A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
ST. LUCIE COUNTY GRANTING PB HOLDCO LLC AND ST. LUCIE
INDUSTRIAL PARK LLC A FOURTH MAJOR ADJUSTMENT TO A
MAJOR SITE PLAN APPROVAL FOR PURSUIT BOATS (FKA S-2
YACHTS) ON APPROXIMATELY 131.88 ACRES OF PROPERTY
LOCATED GENERALLY AT 3901 ST. LUCIE BOULEVARD IN ST.
LUCIE COUNTY, FL.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based
on the testimony and evidence, including but not limited to the staff report, has made
the following determinations:
Pursuit Boats, represented by Culpepper and Terpening, Inc., presented a
petition for a fourth Major Adjustment to a previously approved Major Site Plan
known as S-2 Yachts to add approximately 111.42 acres of land, 571,830 sq. ft.
of additional manufacturing space, to be constructed in three (3) phases and sub
phases, to the existing 208,672 sq. ft. facility, and change the project name to
Pursuit Boats (FKA S-2 Yachts) for expansion of the boat manufacturing facility,
up to 780,502 sq. ft., located generally at 3901 St. Lucie Boulevard in the IL
(Industrial, Light) zoning district on approximately 131.88 acres of land as
described in Part A.
2. On April 16, 1996, the Board of County Commissioners approved Resolution 9&
022 granting a Major Adjustment to the existing Major Site Plan for the facility
providing for the addition of 52,513 sq. ft. to the existing 88,364 sq. ft. boat
manufacturing facility.
3. On August 24, 2004, the Board of County Commissioners approved Resolution
04-211 granting a second Major Adjustment to the existing Major Site Plan for
the facility providing for the addition of 26,200 sq. ft. of manufacturing space to
this facility.
4. On October 18, 2016, the Board of County Commissioners approved Resolution
2016-178 granting a third Major Adjustment to the existing Major Site Plan for the
facility, providing for the addition of 17,200 sq. ft. of building area with associated
parking/vehicular use areas, to the existing S-2 Yachts (Pursuit Boats)
manufacturing facility, bringing the total allowable square footage of the facility to
208,672 sq. ft.
5. On April 2, 2019 this Board held a public meeting on the petition.

6. The St. Lucie County Development Review Committee has reviewed the Major
Adjustment to the Major Site Plan, as depicted on Exhibit C, for the project and
found it to meet all technical requirements and to be consistent with the Future
Land Use Map of the St. Lucie County Comprehensive Plan, subject to the
conditions set forth in Part B of this Resolution.
7. The proposed project is consistent with the general purpose, goals, objectives,
and standards of the St. Lucie County Land Development Code, the St. Lucie
County Comprehensive Plan and the Code of Ordinances of St. Lucie County.
8. The proposed project will not have an undue adverse effect on adjacent property,
the character of the neighborhood, traffic conditions, parking, utility facilities or
other matters affecting the public health, safety and general welfare.
9. All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site design,
landscaping and screening.
10. The proposed project will be constructed, arranged and operated so as not to
interfere with the development and use of neighboring property, in accordance
with applicable district regulations.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St.
Lucie County, Florida:
A. The property on which the Major Adjustment to Major Site Plan is being granted is
described as follows:
Parcels of land lying in Section 32, Township 34 South, Range 40 East, St. Lucie
County, Florida and being more particularly described as follows:
The Northwest 1/4 of Section 32, Township 34 South, Range 40 East, less the
following portions thereof: the West 1/2 of the Northwest 1/4 of the Northwest 1/4;
and less the North 40 feet of the Northwest 1/4; and less the South 125 feet of the
Northwest 1/4; and less the West 1,174.41 feet of the Southwest 1/4 of the
Northwest 1/4; and less the West 700 feet of the East 3/4 of the North 1/2 of the
Northwest 1/4.
TOGETHER WITH:
The West 1,174.41 feet of the Southwest 1/4 of the Northwest 1/4 of Section 32,
Township 34 South, Range 40 East, LESS and EXCEPTING the West 30 feet
thereof and the South 125 feet thereof, all lying and being in St. Lucie County,
Florida.
Containing 111.42 acres of land, more or less.

TOGETHER WITH:
The West 700 feet of the East Three Quarters of the North '/2 of the NW '/4 of
Section 32, Township 34 South, Range 40 East, Less the North 40 feet thereof, all
lying and being in St. Lucie County, Florida.
Less and Except all that parcel of land described by deed recorded in Official
Record Book 4080 at Page 2379, public records of said St. Lucie County, Florida for
right-of-way purposes.
Containing 20.46 acres of land, more or less.
The combined area of all parcels shown heron is 131.88 +/- acres of land.

B. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code, the
proposed Major Adjustment #4 to the existing Major Site Plan project to be known
as Pursuit Boats, as depicted in Exhibit C, is hereby approved as shown on the site
plan drawings for the project prepared by Culpepper & Terpening, Inc. dated March
20, 2019 and date stamped received by the St. Lucie County Planning &
Development Services Department on March 21, 2019, subject to the following
conditions:

1. The property owner(s), the developer, his successors or assigns shall execute ar
agreement to pay a fee -in -lieu of construction for a concrete sidewalk along the
St. Lucie Boulevard property line, of Parcel 1432-211-0002-0002, and remit to the
County the required prior to issuance of a Certificate of Occupancy for the firs
phase of development (proposed as Phase 1 a) for the expansion. The acceptablE
method of payment shall be a certified check payable to St. Lucie County.
2. The property owner(s), the developer, his successors or assigns shall complete a
parcel combination, record a unity of title, or record appropriate access, parking
and/or drainage easements in a manner and scope acceptable to St. Lucie
County to ensure exclusive functionality of the primary parcels of development
(Parcels 1432-221-0001-0006 & 1432-211-0002-0002), prior to the issuance of a
Certificate of Occupancy for the first phase of development (proposed as Phase
1 a) for the expansion.
3. The property owner(s), the developer, his successors or assigns shall lengthen
the westbound turn lane into the project site in accordance with the Traffic Impact

Analysis and Site Plan, prior to the issuance of a Certificate of Occupancy for the
first phase of development (proposed as Phase 1 a) for the expansion.
4. The property owner(s), the developer, his successors or assigns shall install or
extend the ingress turn lane (westbound left -turn lane) within the right-of-way at
the intersection of St. Lucie Boulevard and Industrial 33rd Street prior to a
Certificate of Occupancy for Phase 3a development as depicted on the site plan.
5. All boat manufacturing activities shall occur within an enclosed structure.
Environmental Resources Department
6. Prior to the issuance a Vegetation Removal Permit or Exemption, a gopher
tortoise survey per Florida Fish and Wildlife Conservation Commission (FWC)
protocol, shall be provided to the Environmental Resources Department. Should
the survey show impacts to gopher tortoises a FWC relocation permit shall be
required.
7. Within five (5) years of issuance of the Army Corps of Engineers (ACOE) permit
approval, the applicant shall deed to St. Lucie County the 32+/- acre section of
the Florida scrub jay preserve for preservation and management purposes.
Public Works Department, Engineering & Water Quality Divisions
8. The property owner(s), the developer, his successors or assigns, shall convey to
St. Lucie County in a manner or form acceptable to the St. Lucie County Attorney,
a twenty (20) ft. strip of land totaling +/- 26,013 square feet of additional right-of-
way along the northern property line of Parcel 1432-211-0002-0002 as depicted
on the project site plan for the future expansion of St. Lucie Boulevard, prior to
the issuance of a Certificate of Occupancy for the first phase of development
(proposed as Phase 1 a) for the expansion. The required sketch and legal
description shall be prepared by a Florida licensed surveyor and mapper.
Pursuant to Section 7.05.03(I) of the St. Lucie County Land Development Code,
the applicant may be granted credits against road impact fees or by payment of
cash as determined by the County consistent with the provisions of this Section.
C. The approvals and authorizations granted by this Resolution shall expire on April, 2
2021 unless a building permit is secured or a site plan extension is granted in
accordance with Section 11.02.06(B)(2), St. Lucie County Land Development Code.
D. The developer is advised as part of this Major Adjustment approval that the property
owner(s), developer, etc. including any successors in interest, shall obtain all
applicable development permits and construction authorizations from the
appropriate State and Federal and local regulatory agencies including, but not
limited to, the United States Army Corps of Engineers, the Florida Department of

Environmental Protection, Florida Department of Transportation, South Florida
Water Management District, and the St. Lucie County Environmental Resources,
Public Works, and Building Departments prior to the commencement of any
development activities on the property described in Part A. Issuance of this permit
by the County does not in any way create any rights on the part of the developer to
obtain a permit from a state or federal agency and does not create any liability on
the part of the County for issuance of this permit if the developer fails to obtain
requisite approvals or fulfill the obligations imposed by a state or federal agency or
undertake actions that may result in a violation of state or federal law.
E. The conditions set forth in Part B are an integral non -severable part of the site plan
approval granted by this Resolution. If any condition set forth in Part B is determined
to be invalid or unenforceable for any reason and the developer declines to comply
voluntarily with that condition, the site plan approval granted by this resolution shall
become null and void.
F. A Certificate of Capacity, a copy of which is attached hereto as Exhibit B and made
a part hereof the Resolution, was granted by the Planning & Development Services
Department Director on April 2, 2019.
G. This Resolution shall become effective upon the date of recording. Should the
property owner, developer or authorized agent wish to appeal any condition
described in Part B above, all such appeals must be filed in writing with the County
Administrator within 30 days of the rendering of this Resolution, as described in
Section 11.02.04(B), St. Lucie County Land Development Code. Should an appeal
to this Resolution be filed, no permitting reviews or further administrative action shall
take place on the processing of this development project until the appeal is resolved.
H. A recorded copy of this Resolution shall be attached to the site plan drawings
described in Part B, which plan shall be placed on file with the St. Lucie County
Planning & Development Services Department Director.
