A RESOLUTION PROCLAIMING JANUARY 2020 AS
"HUMAN TRAFFICKING PREVENTION MONTH" IN ST. LUCIE COUNTY, FLORIDA
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the
following determinations:
1. Human trafficking is the second largest criminal industry in the world, next to drugs and arms
dealing.
2. An estimated twenty —forty (20-40) million people globally are enslaved in human trafficking.
3. The State of Florida ranks third in the reported number of human trafficking cases.
4. The top three industries for sex and labor trafficking in 2018 were: illicit
massage/health/beauty, bars/strip clubs/cantinas, illicit activities.
5. It is estimated that as many as half of sex trafficking victims and survivors are male. LGBTQ
boys and young men are seen as particularly vulnerable to trafficking.
6. Most human traffickers use psychological means such as, tricking, defrauding, manipulating
or threatening victims into providing commercial sex or exploitative labor.
7. In 2018, DCF Circuit 19 had 44 cases reported, 39 of those cases were Commercial Sexual
Exploitation of Children (CSEC), 5 were labor trafficking. Thirty two of those reported cases
were community youth and only 10 were from the dependency system.
8. Education and awareness is the best tool the community has to fight human trafficking in our
area.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie
County, Florida:
1. This Board does hereby proclaim January 2020 as "HUMAN TRAFFICKING PREVENTION
MONTH" in St. Lucie County, Florida.
2. This Board urges the citizens of St. Lucie County to educate themselves on human trafficking
by joining the Human Trafficking Coalition of the Treasure Coast and Okeechobee.
3. This Board wants it to be known that St. Lucie County is determined to stop human trafficking
in St. Lucie County.
PASSED AND DULY ADOPTED this 141h day of January 2020.
