 11.1. Failing to maintain construction barricades. Approved: XXXX, 20171 St. Lucie County BOCC I 8.B.2.a I Packet Pg. 49 1 AIRPORT SAFETY AND SECURITY RULES 11.2. Parking construction equipment outside of designated parking areas. 11.3. Using non -approved barricades (e.g. no reflectors, no lights, no flags). 11.4. Improperly setting up barricades (wrong area, no vehicle access) 11.5. Leaving trenches or manhole covers open outside of active construction activities. 11.6. Failing to keep construction areas free of any FOD hazard or wildlife attractant. 12. MAINTENANCE OF VEHICLES AND GROUND SERVICE EQUIPMENT 12.1. Repairing, dismantling, cleaning or servicing any vehicle or equipment in any area other than the tenant's approved maintenance leasehold area, except for minor repairs necessary to restore a temporarily disabled vehicle. Group Two: Movement Area Safety and Security Rules and Violations All of the following conduct is prohibited and, any such conduct shall result in the issuance of a Safety/Security Violation Bold Italicized Red indicated that the violator's St. Lucie County International Airport Badge will be confiscated on the spot or deactivated at the time that the violation is issued. Note: The Movement Area includes ALL runways, taxiways, and their adjacent Safety Areas. 13. AIR TRAFFIC CONTROL 13.1. Failing to comply with or deviation from Air Traffic Control instructions. 13.2. Failing to comply with Air Traffic Control communication requirements (no two way radio). 14. RECKLESS DRIVING 14.1. Unauthorized entry into the Movement Area (an incursion). Operating a vehicle within an ILS Critical Area during Instrument Meteorological Conditions 14.3. Operating a vehicle on the Movement Area under Instrument Meteorological Conditions (Unless authorized by Air Traffic Control and Airport Operations) Airfield Access and Gate Procedures Controlling access to the airfield and any area inside of the airport fencing is the key to any airport security effort. Per FAA guidelines, AOA access is to be limited only to those who need it and only to appropriate vehicles. With this in mind recreational vehicles, motor homes, and boats should not be stored inside the fence. This has been a long-standing rule in the Airport Minimum Standards for years. It is understandable for these vehicles to enter the fence for some type of service, but storage is not an allowable use of the AOA. It is important that anyone entering one of the airport's gates understands the responsibilities that come with that access. Access to the airfield is made through electronic gates, pedestrian gates, and through buildings (hangars) with airfield access. The purpose of this document is to limit the ability to pass through these gateways to only those who are authorized to do so. When entering or exiting the airport through one of the electronic vehicle gates, it is important to follow the "one car at a time" rule. Each vehicle and each occupant accessing a gate must scan their Airport ID Badge (if they have one) when entering or exiting through an electronic gate. After passing through an open gate, every vehicle is required to stop and wait for the gate to close completely behind them unless another vehicle takes control of the gate by activating it with a badge. Failure to do so will lead to a violation When entering or exiting behind another vehicle, the procedure is to allow the gate to begin closing before you scan you badge to enter/exit yourself. Once you have used your badge to activate a gate, you assume responsibility for it until it is closed behind you or someone else Approved: XXXX, 20171 St. Lucie County BOCC I 8.6.2.a I Packet Pg. 51 1 AIRPORT SAFETY AND SECURITY RULES activates the gate with their badge. Activating a gate and allowing a vehicle to follow you through the gate without that vehicle scanning a badge is known as "piggybacking" and will lead to a violation for both the driver of the vehicle that did not wait for the gate to close behind them, as well as the vehicle that followed without properly taking over the gate by scanning a badge. Escorting people without badges onto the airport is permitted, but it is not permitted for people to drive vehicles inside of the fence line without passing the Airport Driving class and receiving the silver and green "SLCIA" sticker. Any badged person is allowed to escort others, but they must be in a position to control those being escorted. Being in close proximity and being able to communicate in a normal talking voice is the appropriate way to escort. If an un -badged person is found inside of the fence line, the person who allowed them access will receive a violation. If an un -badged and un -escorted person is found inside of the fence line and it is not possible to determine who let them in, the person will be treated as a trespasser and the St. Lucie County Sherriff's Department will be called. Anyone who allows a non -badged person through a gate and does not properly escort them will receive a violation. It is the responsibility of all airport users to remain vigilant and to report any suspicious activity or violations to Airport Administration and/or 911. 15. GATE PROCEDURES These rules may be considered Movement or Non -Movement Area violations depending on location. 15.1. Providing or allowing access through an airfield gate to another person without verifying their credentials. 15.2. Failing to stop after passing through a gate (a/k/a/ running the gate). 15.3. Failing to properly escort (e.g. not in close proximity, persons under escort commit Violation). Entering or exiting a gate behind another vehicle without scanning your badge and properly taking possession of the gate (a/k/a piggybacking). 15.5. Intentionally modifying or otherwise tampering with any aspect of any gate. This Includes any sensors, motors, motor boxes, tracks, chains, wheels, keypads, or fencing. Approved: XXXX, 20171 St. Lucie County BOCC I 8.B.2.a I Packet Pg. 53 I 8.B.2.a I AIRPORT SAFETY AND SECURITY RULES Penalties for Safety and Security Violations Safety and Security Violations may be issued by any Treasure Coast International Airport Staff, St. Lucie County Sheriff's Office Staff, or St. Lucie County Fire District Staff. Violations are issued in response to non-compliance and records of violations will be maintained by Airport Administration. Every 6 months violations will reset (except Movement Area Violations). Non -Movement Area Safety and Security Rules and Violations 15t Violation - If the violation is one of the automatic confiscation violations (listed bold italicized red) the violator's airport badge will be confiscated and they must retake the airport badge class in order to have the badge reinstated. - If the violation is not one of the automatic confiscation violations (listed bold italicized red) the violator must retake the airport badge class within one month. 2nd Violation within 6 months of the previous violation - The violator's badge will be confiscated for a minimum of 7 days and not reinstated until the airport badge class has been re -taken and passed. 3`d Violation within 6 months of the original violation - The violator's badge will be confiscated for a minimum of 14 days and not reinstated until the airport badge class has been re -taken and passed. - The violator's badge can be permanently revoked at the discretion of the Airport Manager, Airport Operations Manager, or designee. Movement Area Safety and Security Rules and Violations Every 10 years violations will reset. 1st Violation - Violator's airport badge will be confiscated for at least 14 days and airport driving class must be re -taken and passed. A letter outlining the violation will be sent to the violator's employer, and a response of how to avoid the violation again in the future will be produced by the employer. 2nd Violation within 10 years of the previous violation Approved: XXXX, 20171 St. Lucie County BOCC Packet Pg. 54 1 AIRPORT SAFETY AND SECURITY RULES XXXX, 2017 - Violator's airport badge will be confiscated for at least 30 days and airport driving class must be re -taken and passed. - A letter outlining the violation will be sent to the violator's employer, and a response of how to avoid the violation again in the future will be produced by the employer. 3rd Violation within 10 years of the original violation - Violator's airport badge will be confiscated permanently. Gate Procedure Violations 1st Violation - If not an automatic confiscation violation, violator will be verbally warned. 2nd Violation within 6 months of the previous violation Violator's badge will be confiscated for a minimum of 7 days and not reinstated until the airport driving class has been re -taken and passed. 3'd Violation within 6 months of the original violation - Violator's badge will be confiscated for a minimum of 14 days and not reinstated until the airport driving class has been re -taken and passed. 4th Violation within 1 year of the original violation - Violator's airport badge will be confiscated for at least 30 days and airport driving class must be re -taken and passed. - A letter outlining the violation will be sent to the violator's employer, and a response of how to avoid the violation again in the future will be produced by the employer. - The violator's badge can be permanently revoked at the discretion of the Airport Manager, Airport Operations Manager, or designee. 5th Violation - Violator's airport badge will be confiscated permanently.
