AN ORDER GRANTING A MAJOR ADJUSTMENT TO THE
PREVIOUSLY APPROVED MAJOR SITE PLAN FOR THE
PROJECT KNOWN AS NEW HORIZONS OF THE TREASURE
COAST LOCATED AT 4500 WEST MIDWAY ROAD, FORT
PIERCE.
WHEREAS, the St. Lucie County Board of County Commissioners has reviewed the request for
a Major Adjustment to the Major Site Plan for New Horizons of the Treasure Coast and reviewed
the comments of the Development Review Committee and has made the following
determinations:
New Horizons of the Treasure Coast, Inc. presented a petition for a Major Adjustment to
the Major Site Plan known as New Horizons of the Treasure Coast, to allow for the
construction of a 10,725 square foot office/maintenance building and a 1,400 square
foot expansion to the crisis stabilization center for a pharmacy, with associated parking,
drainage, and utility infrastructure. The site plan identifies two existing structures
totaling 5,338 square feet to be removed. With this reduction in existing lot coverage,
and the construction of the 12,125 square feet of proposed building additions, the site
will have an overall net increase of 6,787 square feet by buildings (15.79% lot
coverage). The subject property is located at 4500 West Midway Road, Fort Pierce as
described in Part B.
2. On February 21, 1995, the St. Lucie County Board of County Commissioners granted
approval to rezone the property from AR -1 to I, and was approved for a conditional use
permit to operate a facility for medical, health and social services for a project known as
New Horizons of the Treasure Coast located at 4500 West Midway Road in St. Lucie
County, Florida.
3. On December 19, 1995, the St. Lucie County Board of County Commissioners granted
site plan approval for a 35,834 sq. ft. crisis stabilization unit; 21,000 sq. ft.
administration building; 7,039 sq. ft. detox center; and a 4,000 sq. ft. storage building.
4. On March 16, 1998, the site plan was modified by a minor adjustment decreasing the
size of the administrative facility from 21,000 sq. ft. to 12,028 sq. ft. and decreasing the
number of required parking spaces.
5. On September 2, 2008, the St. Lucie County Board of County Commissioners granted a
major adjustment to the conditional use for the children's crisis facility expansion and a
major adjustment to the site plan for the development of a 14,107 square foot building.
6. On October 15, 2009, the site plan was modified by a minor adjustment to
relocate/straighten the perimeter wall, shift the location of the back-up generator pad,

reduce the depth of the vehicle service area on the west side of the children's crisis
building, revise/update the site landscape plan and to clarify the data table on the
overall site plan.
7. On February 4, 2013, the site plan was modified by a minor adjustment adding a 4,800
sq. ft. addition to the children's crisis facility.
8. The Development Review Committee has reviewed the proposed site plan adjustment
and found it meets the technical requirements of the St. Lucie County Land
Development Code and has satisfied the standards of review set forth in Section
11.02.07 - Standards for Site Plan Review of the St. Lucie County Land Development
Code, subject to the conditions set forth in Part A of this Resolution.
9. Planning staff has performed a detailed analysis of the project and found it to be
consistent with the St. Lucie County Land Development Code and Comprehensive Plan.
The analysis is found in the Planning and Development Services memorandum titled New
Horizons of the Treasure Coast (SPMj-420185306) Major Adjustment to Major Site Plan,
dated September 4, 2018.
10. The project will not have an undue adverse effect on adjacent property, the character of
the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the
public health, safety, and general welfare.
11. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design; site design, landscaping and
screening.
NOW, THEREFORE, BE IT ORDERED by the Board of County Commissioners of St. Lucie
County, Florida:
A. Pursuant to Section 11.02.04(C) of the St. Lucie County Land Development Code, the
Major Adjustment is hereby approved as shown on the drawing prepared by Engineering
Design and Construction, Inc., date stamped by the Planning & Development Services
Department on July 17, 2018 for the property described in Paragraph B below, subject to
the following conditions:
1. Within 60 days of approval, all Category I listed invasive plants shall be eradicated
from the parcel.
2. The issuance of County development permit does not in any way create any rights on
the part of the applicant to obtain a permit from a state or federal agency and does not
create any liability on the part of the County if the applicant fails to obtain requisite
approvals or fulfill the obligations imposed by a state or federal agency or undertakes
actions that result in a violation of state or federal law.
3. All other applicable state or federal permits must be obtained before commencement
of the development.

C. This Major Adjustment for New Horizons of the Treasure Coast Major Site Plan shall
expire within twenty four (24) months of the effective date of this order unless a building
permit is issued or an extension is granted in accordance with the provisions of Land
Development Code, Section 11.02.06.
D. The developer is advised as part of this Major Adjustment to Site Plan approval for New
Horizons of the Treasure Coast, Inc., including any successors in interest, the developer
shall obtain all applicable development permits and construction authorizations from the
appropriate state, federal and local regulatory agencies including, but not limited to, the
United States Army Corps of Engineers, the Florida Department of Environmental
Protection, South Florida Water Management District, and the St. Lucie County
Environmental Resources and Building departments prior to the commencement of any
development activities on the property described in Part B. Issuance of this permit by the
County does not in any way create any rights on the part of the developer to obtain a
permit from a state or federal agency and does not create any liability on the part of the
County for issuance of this permit if the developer fails to obtain requisite approvals or
fulfill the obligations imposed by a state or federal agency or undertake actions that may
result in a violation of state or federal law.
E. A copy of this Order shall be attached to the site plan drawings described in Part A, which
plan shall be placed on file with the Planning and Development Services Department and
mailed to the developer and agent of record as identified on the site plan applications.
F. The conditions set forth in Part A are an integral nonseverable part of the site plan
approval granted by this Order. If any condition set forth in Part A is determined to be
invalid or unenforceable for any reason and the developer declines to comply voluntarily
with that condition, the site plan approval granted by this order shall become null and
void.
G. This order shall be recorded in the Public Records of St. Lucie County.
