HomeMy WebLinkAbout03/25/20 - Situation Report No. 8� Y, LUCLL Situation Report #8 Emergency Operations Center Public Safety Department Division of Emergency Management EVENTIINCIDENT EOC Activation Operational Period COVID-19 Level 2 (Partial Activation) March 25, 2020 0800 March 26, 2020 0800 Date: March 25, 2020 Time: 0800 HRS SITUATION SUMMARY A State of Local Emergency has been declared in St. Lucie County on 3/17/2020; the Governor of Florida issued a State of Emergency on 3/16/2020; the President of the United States issued a Federal Disaster Declaration on 3/13/2020. As of March 25, 2020, eight (8) cases of COVID-19 have been reported in St. Lucie County. Local State of Emergencies have been declared all 67 Florida Counties, Fifty-four (54) Counties are a Level 2 (Partial) Emergency Operation Center (EOC) activation, two (2) are at a Level 1 (Full) activation and eleven (11) are not activated. The State Emergency Operations Center (SEOC) is tracking 7,091 active resource requests from counties. At this time, all public schools are closed statewide. Currently, six (6) Florida Counties have implemented partial curfews. Currently, two (2) County's government is fully closed, forty-three (43) County Governments are implementing some government closures and twenty-two (22) County Governments have not been implemented any government closures. After the Local State of Emergency was declared, the Emergency Operations Center (EOC) was activated at 0800 hours on Wednesday, March 18, 2020. EOC Command Staff developed the battle rhythm, developing messaging and participating in conference calls with the State EOC and with local partners. ESF's identified unmet needs, and requests for medical equipment, medical supplies, and cleaning supplies are on backorder with Florida Division of Emergency Management (FDEM). Currently, the EOC has been communicating with the County's approximate 230 Healthcare Facilities as well as the County's first response agencies. The State EOC has received an overwhelming amount of requests, therefore, priority will be given to counties with the greater number of COVID-19 cases. In preparation for future medical needs, St. Lucie County is supporting the Department of Health in identifying potential alternative care sites. The County is continuing to disseminate information to the public utilizing "Alert St Lucie", Social Media, SLC Website and Press Briefings updates regarding COVID-19 and County services. On Tuesday, March 24,, 2020, Governor DeSantis issued an executive Order containing Protective Measures for Vulnerable Populations, Gatherings of Private Citizens and Workforce Density. The Order urges those over the age of 65 to stay home and to take other measures to limit their risk of exposure to COVID-19. The Order further directs public health advisories to: 1) compel persons with a serious underlying medical condition to stay home and to take other measures as necessary to limit their risk of exposure to COVID-19, 2) advise against all social or recreational gatherings of 10 or more people, & 3) encourage working from home, where feasible. Additionally, local measures are being explored to minimize the likelihood of COVID-19 transmission by restricting arcade amusement operations which generally operate with concentrated areas and Updated 20200325. To support social distancing efforts, the EOC will continue to implement additional virtual tools as they become available. Legislative Affairs, Planning and Emergency Management are scheduled to meet with constitutional partners to discuss how to protect essential services. Continue working with county attorney in relations to the executive order from the Governor's office regarding employees over the age of 65 to work from home. National Association of Counties (NACo) is currently providing updates on signed and proposed bills in response to COVID-19. In addition, they are providing best practices from various Counties to assist in implementing various COVID-19 policies and guidance. Page 2 Situation Report #8 Emergency Operations Center Public Safety Department Division of Emergency Management (ESF2) Communications, (ESF6) Mass Care: Received large quantity donation of chlorine for the purpose of distributing to childcare facilities to help with cleaning. Received small delivery of resources by the state, continuing to work through the record -keeping process. Continue to receive and process resource request efficiently. Sheriff's on stand-by to assist with logistics center security. Operations (ESF03) Public Works and Engineering: Working on COOP Plan. Continue working through selecting alternative health site with DOH. Working to develop modified public meetings and public hearing process in alignment with current CDC directives. (ESF08) Health and Medical: Communicating with local medical providers and public health practitioners assessing needs. Cleveland Clinic (Tradition): Currently have a one -hundred and seventy-seven beds total, one -hundred and fourteen (114) available. Twelve (12) Adult ICU beds available, and seven (7) pediatric ICU beds available. St. Lucie Medical Center: Currently have two - hundred and twenty-nine (229) beds total. One -hundred and forty-five available beds. Four (4) Adult ICU beds available, and zero (0) Pediatric ICU available beds. Lawnwood Regional Medical Center: three -hundred and ninety-two beds total. Three -hundred and six available beds, full occupancy in ICU. Port St. Lucie Hospital: seventy-five (75) beds total. Sixty-two available beds, and full occupancy in ICU. Planning (ESF05) Situation Unit: Developing Situation Report and Incident Action Plans for the incident for 3/24/2020. Reviewing IAP from DOH. Developing Business Recovery Plan with Stakeholders. Develop a contingency plan for alternate care sites. (ESF18) Business and Industry: Communicating Governor's Business Damage Assessment Orders to local business owners. County/Constitutional Offices SLC Human Resources: Continue to partner with local daycare facilities and with the St. Lucie School District to provide daycare services to first responder's and essential employees. Fifty (50) children are currently enrolled, with availability up to one -hundred thirty-six (136). As of Tuesday, March 25, 2020, Governor Ron DeSantis issued an executive order issues stay-at-home advisory for people 65 and up. Current and Planned Objectives 1. We also recommend visiting their websites frequently as more updates are being posted as additional information regarding COVID-19 is gathered. Below are current recommendation from the CDC's website as of March 25, 2020: 1. Employees can take steps to protect themselves at work and at home. People with serious chronic medical conditions are at a higher risk for complications. 2. All employees should follow out procedures for illness, stay home if you are sick and inform your supervisor if you have someone who is sick. 3. Take your temperature as your enter the EOC and document on the provided log. Please do the same again as your leave the EOC. 4. Wash your hands frequently with soap and water for at least 20 seconds. Use hand sanitizer throughout the day. 5. Avoid touching your eyes, nose and mouth with unwashed hands. 6. Cover your mouth and nose with a tissue or your sleeve when you cough or sneeze. Throw used tissues in the trash and immediately wash your hands with soap and water for 20 seconds. 7. Clean AND disinfect frequently touched objects and surfaces such as workstations, keyboards, telephones, handrails, and doorknobs. 8. Avoid using other employee's phones, workstations, or other work tools. If you have used them, clean AND disinfect after each use. 9. Practice social distancing by avoiding gathering and maintaining six (6) feet from each other at all times. HRIRisk Management has a vendor on standby to disinfect the EOC as needed.
