A RESOLUTION BY THE BOARD OF COUNTY
COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA,
RECOMMENDING ACCEL INTERNATIONAL HOLDINGS, INC.
BE APPROVED AS A QUALIFIED TARGET INDUSTRY
BUSINESS PURSUANT TO SECTION 288.106, FLORIDA
STATUTES; AFFIRMING THIS IS A MANUFACTURING
PROJECT; PROVIDING FOR LOCAL FINANCIAL SUPPORT
IN THE FORM OF CASH; AND PROVIDING FOR AN
EFFECTIVE DATE.
WHEREAS, Accel International Holdings, Inc. is a manufacturer of high performance
conductors serving the aerospace, medical, industrial, and computer marketplace with silver
plated, nickel plated and tin plated copper products; and,
WHEREAS, Accel International Holdings, Inc. is seeking to locate operations with a new
facility at Tradition Center for Commerce in Port St. Lucie. This facility will encompass 150,000
square feet of space and employ a 125 new employees at an average annual wage of at least
$47,000.00. The company's new location will make significant contributions to the community with
direct and indirect effects to our small businesses; additional ad valorem taxes to the County; and
job creation for County residents; and,
WHEREAS, Accel International Holdings, Inc. plans to locate operations with a new facility
and the create 125 new jobs (Year 1:60, Year 2:40; and Year 3 25) in St. Lucie County; and,
WHEREAS, Accel International Holdings, Inc. has been identified as a Target Industry
Business; and,
WHEREAS, Accel International Holdings, Inc. intends to locate in a new facility at Tradition
Center for Commerce in Port St. Lucie; and,
WHEREAS, Accel International Holdings, Inc. will commit to pay an average annual wage
of at least $47,000.00 which is 128% of the St. Lucie County average wage; and,
WHEREAS, Accel International Holdings, Inc. hereby acknowledges that local financial
support of 20% of the total tax refund is required under the provisions of Section. 288.106, Florida
Statutes, governing the State's Qualified Target Industry Tax Refund Program.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St.
Lucie County, Florida, as follows:
A. The Board hereby recommends Accel International Holdings, Inc. be approved as a
Qualified Target Industry Business pursuant to Section 288.106, Florida Statutes.
B. The Board hereby recommends Accel International Holdings, Inc. be approved as a
Qualified Target Industry Business pursuant to Section 288.106, Florida Statutes. The
economic significance of manufacturing in the Port St. Lucie MSA is over 6,200 private
sector jobs and over 350 firms. The St. Lucie County MSA currently has an unemployment
rate of 3.3%with a high percentage of entry level talent for this industry.
C. A cash commitment of local financial support for the Qualified Target Industry Tax Refund
Program exists for Accel Holdings International, Inc. in the amount of $125,000.00. This
amount will be made payable to the Department of Economic Opportunity and made
available in accordance with the guidelines set forth by the Department of Economic
Opportunity with the stipulation that these funds are intended to represent local financial
support pursuant to Section 288.106, Florida Statutes.
D. This resolution shall take effect immediately upon its adoption.
