AN ORDER GRANTING APPROVAL OF A MINOR ADJUSTMENT TO A
MAJOR SITE PLAN KNOWN AS ST. LUCIE COUNTY FAIRGROINDS -
RESTROOM FACILITY, LOCATED AT 15601 W MIDWAY ROAD, FORT
PIERCE, FLORIDA
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed
the application for a minor adjustment to a major site plan submitted by EDC, Engineering
Design & Construction, Inc., on behalf of the St. Lucie County Parks and Recreation
Department and reviewed this application, and made the following determinations:
1. The St. Lucie County Parks and Recreation Department filed an application request for
a Minor Adjustment to Major Site Plan for the construction of an additional 1,104 square
foot restroom facility and sidewalk connections, to be located at 15601 W Midway Road
in the I (Institutional) Zoning District, as more particularly described in Part A below and
depicted on Exhibit A.
2. On September 18, 2007, the Board of County Commissioners granted approval for a
Conditional Use Permit to allow the operation of the St. Lucie County Fairgrounds and the
Emergency Management Center.
3. On October 23, 2007, through Resolution No. 07-287, the Board of County
Commissioners granted approval of a major site plan known as the St. Lucie County
Fairgrounds consisting of several buildings including, but not limited to, the Fairgrounds
Rental Center, office buildings, barns, exhibit halls, waste water treatment facility,
maintenance buildings, well and water treatment plant, ticket booth, concessions area,
restrooms, and equestrian arena.

o m N j o 5. The Development Review Committee has reviewed the Minor Adjustment for the
x proposed project pursuant to Land Development Code (LDC), Section 11.02.04 and
CD T found it to meet the technical requirements of LDC Section 11.02.07 and to be consistent
= with the general purpose, goals, objectives, and standards of the St. Lucie County

6. Planning staff has performed a detailed analysis of the project and found it to be
°� 0 consistent with the St. Lucie County Land Development Code and Comprehensive Plan.

(SPMN-5201915533), dated July 24, 2019.
The proposed site plan adjustment will not have an undue adverse effect on adjacent
property, the character of the neighborhood, traffic conditions, parking, utility facilities, or
other matters affecting the public health, safety, and general welfare.

8. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate surroundings through building design, site design, landscaping,
and screening.
9. The project is designed, and will be constructed and operated so as not to interfere with
the development and use of neighboring property, in accordance with applicable district
regulations.
10. The project is to be served by adequate public facilities and services.
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida.
A. Pursuant to Section 11.02.04 (C) of the St. Lucie County Land Development Code, the
Minor Adjustment to the Major Site Plan to be known as St. Lucie County Fairgrounds
Restroom Facility is hereby approved as shown on the site drawings prepared by EDC
(Engineering Design and Construction, Inc.) dated September 4, 2018 and date stamped
received by the St. Lucie County Planning and Development Services Department on
May 21, 2019, on the following described property:
LEGAL DESCRIPTION:
THE EAST'/ OF SECTION 1, TOWNSHIP 36 SOUTH, RANGE 38, LYING SOUTH OF
OKEECHOBEE ROAD (STATE ROAD NO. 70) AND MIDWAY ROAD, AND THE
NORTH Y2 OF NORTHEAST % OF SECTION 12, TOWNSHIP 36 SOUTH, RANGE 38
EAST (TOTAL ACRES: 237+/-)
PARCEL NUMBER(S): 3201-133-0005-000-0
LOCATION: 15601 W MIDWAY ROAD
B. The approvals granted by this administrative order shall expire after twelve (12) months
from the date of this approval, unless a building permit is issued or an extension is
granted in accordance with the provisions of Section 11.02.06 of the St. Lucie County
Land Development Code.
C. The developer, including any successors in interest, is advised as part of this Minor
Adjustment, the developer shall obtain all applicable development permits and
construction authorizations from the appropriate state, federal, and local regulatory
agencies including, but not limited to, the United States Army Corps of Engineers, the
Florida Department of Environmental Protection, South Florida Water Management
District, the St. Lucie County Environmental Resources, Public Works, and Building
Departments prior to the commencement of any development activities on the property
described in Part B. Issuance of this permit by the County does not in any way create
any rights on the part of the developer to obtain a permit from a state or federal agency
and does not create any liability on the part of the County for issuance of this permit if
the developer fails to obtain requisite approvals or fulfill the obligations imposed by a
state or federal agency or undertake actions that may result in a violation of state or
federal law.
D. A copy of this Order shall be attached to the site plan drawings, which shall be placed on
file with the St. Lucie County Planning and Development Services Director and copies

provided to the developer and agent of record as identified on the site plan application.
E. This order shall be recorded in the Public Records of St. Lucie County.
