Tne otner pnases of public participation represent an aaoitional effort tiy tne county to involve tne residents of St. Lucie County in tne preparation ano aooption of tne comprenensive plan to a ~~level in excess of tne :state's requirements. PHASE I_ - PUB~IC INFORHATION MEETINGS An important step in preparing a oraft comprenensiv~ plan is gatnering public input prior to reviewing tne oraft plan in public meetings. Tnis allows tne public to be involvea from tne very beginning of tne process. Early input can prevent inappropriate or inaccurate assumptions from oeing maae, tnereby minimizing tne neeo for substantial revisions to occu: a~'ter oraft oocuments nave been prepareo.. As a way to gatner early public input, tne county conouctea a series of six pudlic informational meetings at locations tnrougnout tne county: Wnite City Elementary Scnool (soutn county); Garden City Elementary Scnool (near nortnwest county); Lakewooa Park Elementary Scnool (nortn county); Holioay Inn (Nortn Nutcninson islana); Sneraton Inn (South Hutcninson Islano); ana tne Agricultural Extension Center (west county). All of these meetings were nel~ on consecutive Weonesoay evenings ouring May ano June, 1987, ana were open to tne public. Tne meetings were aovertiseo in "Tne News Tribune", a newspaper of local circulation, approximately seven Qays in advance of tne meetings_ Notice of tne meetings was also sent to neignoornooa ano c:vic gtou~s. , 1 7ne meetings were informal in nature. County staff inemoers maoe ~rief presentations ano were availaole to answer questions ano collect public input on tne process of tne plan upoate ano perceivea issues. Because tne meetings were nelo in various locations, an effort was maoe to focus tne input on tnose issues relevant to tnat particular geograpnic area. However, all - comments were accepteo. Forms were also maoe availa~le for tnose wno w1Sh2d to suomit written comments for consiaeration to tne Planning ~ivision. In all, a total of 308 people attendeo tnis series of ineetings. A total of 66 persons submitteo written com ments to tne Planning Oivision. _ C.~ PHASE II - REVIEM OF ORAFT ELENENTS Tne second pnase of public participation is a process involving a series of tnree cycles of tnree meetings eacn. Tne oraft plan elements nave -been oivioea into tnree groups, as snown in Taole l. Tnis process will be folloWeo for eacn of tne tnree groups of oocuments. Tne county staff ano consuitant will be present at all meetings. - Tne first series of ineetings is scneouleo for September ana Octotier, 1987; tne secono, for November ano December, 1987; and tne final series for February tnrougn tne end of 1988. Tne final group of nearings is anticipateo to require a greater lengt.n of time aue to tne Future Land Use Maps being revieweo in aodition to tne reviseo versions of all previously reviewea elements. 7nese meetings wi~l be aavertiseo in local newspapers and notice will ae posteo 2~ tne County Aoministra~ion Building. In adaition, notification wiil be provioeo to. many local organiz3tions ana associations. A list of tnese groups can be found in Appendix A. PHASE ZII - FORHAL AOOPTION PROCEEDINGS Ouring tne process of preparing ano adopting tne county~s plan, ~notifi~ation ana presentations to local clubs and civic ~ organizations will be maoe upon request (as staFFing ana funoing Ievels allow). Tne intent of tnese notifications ana/or presentations will be to acquaint interesteo citiiens witn tne plan upoate aro to proviae tne ~pportunity for tne public to participate in tnis policy-making pracess. Tnrougnout tn2 course of tne pian upoate process, orafts will be availadle for inspection or purcnase (for a nominal fee to cover copying costs) at ~ne 5~. Lucie County Planning Office. In Marcn or April, 1989, aFter tne final araft of all elements is complete, tne county LPA will nolo a public nearing pursuant to Section i63.3174 (4), (a) F".S. Tnis pudlic nearing will begin tne formal aooption process of tne reviseo comprenensive plan. After this puolic nearing, furtner revisions, iF necessary, will be maoe to tne plan. Tne plan will tnen be forwaroeo to tne Boaro of County Commissioners for tneir review in public meetinqs auring May and June of 198°. Tnese will be aovertise~ in tne local newspaper ano notice will be postea in the County Aaministration 8uiloing_ Appropriate revisions will be made to tne plan following furtner puolic input ano review by tne Boara of County Com missioners. 3 - 000'( c~~c~ P,;Cc Prior to August 1, 1989, tne County Commission will conouct a puolic nearing ano will transmit tne plan to tne state for tneir 90-oay review. Tnis puolic nearing will oe conoucteo pursuant to Section 163.3184 (15) F.S. Ten copies of tne plan must de aelivereo to tne state dy August l, 1989. ~Foliowing receipt of tne state's comments, tne county will com mence furtner aooption proceeoings. Tne plan must oe aoopteo oy tne county commission auring a public nearing pursuant to Section 163.3184 (15) F.S. witnin 60 oays of receipt _of tne state's comments. This pu~lic nearing snoula be helo in ~ecemder, 1989_ Witnin five oays of aooption of tne plan, tne county must suomit five copies of tne aoopteo plan to tne OCA. Tne state tnen nas 45 oays to review tne plan for compliance witn tne planning legislation. If tne state finos tne plan to be in compliance witn applicaole laws ano rules, tne process aescribeo in Section 163.3184 (9) F'.S. will be followea. If tne state finds tne plan not to be in compliance wlth applicable laws ana rules, tne . process aescribea in 163.3184 (10) will be followea. . ~ Amenoaents to tne Comprenensive Plan I Amendments to tne county's comprenensive plan will be carrieo out pursuant to 163.3187 F.S. Tne proposea amenomenLS must first be consioereo by tne LPA in an advertiseo puolic nearing pursuant to 163.3174 (4) F.S. Property owners witnin 50~ feet of tne proposeo amenaments, as iaentifieo tnrougn tne County Property Appraiser's Office, will oe notifieo of tne pu~lic nearing. Next, a putilic nearing pursuant to 163.3184 (15) F.S. will tie neld by tne County Commission after wnicn tne amenoment request is tnen forwaroea to tne state for tneir °D-oay review. Witnin 60 oays of receiving tne state's comments, tne County Com mission must approve or aeny tne preposea amenoments in a public nearing nelo pursuant to 163.318~ (15 ) F.S. I f tne amenoments are approved, tney are sent to tne state °or a~5-aay review to oetermine compliance witn appropriate laws ana rules. If tney are founo in compliance, Sectio~ 163.3184 (9) F.S. is followeo. If tney are founa to not be in compliance, tne process in SecLion 163.3184 (10) F.S. is followea. Overall, tne proceoures for aoopting plan amenoments are tne same as aoopting tne enti:e plan. ~ue to its compiexity, tne preparation of tne entire plan proviaes for more pudlic input tnan tne plan amenoment process allows. How°ver, if a plan amenoment is complex, aoaitional LPa ana County Commission review may oe appropriate. ~ o ~ ~fi7 ;nnx < < . ~ Evaluation~ano Appraisal of Comprenensive Plan Tne St. Lucie County Local Planning Agency will prepare perioaic reports on tne comprenensive plan. Tnese reports will oe sent to tne 8oara of County Commissioners ano tne state lano planning agency (DCA) at least once every five years. 7ne intent is to upoate tne comprenensive plan periooically tnrouon tne Evaluation ano Appraisal Report (E.A.R.). Tne report will present an assessment and evaluation of Lne success or failure of tne various elements of tne comprenensive plan ano suggest cnanges neeoeo to update tne plan. Tne Boaro of County Commissioners snall aoopt, or aoopt witn cnanges, tne E.A.R. witnin 90 oays after receiving it from tne Local Planning Agency (LPA). Tne St. l.ucie County E.A.R., oone in preparation for tne current plan revision, was preparea by tne County Planning Oivision. Tne E.A.R., aone in con junction wlth a Citizens Aavisory Committee, was completeti in Novemoer of 1986. Minor r~visiens were maae to tne E.A.R. in April ana May of 1987 tiy tne LPA. Tnese revisions are being incorporateo into tne E.A.R. so tnat tne *eport can be suomittea to tne Boar~o of County Commissioners anG tne Department of Com munity Affairs. E.
