LUCIE COUNTY APPROVING CERTAIN INCENTIVES ON BEHALF OF MARTIN HEALTH SYSTEM WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. Martin Health System, a not-for-profit community based health care organization, provides services included on the St. Lucie County Targeted Industries List. 2. In addition to a generous benefits package, Martin Health System's average earnings per worker is well above the average earnings for St. Lucie County. 3. Martin Health System desires to expand its operations in the County by constructing a Neuroscience Center for Excellence at its neurology campus located at the Center for innovation in the City of Port St. Lucie. 4. The Neuroscience Center for Excellence will provide services for neurological conditions, neurology, neurosurgery, a comprehensive stroke center, Alzheimer's disease and memory disorders, pain management, and back and spine rehabilitation. 5. The services to be provided by the Neuroscience Center for Excellence fall under the umbrella of Professional, Scientific and Technical Services on the St. Lucie County Targeted Industries List. 6. Martin Health System intends to make a thirty million and 00/100 dollars ($30,000,000.00) capital investment in the Neuroscience Center for Excellence with construction of elements of the Center to begin in 2019 and be completed within the next five (5) years. 7. The project will result in the creation of approximately one hundred fifty (150) new jobs over a five year period. 8. St. Lucie County is offering a collaborative incentive package to Martin Health System in partnership with the City of Port St. Lucie for the benefit of the residents of St. Lucie County. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida, that in consideration of the benefits gained by the residents of St. Lucie County through the development of Martin Health System's new facility, the following incentives are offered: A. St. Lucie County Ad -Valorem Tax Exemption on New Real Property and Tangible Personal Property: The Board hereby makes a preliminary finding that the nature of Martin Health System planned development of the Neuroscience Center of Excellence meets the requirements for an Economic Development Ad Valorem Tax Exemption as set forth in Section 196.1995, Florida Statutes, and Section 42-28, St. Lucie County Code of Ordinances, subject to submission and review of an Economic Development Ad Valorem Tax Exemption application and adoption of an ordinance granting such exemption. The exemption is valued at 100% each year for the first six (6) years and for the last four (4) years on a declining percentage schedule for the remaining period (90%-80%-60%-$40%) for consideration by the Board in accordance with Section 42-46, St. Lucie County Code of Ordinances and Compiled Laws. The Board authorizes County staff to assist Martin Health System in the application for a 10 -year 1 Economic Development Ad Valorem Tax Exemption as described in the County's Economic Development Ad Valorem Tax Exemption program. B. St. Lucie County impact Fee Mitigation: The Board authorizes staff to assist Martin Health System in the application for impact fee mitigation consistent with the County's Economic Development Impact Fee Mitigation program in accordance with Section 24-1, St. Lucie County Code of Ordinances and Compiled Laws.
