A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST. LUCIE
COUNTY GRANTING A MAJOR ADJUSTMENT TO AVIATOR COLLEGE (FKA PAN
AM INTERNATIONAL FLIGHT SCHOOL) SITE PLAN FOR DEVELOPMENT OF AN
ADDITONAL AVIATION CLASSROOM BUILDING WITHIN THE EXISTING CAMPUS
ON APPROXIMATELY 10.42 ACRES OF PROPERTY LOCATED GENERALLY AT
4240 AVIATOR WAY IN ST. LUCIE COUNTY, FLORIDA.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on
the testimony and evidence, including but not limited to findings in the staff report, has
made the following determinations:
1. Ernesto Velasco, PE, of Velcon Engineering and Surveying, LLC., on behalf of B
& E Houck Enterprises, Inc., presented a petition for a Major Adjustment to the
existing Site Plan for the Aviator College (FKA Pan Am International Flight
School) to expand the existing campus within the Treasure Coast International
Airport, located within the U, (Utilities) Zoning District on property located at 4240
Aviator Way, as legally described in Part "B" and depicted on the attached map
as Exhibit "A".
2. The proposed Major Adjustment to the existing Major Site Plan for the Aviator
College encompasses development of an additional two-story, 17,500 sq. ft.,
classroom and simulator building which will include six classrooms, parking and
other site improvements.
3. On March 7, 2000, the Board of County Commissioners authorized a Conditional
Use Adjustment (Pan Am International Flight School) via Resolution No. 00-013
to allow expansion of the campus including student dormitories, a 2,400 square
foot addition to the existing school, and a 15,000 square foot school.
4. On May 1, 2001, the Board of County Commissioners approved Resolution No.
01-015 authorizing two (2) additional dormitories via a Conditional Use
Adjustment.
5. On June 4, 2019 this Board held a public meeting on the petition.
6. The St. Lucie County Development Review Committee has reviewed the Major
Adjustment to the Major Site Plan, as depicted on Exhibit B, for the project and
found it to meet all technical requirements and to be consistent with the Future
Land Use Map of the St. Lucie County Comprehensive Plan, subject to the
conditions set forth in Part B of this Resolution.

7. The proposed project is consistent with the general purpose, goals, objectives,
and standards of the St. Lucie County Land Development Code, the St. Lucie
County Comprehensive Plan and the Code of Ordinances of St. Lucie County.
8. The proposed project will not have an undue adverse effect on adjacent property,
the character of the neighborhood, traffic conditions, parking, utility facilities or
other matters affecting the public health, safety and general welfare.
9. All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through building design, site design,
landscaping and screening.
10. The proposed project will be constructed, arranged and operated so as not to
interfere with the development and use of neighboring property, in accordance
with applicable district regulations.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St.
Lucie County, Florida:

B. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code,
the proposed Major Adjustment to the existing Major Site Plan project to be
known as Aviator College Expansion (FKA Pan Am International Flight School) to
develop of an additional two-story aviation classroom building, as depicted in
Exhibit B, is hereby approved as shown on the site plan drawings for the project
prepared by Velcon Engineering and Surveying, LLC., dated, May 21, 2019 and
date stamped received by the St. Lucie County Planning & Development
Services Department on, May 29, 2019, subject to the following conditions:
Environmental Resources Department
1) Prior to issuance of a Vegetation Removal Permit or Exemption, a tree
survey for the existing native landscape trees and mitigation plan (if any
trees are to be impacted which meet the mitigation thresholds) shall be
provided in accordance with the standards outlined in Land Development
Code 6.00.05.D.
2) Prior to issuance of a Certificate of Occupancy, all Category I listed
invasive species shall be eradicated from the site.
C. The approvals and authorizations granted by this Resolution shall expire on June
4, 2021 unless a building permit is secured or a site plan extension is granted in
accordance with Section 11.02.06(B)(2), St. Lucie County Land Development
Code. The owner(s), developer, etc. including any successors in interest are
advised that the expiration date may differ from a corresponding Conditional Use
Adjustment, where applicable.
D. The developer is advised as part of this Major Adjustment approval that the
property owner(s), developer, etc. including any successors in interest, shall

obtain all applicable development permits and construction authorizations from
the appropriate State and Federal and local regulatory agencies including, but
not limited to, the Federal Aviation Administration, United States Army Corps of
Engineers, the Florida Department of Environmental Protection, Florida
Department of Transportation, South Florida Water Management District, and the
St. Lucie County Treasure Coast International Airport Authority, Environmental
Resources, Public Works, and Building Departments prior to the commencement
of any development activities on the property described in Part A. Issuance of
this permit by the County does not in any way create any rights on the part of the
developer to obtain a permit from a state or federal agency and does not create
any liability on the part of the County for issuance of this permit if the developer
fails to obtain requisite approvals or fulfill the obligations imposed by a state or
federal agency or undertake actions that may result in a violation of state or
federal law.
E. The conditions set forth in Part B are an integral non -severable part of the site
plan approval granted by this Resolution. If any condition set forth in Part B is
determined to be invalid or unenforceable for any reason and the developer
declines to comply voluntarily with that condition, the site plan approval granted
by this resolution shall become null and void.
F. A Certificate of Capacity, a copy of which is attached hereto as Exhibit C and
made a part hereof the Resolution, was granted by the Planning & Development
Services Department Director on June 6, 2019.
G. This Resolution shall become effective upon the date indicated below. An appeal
of the Board of County Commissioners' action may be processed within thirty
(30) days in accordance with Section 11.11.02.F, of the St. Lucie County Land
Development Code.
H. A recorded copy of this Resolution shall be attached to the site plan drawings
described in Part B, which plan shall be placed on file with the St. Lucie County
Planning & Development Services Department Director.
I. This Resolution shall be recorded in the Public Records of St. Lucie County.
