A RESOLUTION OF THE ST. LUCIE COUNTY BOARD OF COUNTY
COMMISSIONERS GRANTING A MAJOR ADJUSTMENT TO THE
PREVIOUSLY APPROVED MAJOR SITE PLAN FOR THE PROJECT
KNOWN AS AMERICAN CONCRETE INDUSTRIES.
WHEREAS, the St. Lucie County Board of County Commissioners has reviewed the request for a
Major Adjustment to the Major Site Plan for American Concrete Industries and reviewed the
comments of the Development Review Committee and has made the following determinations:
Robert L. Snowe, on behalf of American Concrete Industries, LLC, presented a petition for a
Major Adjustment to the Major Site Plan known as American Concrete Industries, to allow for
the expansion of the existing concrete manufacturing facility in two phases. Under phase
one, the proposed site plan modification will increase the square footage of existing building
#2 by 15,000 square feet of building area, totaling 53,370 square feet of gross floor area for
the site. Phase two site improvements include the installation of asphalt millings within the
existing outside storage/laydown areas. The subject property is located at 350 N. Rock
Road, Fort Pierce as described in Part B below.
2. On November 15, 1995, the Community Development Director approved CD Order 95-017,
granting site plan approval for a project known as American Concrete Industries.
3. On May 1, 2001, the Board of County Commissioners approved Resolution 01-023, granting
a Major Adjustment to the American Concrete Industries site plan.
4. On January 9, 2018, the Planning and Development Services Director approved PDS Order
17-057, granting a use determination for the manufacturing of concrete products.
5. On January 16, 2018, the Planning and Development Services Director approved PDS
Order 18-003, granting a Major Adjustment to the Minor Site Plan for a 10,000 square foot
addition to the existing 28,370 square foot manufacturing facility.
6. On December 11, 2018, the Planning and Development Services Director approved PDS
Order 18-097, granting a Minor Adjustment to the Minor Site Plan to expand the laydown
yard area.
7. The Development Review Committee has reviewed the proposed site plan for the project
and found it meets the technical requirements of the St. Lucie County Land Development
Code and has satisfied the standards of review set forth in Section 11.02.07, Standards for
Site Plan Review, of the St. Lucie County Land Development Code.
8. Planning Staff has performed a detailed analysis of the project and determined it to be
consistent with the St. Lucie County Land Development Code and Comprehensive Plan. The

analysis is found in the Planning and Development Services Department memorandum titled
American Concrete Industries — Major Adjustment to Major Site Plan, dated April 1, 2019.
9. The project will not have an undue adverse effect on adjacent property, the character of the
neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the public
health, safety, and general welfare.
10. All reasonable steps have been taken to minimize any adverse effects of the proposed
project on the immediate vicinity through building design, site design, landscaping and
screening.
NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.04 (C) of the St. Lucie County Land Development Code, the Major
Adjustment is hereby approved as shown on the site plan drawings prepared by Velcon
Engineering & Surveying, LLC date stamped by the St. Lucie County Planning Division on March
11, 2019, subject to the following conditions:
1. If the laydown area is ever transitioned into a vehicular use area, it shall be screened to
comply with Land Development Code 7.09.04.B.
B. The property on which this Major Adjustment to the Major Site Plan is being granted is described
as follows:

C. This Major Adjustment for American Concrete Industries Major Site Plan shall expire within
twenty four (24) months of the effective date of this order unless a building permit is issued or an
extension is granted in accordance with the provision of Land Development Code Section
11.02.06.
D. The developer is advised as part of this major adjustment approval for American Concrete
Industries, including any successors in interest, the developer shall obtain all applicable
development permits and construction authorizations from the appropriate state and federal and
local regulatory agencies including, but not limited to, the United States Army Corps of
Engineers, the Florida Department of Environmental Protection, and South Florida Water
Management District, and the St. Lucie County Environmental Resources and Building
Departments prior to the commencement of any development activities on the property
described in Part B. Issuance of this permit by the County does not in any way create any rights
on the part of the developer to obtain a permit from a state or federal agency and does not
create any liability on the part of the County for issuance of this permit if the developer fails to
obtain requisite approvals or fulfill the obligations imposed by a state or federal agency or
undertake actions that may result in a violation of state or federal law.
E. A copy of this Order shall be attached to the site plan drawings described in Part A, which plan
shall be placed on file with the St. Lucie Planning and Development Services Director and
mailed, return receipt requested to the developer and agent of record as identified on the site
plan applications.
F. The conditions set forth in Part A are an integral nonseverable part of the site plan approval
granted by this Order. If any condition set forth in Section A is determined to be invalid or

unenforceable for any reason and the developer declines to comply voluntarily with that
condition, the site plan approval granted by this order shall become null and void.
G. A Certificate of Capacity, a copy of which is attached hereto as Exhibit B and made a part hereof
the Resolution, was granted by the Planning and Development Services Department Director.
H. This order shall be recorded in the Public Records of St. Lucie County.
