199 7, by and between AUGUSTUS CONSALO, whose mailing address is
3791 ITALIA AVENUE, VINELAND, NJ 08360 hereinafter "GRANTOR",
and ST. LUCIE COUNTY EROSION DISTRICT, a Special Taxing District
of the State of Florida, whose address is 2300 Virginia Avenue,
Ft. Pierce, FL 34982 hereinafter_ "GRANTEE".
RECITALS:
WHEREAS, GRANTOR owns beach -Front property in Ft. Pierce,
St.. Lucie County, Florida; and
WHEREAS, the property described in Exhibit "A" is not the
homestead of the GRANTOR; and
WHEREAS, the property line for GRANTOR'S property extends
seaward to either the Erosion Control Line ("ECL") or the Mean
Hiah Water Line ( "MHW!,") ; and
WHEREAS, the GRANTEE desires to assist in the implementation
of a beach renourishment project landward of the ECL or MHWL onto
a portion of the GRANTOR'S property as more particularly
described on Schedule "A", said project more particularly
described hereafter as the Fort Pierce, Florida, Shore Protection
Project (hereinafter referred to as the "Project"), and other
beach and shorelines renourishment maintenance and management

projects which may be undertaken in the future by other local,
state and federal agencies and GRANTOR will benefit directly
therefrom; and
WHEREAS, some of the sand so deposited may be at points
landward of both the ECL and MHWLL and thus on the GRANTOR'S
lands; and
WHEREAS, said Project :nay involve peisons and equipment
crossing over (landward of) the MHWL and ECL and on the GRANTOR'S
property in order to place the sand according to the Project
plans; and
WHEREAS, the GRANTOR acknowledges and agrees that the
GRANTEE may grant and convey any and all rights vested in the
GRANTEE hereunder to such other entities as it deems necessary in
order to fully carry out the intent of the Project; and
WHEREAS, GRANTOR recognizes that its remaining land shall
benefit from this Beach Renourishment Project; and
WHEREAS, GRANTOR hereby waives any and all rights to
compensation which may be due GRANTOR by reason of the
transactions contemplated herein in consideration of the benefits
to be derived from the Project.
NOW THEREFORE, in consideration of the mutual benefits,
covenants and conditions contained herein:

The parties acknowledge that the above recitals are
true and correct and hereby incorporate same as part
of this Agreement.
GRANTOR does hereby grant, establish and convey unto
the GRANTEE, its agents, successors and assigns, an
irrevocable perpetual and assignable easement and
right-of-way in, on, over and across the land
described in Schedule "A" for use by the GRANTEE, its
representatives, agents, contractors, and assigns, to
construct, preserve, patrol, repair, nourish,
rehabilitate, replace, operate, and maintain a public
beach, a dune system and other erosion control and
storm damage reduction measures together with
appurtenances thereto, including the right to deposit
sand; to accomplish any alterations of contours on
said land; to construct berms and dunes to nourish and
restore periodically; to move, store and remove
equipment and supplies; to erect and remove temporary
structures, and to perform any other work necessary
and incident to the construction, periodic
renourishment and maintenance of the Fort Pierce,
Florida, Shore Protection Project and other beach and
shorelines renourishment, maintenance and management
projects which may be undertaken in the future by
other local, state and federal agencies and the
Grantee, together with the right of public use and
access; to plant vegetation on said dunes and berms;
to erect, maintain and remove silt screens and snow
fences; to facilitate preservations of dunes and
vegetation through the limitation of access to dune

areas; to trim, cut, fell, and remove from said land
all trees, underbrush, debris, obstructions, and any
other vegetation, structures and obstacles within the
limits of the easement; reserving, however, to the
GRANTOR(s), (his)(her)(its)(their)(heirs), successors
and assigns, the right to construct dune overwalk
structures in accordance with any applicable Federal,
State or Local laws or regulations provided that such
structures shall not violate the integrity of the dune
in shape, dimension or function, and that prior
approval of the plans and specifications for such
structures shall have been obtained from the GRANTEE;
and provided further that such structures are
subordinate to the construction, operations,
maintenance, repair, rehabilitation and replacement of
the project; and further reserving to the GRANTOR(s), CD

enjoyed without interfering with or abridging the

WHEREAS, GRANTOR owns beach front property in Ft. Pierce,
St. Lucie County, Florida; and
The property described in Exhibit "A" is not the homestead
of the GRANTOR; and
WHEREAS, the property line for GRANTOR'S property extends
seaward to either the Erosion Control Line ("ECL") or the Mean
High Water Line ("MHWL"` d
WHEREAS, the GRANTEE desires to assist in the implementation

a portion of the GRANTOR'S property as more particularly
described on Schedule "A", said project more particularly
described hereafter as the Fort Pierce, Florida, Shore Protection
Project (hereinafter referred to as the "Project"), and other
beach and shorelines renourishment maintenance and management

projects which may be undertaken in the future by other local,
state and federal agencies and GRANTOR will benefit directly
therefrom; and
WHEREAS, some of the sand so deposited may be at points
landward of both the ECL and MHWL and thus on the GRANTOR'S
lands; and
WHEREAS, said Project may involve persons and equipment
crossing over (landward of) the MHWL and ECL and on the GRANTOR'S
property in order to place the sand according to the Project
plans; and
WHEREAS, the GRANTOR acknowledges and agrees that the
GRANTEE may grant and convey any and all rights vested in the
GRANTEE hereunder to such other entities as it deems necessary in
order to fully carry out the intent of the Project; and
WHEREAS, GRANTOR recognizes that its remaining land shall
benefit from this Beach Renourishment Project; and
WHEREAS, GRANTOR hereby waives any and all rights to
compensation'which may be due GRANTOR by reason of the
transactions contemplated herein in consideration of the benefits
to be derived by the Project.

of a beach renourishment project landward of the ECL or MHWL onto
a portion of the GRANTOR'S property as more particularly
described on Schedule "A", said project more particularly
described hereafter as the Fort Pierce, Florida, Shore Protection
Project (hereinafter referred to as the "Project"), and other
beach and shorelines renourishment maintenance and management
projects which may be undertaken in the future by other local,
state and federal agencies and GRANTOR will benefit directly
therefrom; and
WHEREAS, some of the sand so deposited may be at points
landward of both the ECL and MHWL and thus on the GRANTOR'S
lands; and
WHEREAS, said Project may involve persons and equipment
crossing over (landward of) the MHWL and ECL and on the GRANTOR'S
property in order to place the sand according to the Project
plans; and
WHEREAS, the GRANTOR acknowledges and agrees that the
GRANTEE may grant and convey any and all rights vested in the
GRANTEE hereunder to such other entities as it deems necessary in
order to fully carry out the intent of the Project; and
WHEREAS, GRANTOR hereby waives any and all rights to
compensation which may be due GRANTOR by reason of the
transactions contemplated herein in consideration of the benefits
to be derived by the Project.
NOW THEREFORE, in consideration of the mutual benefits,
covenants and conditions contained herein:
1. The parties acknowledge that the above recitals are
true and correct and hereby incorporate same as part
of this Agreement.

GRANTOR does hereby grant and convey unto the GRANTEE,
its agents, successors and assigns, a perpetual and
assignable easement and right-of-way in, on, over and
across the land described in Schedule "A" for use by
the GRANTEE, its representatives, agents, contractors,
and assigns, to construct, preserve, patrol, repair,
nourish, rehabilitate, replace, operate, and maintain
a public beach, a dune system and other erosion
control and storm damage reduction measures together
with appurtenances thereto, including the right to
deposit sand; to accomplish any alterations of
contours on said land; to construct berms and dunes to
nourish and restore periodically; move, store and
remove equipment and supplies; to erect and remove
temporary structures, and to perform any other work
necessary and incident to the construction, periodic
renourishment and maintenance of the Fort Pierce,
Florida, Shore Protection Project and other beach and
shorelines renourishment, maintenance and management
projects which may be undertaken in the future by
other local, state and federal agencies and the
Grantee, together with the right of public use and
access; to plant vegetation on said dunes and berms;
to erect, maintain and remove silt screens and snow
fences; to facilitate preservations of dunes and
vegetation through the limitation of access to dune
areas; to trim, cut, fell, and remove from said land
all trees, underbrush, debris, obstructions, and any
other vegetation, structures and obstacles within the
limits of the easement; reserving, however, to the

GRANTOR(s), (his)(her)(its)(their)(heirs), successors
and assigns, the right to construct dune overwalk
structures in accordance with any applicable Federal,
State or Local laws or regulations provided that such
structures shall not violate the integrity of the dune

approval of the plans and specifications for such
structures shall have been obtained from the GRANTEE;
and provided further that such structures are
subordinate to the construction, operations,
maintenance, repair, rehabilitation and replacement of

Project (hereinafter referred to as the "Project"), and other
beach and shorelines renourishment maintenance and management
projects which may be undertaken in the future by other local,
state and federal agencies and GRANTOR will benefit directly
therefrom; and
WHEREAS, some of the sand so deposited may be at points
landward of both the ECL and MHWL and thus on the GRANTOR'S
lands; and
WHEREAS, said Project may involve persons and equipment
crossing over (landward of) the MHWL and ECL and on the GRANTOR'S
property in order to place the sand according to the Project
plans; and
WHEREAS, the GRANTOR acknowledges and agrees that the
GRANTEE may grant and convey any and all rights vested in the
GRANTEE hereunder to such other entities as it deems necessary in
order to fully carry out the intent of the Project; and
WHEREAS, GRANTOR recognizes that its remaining land shall
benefit from this Beach Renourishment Project; and
WHEREAS; GRANTOR hereby waives any and all rights to
compensation which may be due GRANTOR by reason of the
transactions contemplated herein in consideration of the benefits
to be derived from the Project.
NOW THEREFORE, in consideration of the mutual benefits,
covenants and conditions contained herein:

The parties acknowledge that the above recitals are
true and correct and hereby incorporate same as part
of this Agreement.
GRANTOR does hereby grant, establish and convey unto
the GRANTEE, its agents, successors and assigns, an
irrevocable perpetual and assignable easement and
right-of-way in, on, over and across the land
described in Schedule "A" for use by the GRANTEE, its
representatives, agents, contractors, and assigns, to
construct, preserve, patrol, repair, nourish,
rehabilitate, replace, operate, and maintain a public
beach, a dune system and other erosion control and
storm damage reduction measures together with
appurtenances thereto, including the right to deposit
sand; to accomplish any alterations of contours on
said land; to construct berms and dunes to nourish and
restore periodically; to move, store and remove
equipment and supplies; to erect and remove temporary
structures, and to perform any other work necessary
and incident to the construction, periodic
renourishment and maintenance of the Fort Pierce,
Florida, Shore Protection Project and other beach and
shorelines renourishment, maintenance and management
projects which may be undertaken in the future by
other local, state and federal agencies and the
GRANTEE, together with the right of public use and
access; to plant vegetation on said dunes and berms;
to erect, maintain and remove silt screens and snow
fences; to facilitate preservations of dunes and
vegetation through the limitation of access to dune

areas; to trim, cut, fell, and remove from said land
all trees, underbrush, debris, obstructions, and any
other vegetation, structures and obstacles within the
limits of the easement; reserving, however, to the
GRANTOR(s), (his)(her)(its)(their)(heirs), successors
and assigns, the right to construct dune overwalk
structures in accordance with any applicable Federal,
State or Local laws or regulations provided that such
structures shall not violate the integrity of the dune
in shape, dimension or function, and that prior
approval of the plans and specifications for such
structures shall have been obtained from the GRANTEE;
and provided further that such structures are
subordinate to the construction, operations,
maintenance, repair, rehabilitation and replacement of
the project; and further reserving to the GRANTOR(S),
(his)(her)(its)(their)(hers), successors and assigns o
all such rights and privileges as may be used and
enjoyed without interfering with or abridging the
rights and easements hereby acquired, subject however
to existing easements for public roads and highways,
public utilities, railroads and pipelines.
3. This easement shall run with the land and shall be
binding upon the GRANTOR and (his) (her) (its) (their)
(heirs), successors and/or assigns.

R E C I T A L S:
WHEREAS, GRANTOR owns beach front property in Ft. Pierce,
St. Lucie County, Florida; and
WHEREAS, the property line for GRANTOR'S property extends
seaward to either the Erosion Control Line ("ECL") or the Mean
High Water Line ("MHWL"); and
WHEREAS, the GRANTEE desires to assist in the implementation
of a beach renourishment project landward of the ECL or MHWL onto
a portion of the GRANTOR'S property as more particularly
described on Schedule "A", said project more particularly
described hereafter as the Fort Pierce, Florida, Shore Protection
Project (hereinafter referred to as the "Project"), and other

beach and shorelines renourishment maintenance and management
projects which may be undertaken in the future by other local,
state and federal agencies and GRANTOR will benefit directly
therefrom; and
WHEREAS, some of the sand so deposited may be at points
landward of both the ECL and MHWL and thus on the GRANTOR'S
lands; and
WHEREAS, said Project may involve persons and equipment
crossing over (landward of) the MHWL and ECL and on the GRANTOR'S
property in order to place the sand according to the Project
plans; and
WHEREAS, the GRANTOR acknowledges and agrees that the
GRANTEE may grant and convey any and all rights vested in the
GRANTEE hereunder to such other entities as it deems necessary in
order to fully carry out the intent of the Project; and
WHEREAS, GRANTOR recognizes that its remaining land shall
benefit from this Beach Renourishment Project; and
WHEREAS; GRANTOR hereby waives any and all rights to
compensation which may be due GRANTOR by reason of the
transactions contemplated herein in consideration of the benefits
to be derived by the Project.
NOW THEREFORE, in consideration of the mutual benefits,
covenants and conditions contained herein:

1. The parties acknowledge that the above recitals are
true and correct and hereby incorporate same as part
of this Agreement.
2. GRANTOR does hereby grant, establish and convey unto
the GRANTEE, its agents, successors and assigns, an
irrevocable perpetual and assignable easement and
right-of-way in, on, over and across the land
described in Schedule "A" for use by the GRANTEE, its
representatives, agents, contractors, and assigns, to
construct, preserve, patrol, repair, nourish,
rehabilitate, replace, operate, and maintain a public
beach, a dune system and other erosion control and
storm damage reduction measures together with
appurtenances thereto, including the right to deposit
sand; to accomplish any alterations of contours on
said land; to construct berms and dunes to nourish and
restore periodically; to move, store and remove
equipment and supplies; to erect and remove temporary
structures, and to perform any other work necessary
and incident to the construction, periodic
renourishment and maintenance of the Fort Pierce,
Florida, Shore Protection Project and other beach and
shorelines renourishment, maintenance and management
projects which may be undertaken in the future by
other local, state and federal agencies and the
Grantee, together with the right of public use and
access; to plant vegetation on said dunes and berms;
to erect, maintain and remove silt screens and snow
fences; to facilitate preservations of dunes and
vegetation through the limitation of access to dune

areas; to trim, cut, fell, and remove from said land
all trees, underbrush, debris, obstructions, and any
other vegetation, structures and obstacles within -the
limits of the easement; reserving, however, to the

and assigns, the right to construct dune overwalk
structures in accordance with any applicable Federal,
State or Local laws or regulations provided that such
structures shall not violate the integrity of the dune
in shape, dimension or function, and that prior
approval of the plans and specifications for such
structures shall have been obtained from the GRANTEE;
and provided further that such structures are
subordinate to the construction, operations,
maintenance, repair, rehabilitation and replacement of
the project; and further reserving to the GRANTOR(s),
(his)(her)(its)(their)(hers), successors and assigns
all such rights and privileges as may be used and
enjoyed without interfering with or abridging the

General Partnership , whose mailing address is 306 S. Ocean
Drive, Hutchinson Island, Ft. Pierce, FL 34949 hereinafter
"GRANTOR", and ST. LUCIE COUNTY EROSION DISTRICT, a Special
Taxing District of the State of Florida, whose address is 2300
Virginia Avenue, Ft. Pierce, FL 34982 hereinafter "GRANTEE".
R E C I T A L S:
WHEREAS, GRANTOR owns beach front property in Ft. Pierce,
St. Lucie County, Florida; and
WHEREAS, the property line for GRANTOR'S property extends
seaward to either the Erosion Control Line ("ECL") or the Mean
High Water Line ("MHWL"); and
WHEREAS, the GRANTEE desires to assist in the implementation
of a beach renourishment project landward of the ECL or MHWL onto
a portion of the GRANTOR'S property as more particularly
described on Schedule "A", said project more particularly
described hereafter as the Fort Pierce, Florida, Shore Protection
Project (hereinafter referred to as the "Project"), and other

beach and shorelines renourishment maintenance and management
projects which may be undertaken in the future by other local,
state and federal agencies and GRANTOR will benefit directly
therefrom; and
WHEREAS, some of the sand so deposited may be at points
landward'of both the ECL and MHWL and thus on the GRANTOR's
lands; and
WHEREAS, said Project may involve persons and equipment
crossing over (landward of) the MHWL and ECL and on the GRANTOR's
property in order to place the sand according to the Project
plans; and
WHEREAS, the GRANTOR acknowledges and agrees that the
GRANTEE may grant and convey any and all rights vested in the
GRANTEE hereunder to such other entities as it deems necessary in
order to fully carry out the intent of the Project; and
WHEREAS, GRANTOR recognizes that its remaining land shall
benefit from this Beach Renourishment Project; and
WHEREAS; GRANTOR hereby waives any and all rights to
compensation which may be due GRANTOR by reason of the
transactions contemplated herein in consideration of the benefits
to be derived by the Project.
NOW THEREFORE, in consideration of the mutual benefits,
covenants and conditions contained herein:

1. The parties acknowledge that the above recitals are
true and correct and hereby incorporate same as part
of this Agreement.
2. GRANTOR does hereby grant, establish and convey unto
the GRANTEE, its agents, successors and assigns, an
irrevocable perpetual and assignable easement and
right-of-way in, on, over and across the land
described in Schedule "A" for use by the GRANTEE, its
representatives, agents, contractors, and assigns, to
construct, preserve, patrol, repair, nourish,
rehabilitate, replace, operate, and maintain a public
beach, a dune system and other erosion control and
storm damage reduction measures together with
appurtenances thereto, including the right to deposit
sand; to accomplish any alterations of contours on
said land; to construct berms and dunes to nourish and
restore periodically; to move, store and remove
equipment and supplies; to erect and remove temporary
structures, and to perform any other work necessary
and incident to the construction, periodic
renourishment and maintenance -of the Fort Pierce,
Florida, Shore Protection Project and other beach and
shorelines renourishment, maintenance and management
projects which may be undertaken in the future by
other local, state and federal agencies and the
Grantee, together with the right of public use and
access; to plant vegetation on said dunes and berms;
to erect, maintain and remove silt screens and snow
fences; to facilitate preservations of dunes and
vegetation through the limitation of access to dune

areas; to trim, cut, fell, and remove from said land
all trees, underbrush, debris, obstructions, and any
other vegetation, structures and obstacles within the
limits of the easement; reserving, however, to the
GRANTOR(s), (his)(her)(its)(their)(heirs), successors
and assigns, the right to construct dune overwalk
structures in accordance with any applicable Federal,
State or Local laws or regulations provided that such
structures shall not violate the integrity of the dune
in shape, dimension or function, and that prior
approval of the plans and specifications for such
structures shall have been obtained from the GRANTEE;
and provided further that such structures are
subordinate to the construction, operations,
maintenance, repair, rehabilitation and replacement of
the project; and further reserving to the GRANTOR(s),
(his)(her)(its)(their)(hers), successors and assigns
all such rights and privileges as may be used and
enjoyed without interfering with or abridging the
rights and easements hereby acquired, subject however
to existing easements for public roads and highways,
public utilities, railroads and pipelines.
3. This easement shall run with the land and shall be
binding upon the GRANTOR and (his) (her) (its) (their)
(heirs), successors and/or assigns.

REVENUES.
WHEREAS, the Erosion Control District Board of St. Lucie County, Florida, has made
the following determinations:
1. On October 14, 1997, the Erosion Control District Board adopted
Resolution Number 97-07 which appropriated funds for the Fort
Pierce Shore Protection Project.
2. In order to correct scrivener errors in the revenues' account number,
it is necessary to amend Resolution 97-07.
NOW, THEREFORE, BE IT RESOLVED by the Erosion Control District Board of
St. Lucie County, Florida, pursuant to Section 129.06 (d), Florida Statutes:
1. This Board does hereby amend Resolution Number 97-07 which
appropriated funds for the Fort Pierce Shore Protection Project by
correcting the scrivener errors in the account numbers under
revenues.
2. In a meeting assembled this 28th day of October, 1997, account
numbers under revenues are hereby amended as follows and
appropriated for the fiscal year 1997-1998, and the District's budget
is hereby amended as follows:

WHEREAS, pursuant to Chapter 67-2001, Laws of Florida, as amended by Chapter 97-
354, Laws of Florida, the "St. Lucie County Erosion District Act", the Board of Commissioners
of the St. Lucie County Erosion District (the "Board") is authorized to create by resolution new
zones within the Erosion District for the purpose of the levy of ad valorem taxes within the new
zones to fund the cost of Erosion District projects in proportion to the percentage of benefit from
the project determined by the Board for the new zone; and
WHEREAS, the Board intends to levy an ad valorem tax to fund the Erosion District's
share of the cost of the United States Army Corps of Engineers Fort Pierce, Florida Shore
Protection Project to renourish and maintain a stretch of St. Lucie County beach extending south
from the Fort Pierce Inlet for a distance of approximately 1.3 miles (the "Project Area"); and
WHEREAS, substantially all of the beach within the Project Area is either publicly
owned or easily accessible to the public; and
WHEREAS, the Board has determined that the beach within the Project Area provides
recreation and tourism related economic benefits to citizens of St. Lucie County and therefore
the renourishment and maintenance of that beach provides real and substantial benefits to all
lands and real property within the Erosion District's boundaries.
NOW THEREFORE, BE IT DETERMINED AND RESOLVED BY THE BOARD
OF COMMISSIONERS OF ST. LUCIE COUNTY EROSION DISTRICT AS FOLLOWS:
Section 1. Pursuant to Section 8.(4) of the St. Lucie County Erosion District Act, the
Board hereby creates a new zone within the Erosion District to be known as Zone E for the
purpose of the levy and collection of ad valorem taxes within the Erosion District to fund the

District's share of the cost of the United States Army Corps of Engineers Fort Pierce, Florida
Shore Protection Project (the "Project").
Section 2. Zone E shall include all of the lands and real estate within the boundaries
of the St. Lucie County Erosion District.
Section 3. The lands and real estate within Zone E will receive 100% of the benefits
of the Project.
Section 4. Zone E may also be used for future levies of ad valorem taxes to fund the
cost of Erosion District projects for which the Board determines that the lands and real estate
with Zone E will receive 100% of the benefits of such projects.
Section 4. Nothing herein shall be construed to amend or abolish existing Zones A,
B, C, and D as previously created under the St. Lucie County Erosion District Act.
Section 5. This resolution shall be effective upon adoption.

A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS, ST. LUCIE
COUNTY, FLORIDA, SERVING AS THE ST. LUCIE COUNTY EROSION DISTRICT,
REQUESTING THAT THE TRUSTEES OF THE INTERNAL IMPROVEMENT TRUST
FUND ESTABLISH AN EROSION CONTROL LINE ON THE SHORELINE (FOR
APPROXIMATELY 1.3 MILES) IMMEDIATELY SOUTH OF THE FORT PIERCE INLET;
SETTING FORTH FINDINGS; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the southern shoreline of St. Lucie County immediately south of the Ft. Pierce inlet,
continues to severely erode resulting in minimal beach width; and
WHEREAS, a large beach profile provides the best protection for upland properties for a severe
storm event; and
WHEREAS, the Board of County of Commissioners of St. Lucie County, Florida, serving as the
St. Lucie County Erosion District, has developed an Inlet Management Plan for Fort Pierce Inlet and
an Erosion Control Program to help mitigate the erosive impacts of the inlet and provide for beach
preservation and beach nourishment along the beach immediate south of Fort Pierce Inlet; and
WHEREAS, St. Lucie County, acting as local sponsor with the U.S. Army Corps of Engineers,
propose to renourish approximately 1.3 miles of shoreline immediately south of the Fort Pierce Inlet
with sand from an off -shore borrow source; and
WHEREAS, it is necessary to delineate the boundary between upland properties and state
owned submerged lands before undertaking such a sand transfer project.
NOW, THEREFORE, BE IT RESOLVED BY THE EROSION DISTRICT BOARD OF ST. LUCIE
COUNTY AS FOLLOWS:
1. The Board requests that the Trustees of the Internal Improvement Trust Fund establish
an Erosion Control Line on the shoreline (for approximately 1.3 miles) immediately south of the Fort
Pierce Inlet.
2. This Resolution shall take effect immediately upon its adoption.

This project includes restoration/renourishment of 1.3 miles of severely eroding shoreline
immediately south of the Fort Pierce Inlet. This effort will help mitigate the erosive
impacts of the navigational inlet on the downdrift shoreline, and is consistent with
recommendations in the State's (D.E.P.) Inlet Management Plan for the Fort Pierce Inlet.
'This request includes multiyear funding assistance from FIND at $250,000 per year over
three ears.
AND, Florida Inland Navigation District financial assistance is required for the
program mentioned above,

plan identifies the construction of a spur jetty along the seaward side of
the South jetty to help inhibit sediment flow around the jetty and into the
navigational channel -- this reducing the need for maintenance dredging.
This request includes funding assistance from FIND at $220,000 for this year.

WHEREAS, beaches are Florida's number one tourist attraction, generating more

than $16 billion annually to the state's economy; and; and

WHEREAS, wide sandy beaches are the first line of protection against hurricanes

and can reduce damage to coastal properties by more than 50%; and

WHEREAS, the Department of Environmental Protection estimates that at least
276 miles of Florida's sandy beaches are experiencing critical erosion, a situation which

is hurting both tourism and storm protection along both coasts; and

WHEREAS, when the state's beach management program was enacted in 1968,

the Legislature declared an intent to ''appropriate at least $35 million annually" to
implement this program, an amount reinforced by DEP's FY 1997-98 legislative budget
request; and
WHEREAS, average appropriations over the last five years have been less than
$9 million, resulting in long delays in urgently needed beach preservation projects; and
WHEREAS, House Bill 103 in the 1997 legislature will create a dedicated funding
source, for statewide beach management of approximately $30 million annually from
cruise ship passengers embarking and debarking in Florida.
NOW, THEREFORE, BE IT RESOLVED BY THE EROSION DISTRICT BOARD OF ST.
LUCIE COUNTY AS FOLLOWS:
