Sec. 1-?-5. Service charges other than those figed by this chapter.
Service charges other than those fixed in this chapter shall be governed in Section 28.24,
Florida Statutes, as amended.

Sec. 1-7-6. Disposition of law library funds.
All additional costs collected for the law library shall be set aside by the clerk to be used
esclusively for the establishment and maintenance of the county law library. At the end of each
month, such clerk will turn over such funds so collected to the board of trustees of the county
law library as provided in Chapter 57-1790, Laws of Florida as amended by Chapter 71-895,
Laws of Florida.

Sec. 1-7-7. Disposition of court facility funds.
All additional costs collected for court facilities shall be set aside by the clerk in a separate
account to be used egclusively for the construction, operation and maintenance of court
facilities as deterinined by the board of county commissionera.

former § 1-7-8 in its entirety. Such former section pertained to additional penalty in

July 20, 1986.

Sec. 1-7-9. Disposition of inediation-arbitration fund.
All additional costs collected for mediation-arbitration services shall be set aside by the
clerk in the civil court mediation-arbitration account fund, county court mediation-arbitration
account fund and the family mediation account fund, as appropriate, to be used to fund circuit

ARTICLE II. ST. LUCIE COUNTY TOURIST DEVELOPMENT COUNCIL
Sec. 1-19.5-21. Creation; appointment of inembers; terms.
Pursuant to the provisions of section 125.0104, Florida Statues, an advisory council to be
known as the "St. Lucie County Zburist Development Council" (council) is hereby established.
The council shall be composed of nine (9) members appointed by resolution of the board of
county commissioners. The members of the council shall serve staggered terms of four (4)
years. The terms of office of the original members shall be prescribed in the appointment
resolution.

Sec. 1-19.5-22. Composition; qual'if'ications of inembers.
One (1) member of the council shall be the chairman of the St. Lucie County Board of County
Commissioners or any other member of the board of county commissioners, as designated by
the board chairman. The remaining eight (8) members shall have the following representative
classifications:
(a) ~vo (2) members shall be elected municipal officials, at least one of whom shall be from
the most populous municipality in the county.
(b) Six (6) members shall be persons who are involved in the tourist industry and who
have demonstrated an interest in tourist development, of which members, not less
than three (3) or more than four (4) shall be owners or operators of motels, hotels,
recreational vehicle parks, or other tourist accommodations in the county subject to a
tax levied pursuant to Section 125.0104, Florida Statutes.
(c) All members of the council shall be electors of St. Lucie County.
(d) The board of county commissioners shall have the option of designating the chairman
of the council or allowing the council to elect a chairman. The chairman shall be
appointed or elected annually, and may be reelected or reappointed.

§ 1-19.5-23 ST. LUCIE COUNTY CODE
Sec. 1-19.5-23. Powers and duties.
(a) The council shall prepare and submit to the board of county commissioners, for its
approval, a plan for tourist development. The plan shall set forth the anticipated net tourist
development tax revenue to be derived by St. Lucie County for twenty-four (24) months
following the levy of a tourist development tax enacted pursuant to section 125.0104, Florida
Statutes; the tax district in which the tourist development tax is proposed; and a list, in the
order of priority, of the proposed uses of tourist development tax revenue by specific project or
special use as authorized under section 125.0104(5), Florida Statutes. The plan shall include
the approgimate cost or expense allocation for each specific project or special use.
(b) The council shall meet at least once each quarter and shall, from time to time, make
recommendations to the board of county commiasioners for the effective operation of the
special projects or for use of the tourist development tax revenue and perform such other
duties as may be prescribed by resolution of the board of county commissioners.
(c) The council ahall continuously review egpenditures of revenues from the tourist
development trust fund established pursuant to section 125.0104, Florida Statutes, and shall
receive, at least quarterly, espenditure reports from the board of county commissioners or its
designee. Expenditures that the council believes to be unauthorized shall be reported to the
board of county commissioners and the Florida Department of Revenue. The boazd of county
commissionera shall review the council's findi~rgs ~nd take appropriate administrative or
judicial action to insure compliance with section 125.0104, Florida Statutes.
