HomeMy WebLinkAbout03/26/20 - Situation Report No. 9I ation Re Ort #9 Stu p Emergency Operations Center _ Public Safety Department Division of Emergency Management EVENTIINCIDENT EOC Activation Operational Period COVID-19 Level 2 (Partial Activation) March 26, 2020 0800 March 27, 2020 0800 Date: March 26, 2020 Time: 0800 HRS SITUATION SUMMARY A State of Local Emergency has been declared in St. Lucie County on 3/17/2020; the Governor of Florida issued a State of Emergency on 3116J2020; the President of the United States issued a Federal Disaster Declaration on 3/13/2020. As of March 26, 2020, ten (10) cases of COVID-19 have been reported in St. Lucie County. Local State of Emergencies have been declared in all 67 Florida Counties, Fifty-four (54) Counties are a Level 2 (Partial) Emergency Operation Center (EOC) activation, two (2) are at a Level 1 (Full) activation and eleven (11) are not activated. The State Emergency Operations Center (SEOC) is tracking 7,686 active resource requests from counties. At this time, all public schools are closed statewide. Currently, six (6) Florida Counties have implemented partial curfews. Currently, two (2) County's government are fully closed, forty-four (44) County Governments are implementing some government closures and nineteen (19) County Governments have not implemented any government closures. Two (2) County's are not reporting. After the Local State of Emergency was declared, the Emergency Operations Center (EOC) was activated at 0800 hours on Wednesday, March 18, 2020. EOC Command Staff developed the battle rhythm, developing messaging and participating in conference calls with the State EOC and with local partners. ESF's identified unmet needs, and requests for medical equipment. Medical supplies, and cleaning supplies are on backorder with Florida Division of Emergency Management (FDEM). Currently, the EOC has been communicating with the County's approximate 230 Healthcare Facilities as well as the County's first response agencies. The State EOC has received an overwhelming amount of requests, therefore, priority will be given to counties with the greater number of COVID-19 cases. In preparation for future medical needs, St. Lucie County is supporting the Department of Health in identifying potential alternative care sites. The County is continuing to disseminate information to the public utilizing "Alert St Lucie", Social Media, SLC Website and Press Briefings updates regarding COVID-19 and County services. On Thursday, March 26,� 2020, County Administrator Howard Tipton issued an Executive Order to protect the health, safety, and welfare of the County's residents, that effectively closed all County Arcades until further notice. County's COOP plans are 99% completed and will be submitted to Administration for approval, prior to distribution. Reminder to employees to utilize the County's EAP Program for any urgent mental health needs. National Association of Counties (NACo) is currently providing updates on signed and proposed bills in response to COVID-19. In addition, they are providing best practices from various Counties to assist in implementing various COVID-19 policies and guidance. These resources are available at: https://www.naco.org/coronavirus. An updated list of childcare closures is available with the additional note that the County is unable to order supplies for private childcare facilities due to lack of funding and capabilities. Relation, the County's Insurance provider, acknowledged that there would be no exposure of liability to the County should an incident occur at our closed beaches and a lifeguard is not present; rather the County has a higher risk of liability should a lifeguard be present. Facilities has implemented and is currently executing a plan at the Logistics Center to receive and deliver goods. A press conference is scheduled for 4:15 PM EST, Friday March 27, 2020 at the St. Lucie County Commission Chambers. Logistics (ESF02) Communications, Public Information Line is processing 100% of calls received. (ESF6) Mass Care: Continuing protective measures distance learning, 3,000 laptops was distributed yesterday and an additional 3000 to be dispersed on Friday at 5 school sites. Received lump delivery of adult care/nursing facility items, requesting direction from the state to allocate resources. Operations (ESF03) Public Works and Engineering: Working on COOP Plan. Continue working through selecting alternative care site with DOH. Working to develop modified public meetings and public hearing process in alignment with current CDC directives. (ESF08) Health and Medical: Communicating with local medical providers and public health practitioners assessing needs. Cleveland Clinic (Tradition): Currently have a one -hundred and seventy-seven (177) beds total, fifty six (56) available. St. Lucie Medical Center: Currently have two -hundred and twenty-nine (229) beds total. Sixty (60) available beds. Lawnwood Regional Medical Center: Three -hundred and ninety-two (392) beds total. Eighty Six (86) available beds. Planning (ESF05) Situation Unit: Developing Situation Report and Incident Action Plans for the incident for 3/26/2020. Reviewing IAP from DOH. Developing Business Recovery Plan with Stakeholders. Utilizing new COVID19 impact statistics table in situation report. State Department of Revenue extended the property tax filing deadline to April 151", 2020. County/Constitutional Offices SLC Human Resources: Currently 50 enrolled for the Boys & Girls Club for daycare services with a capacity of 136. Ail employees working EOC functions are encouraged to track work related hours daily and complete FEMA forms and Summary Documents. Tax Collector: Operational change starting Monday, March 30t", 2020 the Tax Collector office will be available Monday — Thursday, closed on Fridays. Municipal Reports Fort Pierce: Looking at grant opportunities. Port St. Lucie: Continue to work through capability for police to provide essential services, continue one (1) or two (2) hybrid units, partnership with SLC Community Services to identify grant funding to support needs in the community.
