A RESOLUTION GRANTING A MAJOR SITE PLAN FOR DEVELOPMENT OF AN
AVIATION MRO HANGAR WITHIN THE TREASURE COAST INTERNATIONAL
AIRPORT (FKA ST. LUCIE COUNTY INTERNATIONAL AIRPORT) TO BE KNOWN
AS AVIATION, MANAGEMENT, AND REPAIRS FOR CERTAIN PROPERTY
LOCATED IN ST. LUCIE COUNTY, FLORIDA.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on
the testimony and evidence, including but not limited to findings in the staff report, has
made the following determinations:
1. On June 12, 2018, Darren Guettler, PE, of Velcon Engineering & Surveying, LLC,
on behalf of Fort Pierce FBO, LLC. presented a petition for a Major Site Plan, to
be known as Aviation, Management, and Repairs, to develop an Aviation
Maintenance, Repair, and Overhaul (MRO) facility in the U, (Utilities) Zoning
District for the property located at 4510 Tailwinds Drive, as legally described in
Part "B" and depicted on the attached map as Exhibit "A".
2. The proposed Major Site Plan encompasses a 62,400 sq. ft. Maintenance,
Repair, and Overhaul (MRO) hangar facility which includes a 52,800 sq. ft.
hangar (58' in height), 9,600 sq. ft., two-story, office building, and support site
improvements.
3. The Development Review Committee has reviewed the proposed Major Site Plan
and found it to meet the technical requirements of the St. Lucie County Land
Development Code and to be consistent with the St. Lucie County
Comprehensive Plan, subject to the conditions set forth in Part A of this Order.
4. St. Lucie County Planning and Development Services staff has performed the
required land use analysis for this application.
5. On October 1, 2019, this Board held a public meeting to consider the petition.
6. The Major Site Plan, with the conditions therein, is consistent with the goals,
objectives and policies of the St. Lucie County Comprehensive Plan and has
satisfied the requirements of Section 11.02.07 of the St. Lucie County Land
Development Code.
7. All reasonable steps have been taken to minimize any adverse effect of the
proposed project on the immediate vicinity through site design, landscaping, and
screening.

8. The proposed project will be constructed, arranged, and operated so as not to
interfere with the development and use of neighboring property, in accordance
with St. Lucie County Land Development Code requirements.
9. The proposed project, with conditions therein, will not have an undue adverse
effect on adjacent property, the character of the neighborhood, traffic conditions,
parking, utility facilities, or other matters affecting the public health, safety and
general welfare.
10. The proposed project will be serviced by adequate pubic facilities and services.
11. A Certificate of Capacity, in accordance with Section 5.08.04, has been issued
for this Major Site Plan.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St.
Lucie County, Florida:
A. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code,
the Major Site Plan is hereby approved as shown on the site plan drawings for
the project prepared by Randall Rodgers, P.E. with Velcon Engineering &
Surveying, Inc., dated October 20, 2018 and date stamped received by the St.
Lucie County Planning and Development Services Department on August 23,
2019, subject to the following conditions. on the property described below, in Part
"B", is hereby approved subject to the following conditions:

1) The petitioner receives the Board of County Commissioners'
authorization of a variance in accordance with Section 8-15 of the St.
Lucie County Code of Ordinances for the proposed hangar height of 58ft..,
or the structure design is amended to reflect the 40 ft. maximum of the U,
Utilities zoning district and T/U — Transportation Utilities land use
designation, prior to approval of a Major Site Plan for the project.
2) The development plan incorporates a pedestrian connection between
the existing and proposed facilities.

3) The driveway radii should be increased to a minimum of a 25 FT radius
per County and FDOT standards.
4) The proposed pavement typical section shall be a minimum of 1.5
inches in thickness for SP-9.5.

5) Prior to issuance of a Certificate of Occupancy all Category I listed
invasive species shall be eradicated from the site.
6) Prior to issuance of a Vegetation Removal Permit, a Florida Fish and
Wildlife Conservation Commission Gopher Tortoise Relocation Permit
shall be obtained for relocation of any burrows to be impacted.

C. The conditions set forth in Part A are an integral non -severable part of the site
plan approval granted by this resolution. In any condition set forth in Part A is
determined to be invalid or unenforceable for any reason and the developer
declines to comply voluntarily with that condition, the site plan approval granted
by this resolution shall become null and void.
D. The developer, including any successors in interest, is advised as part of this
Major Site Plan, the developer shall obtain all applicable development permits
and construction authorizations from the appropriate state, federal, and local
regulatory agencies including, but not limited to; the Federal Aviation
Administration, Treasure Coast International Airport, the United States Army
Corps of Engineers, the Florida Department of Environmental Protection, South
Florida Water Management District, the St. Lucie County Environmental
Resources, Public Works, and Building Departments prior to the commencement
of any development activities on the property described in Part B. Issuance of
this permit by the County does not in any way create any rights on the part of the
developer to obtain a permit from a state or federal agency and does not create
any liability on the part of the County for issuance of this permit if the developer
falls to obtain requisite approvals or fulfill the obligations imposed by a state or
federal agency or undertake actions that may result in a violation of state or
federal law.
E. The approvals and authorizations granted by this Resolution shall expire on
October 1, 2020, unless a Building Permit or Certificate of Zoning Compliance for

is obtained for the uses described in Part "A" above, or an extension has been
granted in accordance with Section 11.02.06(B), St. Lucie County Land
Development Code.
F. A Certificate of Capacity, a copy of which is attached hereto as Exhibit C and
made a part hereof the Resolution, was granted by Planning & Development
Services Department Director on October 8, 2019.
G. A copy of this Resolution shall be attached to the site plan drawings described in
Part A, which plan shall be placed on file with the St. Lucie County Planning and
Development Services Director and mailed to the developer and agent of record
as identified on the site plan application.
H. This order shall be recorded in the Public Records of St. Lucie County.
