SITUATION SUMMARY
A State of Local Emergency was declared in St. Lucie County on 3117/2020; the Governor of Florida
issued a State of Emergency on 3/16/2020; the President of the United States issued a Federal
Disaster Declaration on 3/13/2020.
As of March 19, 2020 no cases of COVID-19 have been reported in St. Lucie County. Local State of
Emergencies have been declared in 62 Florida Counties, four (4) Counties are considering declaring
Local States of Emergencies and one (1) has not declared.
Forty-four (44) Counties are at a Level 2 (Partial) EOC activation, one (1) is at a Level 1 (Full)
activation and twenty-two (22) are not activated. The State Emergency Operations Center (SEOC) is
tracking 2,952 active resource requests from counties. At this time, all public schools are closed
statewide. Currently, there are no statewide curfews or mandated County government closures.
After the Local State of Emergency was declared the Emergency Operations Center (EOC) was
activated at 0800 hours on Wednesday, March 18, 2020. EOC Command Staff developed the battle
rhythm, developing messaging and participating in conferences calls with the State EOC and with
local partners. ESFs identified unmet needs, and requests for medical equipment, medical supplies,
cleaning supplies and laptop computers have been logged in WebEOC. Cleaning and medical
supplies are on back order at Florida Division of Emergency Management. There are concerns that
contingency ordering methods may need to be employed.

School Board: Distance Learning Program for students to begin on 3123/2020. Laptops available to
students as needed. Additional locations for feeding students are open.
Planning
Situation Unit (ESF 05): Developing Situation Report and Incident Action Plans for the incident as
well as establishing a Weekend Battle Rhythm for 3/21/2020 and 3/22/2020.
Mission/Resource Unit (ESF 05): Resource Management- Monitoring local Resource Requests and
imputing Resource Requests into WebEOC when appropriate. Separate missions within WebEOC
from medical and cleaning supplies.
Business and Industry (ESF 18): Communicating Governor's Business Damage Assessment Orders
to local business owners. Developing business recovery plans with local stakeholders.
County and Constitutional Offices
Administration: Setting up meeting on 3/23/2020 to discuss Economic Response Plan for local
businesses. Continue monitoring beach closures.
SLC Human Resources: Evaluate incoming application requests for childcare with the Boys & Girls
Club to establish daycare services for first responders and essential employees.
Clerk of Courts: Implementing Governor's Emergency Order on closing most of the public access.
Marriage licenses by appointment only.
Tax Collector: Continue functioning with limited staff.
Supervisors of Election: Implementing Governor's Emergency Order on closing most of the public
access. All branch offices are closed.
Public Defender's Office: Limited court functions; implementing Governor's Emergency Order on
closing most of the public access.

Municipal Reports
Fort Pierce: City Hall is will be closed to the public starting on Monday, March 23, 2020, with the
exception of the Building Department by appointment only. All other city facilities closed to the
public.
Port St. Lucie: City Council meeting scheduled for 3/23/2020 will be conducted with social distancing
requirements (10 or less). All public attendin will be required to wear masks and gloves.

Health and Safety Hazards and develop necessary measures (remove hazard, provide personal protective equipment, warn
people of the hazard) to protect responders from those hazards.
March 20, 2020, many County activities that involve interaction with the public which are currently operating have been reduced
or suspended completely. County departments are focusing on carrying out mission critical or essential functions and greatly
reducing interactions with the public. St. Lucie County's Utilities Office is temporarily suspending in -person office hours. St.
Lucie County's Solid Waste Division continues to operate under normal hours. Planning and Development Services is
encouraging online transactions and limiting direct contact with the public, while continuing to provide services online, on the
phone and via email.
Current and Planned Objectives
1. BOCC & other departments to finalize and submit COOP plans far implementation.
2. Establish sustainable Battle Rhythm to reflect ongoing "Blue Sky" OPS and long-term activation.
3. Continue to manage resource requests.
4. Determine facilities that need to be closed (i.e., beaches, parks).
5. Provide daycare services by Boys & Girls Club for essential employees (136 spots available).
6. Identify alternate job responsibilities for BOCC staff whose work functions were temporarily suspended.
7. Develop Economic Recovery Response Plan with stakeholders and partners.
8. Develop tactics for distribution of resources as they arrive at the Staging Area .
9. Provide protective measures for the public and first responders.
10. Identify unmet needs of populations in Assisted Living Facilities.
11. Ensure that virtual tools for telework are fully functional for BOCC personnnel and virtual EOC functions.
12. Develop contactlquarantine policy (BOCCIEOC).
13. Develop Alternate Care Site and Medical locations, staffing, equipment, supplies and communications strategies for

In order to keep the Emergency Operations Center, staff must adhere to the following CDC recommended guidelines:
1. Use hand sanitizer before entering building.
2. Wash hands frequently with soap and hot water for 20 seconds.
3. If feeling ill in any way, notify your supervisor to call in a deputy for your position and go home.
4. Sanitize all hard surfaces at your work station at the end of your shift.
5. Maintain social distancing by keeping 6' distance from all people.
6. The EOC will be cleaned twice a day.
