LUCIE COUNTY PUBLIC SAFETY DIRECTOR DECLARING A STATE OF LOCAL EMERGENCY WHEREAS, the St. Lucie County Public Safety Director has made the following determinations: 1. The Board of County Commissioners of St. Lucie County has adopted Resolution No. 00- 277 authorizing the County Administrator and the Public Safety Director to exercise certain emergency powers and authority during a local emergency. 2. The Public Safety Director has determined that a State of Local Emergency exists within St. Lucie County. 3. Toxic blue-green algae persists and has to spread to waterways in the County, including our coastal ocean and beaches. 4. The toxic blue-green algae poses a danger to health, life, property and the economic well-being of St. Lucie County residents. 5. Chapter 252.38 (3), Florida Statutes provides authority for the County to declare a State of Local Emergency and to waive the procedures and formalities otherwise required by law pertaining to: a. Performance of public works and taking whatever action is necessary to ensure the health, safety and welfare of the community; b. Entering into contracts; C. Incurring obligations; d. Employment of permanent and temporary workers; e. Utilization of volunteer workers; f. Rental of equipment; g. Acquisition and distribution, with or without compensation, of supplies, materials and facilities; h. Appropriation and expenditure of public funds. 6. In order to respond to such emergency, upon this declaration, the County Administrator or designee is authorized to initiate and take such actions authorized by Resolution No. 00-277 for and on behalf of the Board of County Commissioners during the term of such local state of emergency. 7. Such declaration shall remain in full force and effect for seven (7) days unless extended in seven (7) day increments with the concurrence of the Board of County Commissioners or sooner rescinded by the Board of County Commissioners of St. Lucie County or the County Administrator. 8. This Declaration shall become effective immediately upon signing this 5th day of September, 2017 at 8:00 a.m. Z, Ron P rich Public Safety Director
