WOE Situation Report #6 Emergency Operations Center Public Safety Department Division of Emergency Management EVENT/INCIDENT EOC Activation perationai veriou COVID-19 Level 2 (Partial Activation) March 23, 2020 0800 March 24, 2020 0800 Date: March 24, 2020 Time: 0800 HRS SITUATION SUMMARY A State of Local Emergency has been declared in St. Lucie County on 3/17/2020; the Governor of Florida issued a State of Emergency on 3/16/2020; the President of the United States issued a Federal Disaster Declaration on 3/13/2020. As of March 23, 2020, three (3) cases of COVID-19 has been reported in St. Lucie County. Local State of Emergencies have been declared in 65 Florida Counties; one (1) County is considering declaring a Local State of Emergency and (1) has not declared. Fifty-three (53) Counties are a Level 2 (Partial) Emergency Operation Center (EOC) activation, one (1) is at a Level 1 (Full) activation and thirteen (13) are not activated. The State Emergency Operations Center (SEOC) is tracking 5,320 active resource requests from counties. At this time, all public schools are closed statewide. Currently, three (3) Florida Counties have implemented partial curfews. Currently, one (1) County's government is fully closed, twenty-six (26) County Governments are implementing some government closures and forty (40) County Governments have not been implemented any government closures. After the Local State of Emergency was declared the Emergency Operations Center (EOC) was activated at 0800 hours on Wednesday, March 18, 2020. EOC Command Staff developed the battle rhythm, developing messaging and participating in conference calls with the State EOC and with local partners. ESF's identified unmet needs, and requests for medical equipment, medical supplies, cleaning supplies are on back order at Florida Division of Emergency Management FDEM). Currently, the EOC has been communicating with the County's approximate 230 Healthcare Facilities as well as the County's first response agencies. Currently approximately 354,740 items for Personal Protective Equipment (PPE) have been ordered through the State's instance of WebEOC. There are concerns that contingency ordering may need to be employed. As of 0800 hours, all St. Lucie County beaches are closed to the public. Administration offices located at St. Lucie County, 2300 Virginia Avenue, Fort Pierce are closed to the public with the exception of limited public access for the Tax Collector and Building Department. St. Lucie County's Utilities Office is temporarily suspending in -person office hours. St. Lucie County's Solid Waste Division continues to operate under normal hours. No closure of boat ramps at this time. Beaches have been closed due to social gatherings of more than ten (10) people. As of Monday, March 23, 2020, Governor Ron DeSantis issued an executive order thatwould require mandatory 14-day self - isolation for anyone traveling to Florida from New York, New Jersey and Connecticut. Develop and finalize County Continuity of Operations (COOP) and Continuity of Government (COG) plans to protect essential services and staff. 5. Facilitate economic recovery. 6.
