HomeMy WebLinkAbout18-256RESOLUTION NO. 18-256 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA, SUPPORTING THE IMPLEMENTATION OF THE EAST COAST GREENWAY/FLORIDA SHARED -USE NONMOTORIZED TRAIL NETWORK IN ST. LUCIE COUNTY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the East Coast Greenway, when completed, will extend through St. Lucie County and will be the United States' longest biking and walking route connecting 15 states, 450 cities and towns, and 3,000 miles of people -powered trails from Maine to Florida; and WHEREAS, since at least 2007, the St. Lucie Transportation Planning Organization ("St. Lucie TPO") has been evaluating the implementation of the East Coast Greenway through St. Lucie County ("County') with the completion of several studies; and WHEREAS, the implementation of the East Coast Greenway through the County is included in the County Comprehensive Plan; and WHEREAS, the portion of the East Coast Greenway through the State of Florida is designated by the Florida Department of Environmental Protection as part of the Florida Greenways and Trails System Priority Network which is also known as the Florida Shared -Use Non -motorized ("SUN") Trail Network; and WHEREAS, State legislation was passed in 2014 to provide $25 million annually of State funding to implement the SUN Trail Network; and WHEREAS, the County has been awarded State funding to implement five (5) segments of the SUN Trail Network within the County boundaries; and WHEREAS, the Florida Department of Transportation ("FDOT"), on behalf of the County, will be utilizing the State funding awarded to the County to complete various phases which include design and construction of various segments within the County boundaries ("Project"); and WHEREAS, the Project is included in the St. Lucie TPO's Go2040 Long Range Transportation Plan, Transportation Improvement Program, and List of Priority Projects; and WHEREAS, the Project is included in the FDOT Work Program for the receipt of the State funding; and WHEREAS, FDOT has initiated the implementation of the Project and requested the County adopt a resolution expressing support of the Project; and WHEREAS, after completion, the Project may be transferred by FDOT to the County; and Page 1 of 2 WHEREAS, the County strongly supports multi -jurisdictional, coordinated efforts and the implementation of projects which enhance mobility and provide multimodal options, including the non -motorized alternatives, and improve safety throughout St. Lucie County. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA, THAT: 1. The County Commission supports the implementation of the East Coast Greenway within St. Lucie County. 2. This Resolution becomes effective immediately upon its adoption.
