SITUATION SUMMARY
A State of Local Emergency has been declared in St. Lucie County on 3/17/2020; the Governor of
Florida issued a State of Emergency on 3/16/2020; the President of the United States issued a
Federal Disaster Declaration on 3/13/2020.
As of March 24, 2020, five (5) cases of COVID-19 has been reported in St. Lucie County. Local
State of Emergencies have been declared in all 67 Florida Counties, Fifty-three (53) Counties are a
Level 2 (Partial) Emergency Operation Center (EOC) activation, two (2) are at a Level 1 (Full)
activation and twelve (12) are not activated. The State Emergency Operations Center (SEOC) is
tracking 6,336 active resource requests from counties. At this time, all public schools are closed
statewide. Currently, three (3) Florida Counties have implemented partial curfews. Currently, one (1)
County's government is fully closed, forty-three (43) County Governments are implementing some
government closures and twenty-three (23) County Governments have not been implemented any
government closures.
After the Local State of Emergency was declared the Emergency Operations Center (EOC) was
activated at 0800 hours on Wednesday, March 18, 2020. EOC Command Staff developed the battle
rhythm, developing messaging and participating in conference calls with the State EOC and with local
partners. ESF's identified unmet needs, and requests for medical equipment, medical supplies,
cleaning supplies are on back order at Florida Division of Emergency Management (FDEM).
Currently, the EOC has been communicating with the County's approximate 230 Healthcare Facilities
as well as the County's first response agencies. The State EOC has received an overwhelming
amount of request, therefore, priority will be given to counties with the greater number of COVID-19
cases. In preparation for future medical needs, St. Lucie County is supporting the Department of
Health in identifying potential alternate care sites. The County is continuing to disseminate
information to the public utilizing Alert St Lucie, Social Media, SLC Website and Press Briefing
updates regarding COVID-19 and County services. On Monday, March 23, 2020, Governor Ron
DeSantis issued an executive order that would require mandatory 14-day self -isolation for anyone
traveling to Florida from New York, New Jersey and Connecticut.

Florida Department of Health dedicated COVID-19 Call Center by calling 1-(866) 779-6121. The Call
Center is available 24 hours / 7 days. Inquiries may also be emailed to COVID-19Ca)flhealth. gov.
You can also contact the Centers of Disease Control (CDC) for information by calling 1-800-CDC-
INFO (800-232-4636) or go to https://www.cdc.gov/coronavirus/2019-ncov/index.htmi. High
recommendation is given to practice protective measures for employees, essential functions, and

Consequences

Finance/Administration
SLC Admin: Boat ramps are currently open, the Sheriff's Office continues to patrol the islands to
ensure that the public is complying with social distancing guidelines. County Administration is
currently working with legal to close the remaining arcades. To support social distancing efforts, the
EOC will continue to implement additional virtual tools as they become available. Legislative Affairs,
Planning and Emergency Management are scheduled to meet with constitutional partners to discuss
how to protect essential services. Reminder to employees to utilize the County's EAP Program for
any urgent mental health needs.
National Association of Counties (NACo) is currently providing updates on signed and proposed bills
in response to COVID-19. In addition, they are providing best practices from various Counties to
assist in implementing various COViD-19 policies and guidance. These resources are available at;
https://www.naco.org/coronavirus. An updated list of childcare closures is available with the additional
note that the County is unable to order supplies for private childcare facilities due to lack of funding
and capabilities. Relation, the County's Insurance provider, acknowledged that there would be no
exposure of liability to the County should an incident occur at our closed beaches and a lifeguard is

not present; rather the County has a higher risk of liability should a lifeguard be present. Facilities has
implemented and is currently executing a plan at the Logistics Center to receive and deliver goods.
Logistics
(ESF2) Communications: Public Information Line has been transferred to libraries.
(ESF6) Mass Care: Continuing protective measures distance learning, 3,000 laptops have been
distributed at five (5) school sites; additional 3,000 will be distributed on Friday. C.A. Moore
Elementary has been added for feeding program.
Operations
(ESF03) Public Works and Engineering: Working on COOP Plan. Discussing plan to minimize
congregating around the Cove. Also working through selecting alternate care site with DOH. Planning
on how BOCC will conduct public meetings.
(ESF08) Health and Medical: Communicating with local medical providers and public health
practitioners assessing needs.
Cleveland Clinic (Tradition): Begin screening caregivers and ensuring temperature is 100.4 degrees
or below.
St. Lucie Medical Center: Temperature screening for employees and visitors is 100 degrees or below.
No visitors allowed with the exception of OB and Pediatrics. Seventeen (17) patients under
investigation, test results are pending.
Planning
(ESF05) Situation Unit: Developing Situation Report and Incident Action Plans for the incident for
3/24/2020. Reviewing IAP from DOH. Developing Business Recovery Plan with Stakeholders.
(ESF05) Mission/Resource Unit: Resource Management- Monitoring local Resource Requests and
imputing Resource Requests into WebEOC when appropriate. Separate missions within WebEOC
from medical and cleaning supplies.
(ESF18) Business and Industry: Communicating Governor's Business Damage Assessment Orders
to local business owners.
County 1 Constitutional Offices
SLC Human Resources: Received 20 applications for the Boys & Girls Club for daycare services. All
employees working EOC functions to track work related hours daily.
Tax Collector: Operational change opening offices for half hour early at 0830 hours for Senior
Citizens.
Municipal Reports
Fort Pierce: Looking at grant opportunities. Need status of SLC beach closure in writing in order to
unify efforts.
Port St. Lucie: Continue to work through capability for police to provide essential services, continue
one (1) or two (2) hybrid units, partnership with SLC Community Services to identify grant funding to
support needs in the community.
