AN ORDER GRANTING APPROVAL OF A MINOR ADJUSTMENT TO A
MAJOR SITE PLAN KNOWN AS ST. LUCIE COUNTY FAIRGROUNDS -
PARKING IMPROVEMENTS, LOCATED AT 15601 W MIDWAY ROAD,
FORT PIERCE, FLORIDA
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed
the application for a minor adjustment to a major site plan submitted by the St. Lucie County
Parks and Recreation Department, on behalf of Florida Power & Light, and made the following
determinations:
1. The St. Lucie County Parks and Recreation Department filed an application request for
a Minor Adjustment to Major Site Plan for the construction of a two stabilized parking
lots to be utilized by Florida Power & Light as a staging area in the event of a natural
disaster, to be located at 15601 W Midway Road in the I (Institutional) Zoning District,
and more particularly described in Part A below and depicted on Exhibit A.

M W m z m Conditional Use Permit to allow the operation of the St. Lucie County Fairgrounds and the

S c = 3. On October 23, 2007, through Resolution No. 07-287, the Board of County
D Z Commissioners granted approval of a major site plan known as the St. Lucie County
0M m Fairgrounds consisting of several buildings including, but not limited to, the Fairgrounds
71 Rental Center, office buildings, barns, exhibit halls, waste water treatment facility,

maintenance buildings, well and water treatment plant, ticket booth, concessions area,
g `�J m restrooms, and equestrian arena.

�. On February 29, 2012, through PDS Order 12-010, the Planning and Development
p 0 Services Director granted approval for a minor adjustment to a major site plan to install
an 864 square foot modular building for the Sheriff's office at the St. Lucie County
Fairgrounds.
On July 25, 2019, through PDS Order 19-023, the Planning and Development Services
Director granted approval for a minor adjustment to a major site plan to construct an
additional 1,104 square foot restroom facility and associated sidewalk connection.
6. The Development Review Committee has reviewed the Minor Adjustment for the
proposed project pursuant to Land Development Code (LDC), Section 11.02.04 and
found it to meet the technical requirements of LDC Section 11.02.07 and to be consistent
with the general purpose, goals, objectives, and standards of the St. Lucie County
Comprehensive Plan.
7. Planning staff has performed a detailed analysis of the project and found it to be
consistent with the St. Lucie County Land Development Code and Comprehensive Plan.
The analysis is found in the Planning and Development Services memorandum titled St.
Lucie County Fairgrounds Parking Improvements — Minor Adjustment to Major Site Plan
(SPMN-7201925565), dated October 31, 2019.

8. The proposed site plan adjustment will not have an undue adverse effect on adjacent
property, the character of the neighborhood, traffic conditions, parking, utility facilities, or
other matters affecting the public health, safety, and general welfare.
9. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate surroundings through building design, site design, landscaping,
and screening.
10. The project is designed, and will be constructed and operated so as not to interfere with
the development and use of neighboring property, in accordance with applicable district
regulations.
11. The project is to be served by adequate public facilities and services.
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director of
St. Lucie County, Florida.
A. Pursuant to Section 11.02.04 (C) of the St. Lucie County Land Development Code, the
Minor Adjustment to the Major Site Plan to be known as St. Lucie County Fairgrounds
Parking Improvements is hereby approved as shown on the site drawings prepared by
Giangrande Engineering and Planning dated May, 2019 and date stamped received by
the St. Lucie County Planning and Development Services Department on August 27,
2019, on the property described in Part B below, subject to the following conditions:
1. Prior to issuance of a vegetation removal permit or exemption, updated species
specific surveys shall be provided, including but not limited to gopher tortoises,
per appropriate state and federal protocols.
2. Prior to issuance of a certificate of occupancy, all category I listed invasive plant
species shall be eradicated from the site, pursuant to LDC Section 7.09.05.
B. The property on which this Minor Adjustment to the Major Site Plan is being granted is
described as follows:

THE EAST'/2 OF SECTION 1, TOWNSHIP 36 SOUTH, RANGE 38, LYING SOUTH OF
OKEECHOBEE ROAD (STATE ROAD NO. 70) AND MIDWAY ROAD, AND THE
NORTH '/2 OF NORTHEAST '/4 OF SECTION 12, TOWNSHIP 36 SOUTH, RANGE 38
EAST (TOTAL ACRES: 237+/-)

C. The approvals granted by this administrative order shall expire after twelve (12) months
from the date of this approval, unless a development permit is issued or an extension is
granted in accordance with the provisions of Section 11.02.06 of the St. Lucie County
Land Development Code.
D. The developer, including any successors in interest, is advised as part of this Minor
Adjustment to the Major Site Plan, the developer shall obtain all applicable development
permits and construction authorizations from the appropriate state, federal, and local

regulatory agencies including, but not limited to, the United States Army Corps of
Engineers, the Florida Department of Environmental Protection, South Florida Water
Management District, the St. Lucie County Environmental Resources, Public Works, and
Building Departments prior to the commencement of any development activities on the
property described in Part B. Issuance of this permit by the County does not in any way
create any rights on the part of the developer to obtain a permit from a state or federal
agency and does not create any liability on the part of the County for issuance of this
permit if the developer fails to obtain requisite approvals or fulfill the obligations imposed
by a state or federal agency or undertake actions that may result in a violation of state or
federal law.
E. A copy of this Order shall be attached to the site plan drawings, which shal► be placed on
file with the St. Lucie County Planning and Development Services Director and copies
provided to the developer and agent of record as identified on the site plan application.
F. This order shall be recorded in the Public Records of St. Lucie County.
