A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
ST. LUCIE COUNTY APPROVING CERTAIN INCENTIVES ON BEHALF
OF A-1 ROOF TRUSSES LTD. CO.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the
following determinations:
1. A-1 Roof Trusses Ltd. Co. has over forty (40) years of industry experience, is a major truss supplier
in the Southern United States and The Bahamas, is a desired employer in the region, and a leader in the
truss manufacturing and construction industry.
2. A-1 Roof Trusses Ltd. Co. employs over two hundred sixty (260) production, skilled trade,
professional and managerial level employees in St. Lucie County, is a proven economic driver, and is one
of the most respected companies in the truss manufacturing and construction industry.
3. A-1 Roof Trusses Ltd. Co. is committed to investing in the economic wellbeing of St. Lucie County
by maintaining its headquarters here, and continuing to support and encourage its employees through
cross training and a certified apprenticeship program in truss design.
4. A-1 Roof Trusses Ltd. Co. plans to expand its manufacturing facility by approximately sixty
thousand square feet (60,000 sq. ft.), and will provide average earnings per worker that are well above
St. Lucie County's average wage and a generous benefits package to its employees, while continuing to
support and encourage its employees through cross -training and a certified apprenticeship program in
truss design.
5. The project will comprise of a capital investment of six million dollars ($6 mil) in real estate and
five million dollars ($5 mil) in tangible personal property, for a total investment of approximately eleven
million dollars ($11 mil), and the creation of twenty-eight (28) new full-time jobs paying an average wage
of twenty-two dollars and one cent ($22.01) per hour, 120% of St. Lucie County's average wage.
6. St. Lucie County is offering an incentive package to A-1 Roof Trusses Ltd. Co. for the benefit of the
residents of St. Lucie County, for full-time and/or full-time equivalent jobs created beginning December
3. 2019.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County,
Florida, in consideration of the benefits gained by the residents of St. Lucie County through the expansion
of A-1 Roof Trusses Ltd. Co., the following incentives are offered:
A. St. Lucie County Job Growth Investment Grant (JGIG): The Board authorizes County staff to
prepare a JGIG agreement with A-1 Roof Trusses Ltd. Co. and/or its subsidiaries or successors
for the creation of twenty-eight (28) subsequent new full-time jobs pursuant to the St Lucie
County Job Growth Investment Grant Program guidelines.
B. St Lucie County Ad Valorem Tax Exemption on New Real Property and Tangible Personal
Property: The Board hereby makes a preliminary finding that the nature of A-1 Roof Trusses
Ltd. Co.'s proposed expansion of its manufacturing facility meets the requirements for an
Economic Development Ad Valorem Tax Exemption as set forth in Section 196.1995, Florida
Statutes, and Section 42-28, St. Lucie County Code of Ordinances, subject to submission and
review of an Economic Development Ad Valorem Tax Exemption application and adoption of
an ordinance granting such exemption. The Board authorizes County staff to prepare an
Economic Development Ad Valorem Tax Exemption Ordinance for A-1 Roof Trusses Ltd. Co.
and/or its subsidiaries or successors based on the creation of twenty-eight (28) new jobs
pursuant to the St Lucie County Ad Valorem Tax Exemption Program guidelines, for
consideration by the Board. If approved, by ordinance, the exemption would be valued on a
six (6) year declining percentage schedule (100%, 90%, 80%, 60%, 40%, and 20%).
C. St Lucie County Impact Fee Mitigation: The Board authorizes County staff to prepare an
Impact Fee Mitigation Agreement with A-1 Roof Trusses Ltd. Co. and/or its subsidiaries or
successors for the creation of twenty-eight (28) new jobs pursuant to St. Lucie County's
Impact Fee Mitigation Program guidelines.
D. This resolution shall take effect upon adoption.
