SITUATION SUMMARY
A State of Local Emergency was declared in St. Lucie County on 311712020- the Governor of Florida
issued a State of Emergency on 3/16/2020; the President of the United States issued a Federal
Disaster Declaration on 3/13/2020.
As of March 27, 2020, (14) cases of COVID-19 have been reported in St. Lucie County. One (1)
Death has been reported due to COVID-19 within SLC. Local State of Emergencies have been
declared in all 67 Florida Counties, (53) Counties are a Level 2 (Partial) Emergency Operation Center
(EOC) activation, three (3) are at a Level 1 (Full) activation and eleven (11) are not activated. The
State Emergency Operations Center (SEOC) is tracking 8319 resource requests. Currently, seven
(7) Florida Counties have implemented partial curfews. Currently, two (2) County governments are
fully closed, forty-seven (47) County Governments are implementing partial government closures and
sixteen (16) County Governments have not implemented any government closures. Two (2) Counties
are not reporting.
The Emergency Operations Center (EOC) was activated at 0800 hours on Wednesday, March 18,
2020. Medical supplies and cleaning supplies are still on backorder with the Florida Division of
Emergency Management (FDEM). The State EOC has received an overwhelming amount of
requests, therefore, priority will be given to counties with the greater number of COVID-19 cases. In
preparation for future medical needs, St. Lucie County is supporting the Department of Health in
identifying potential alternative care sites. The County is continuing to disseminate information to the
public utilizing "Alert St Lucie", Social Media, SLC Website and Press Briefings updates regarding
COVID-19 and County services.
As of Friday, March 27,, 2020, the County continues to monitor boat ramp activity and consider
personal protective measures. Posting on variable messaging boards to advise public to adhere to
social distancing recommendations, while using boat ramps and on the water.

Florida Department of Health dedicated COVID-19 Call Center by calling 1-(866) 779-6121. The Call
Center is available 24 hours 17 days. Public Information Line 772-460-HELP (4357). Inquiries may
also be emailed to COVID-19@flhealth.gov. You can also contact the Centers of Disease Control
(CDC) for information by calling 1-800-CDC-INFO (800-232-4636) or go to
https:l/www.cdc.govlcoronavirus/2019-ncov/index.htmi. High recommendation is given to practice
protective measures for employees, essential functions, and alternate work capabilities (e.g.,
telework, alternate schedules). For detailed information on preparing the workplace see the

Finance/Administration
SLC Admin: To support social distancing efforts, the EOC will continue to implement additional virtual
tools as they become available. Legislative Affairs, Planning and Emergency Management are
scheduled to meet with constitutional partners to discuss how to protect essential services. Reminder
to employees to utilize the County's EAP Program for any urgent mental health needs.
National Association of Counties (NACo) is currently providing updates on signed and proposed bills
in response to COVID-19. In addition, they are providing best practices from various Counties to
assist in implementing various COVID-19 policies and guidance. These resources are available at:
https://www.naco.org/coronavirus. An updated list of childcare closures is available with the additional
note that the County is unable to order supplies for private childcare facilities due to lack of funding

and capabilities. Facilities has implemented and is currently executing a plan at the Logistics Center
to receive and deliver goods. St Lucie County is in the process of setting up a blood drive with
employees and public, to increase supply during the current shortage.
Logistics
(ESF02) Communications, WEBEOC was having issues with the resource requests specifically the
attachments. For those who need to submit resource requests moving forward use the same
WEBEOC board, under MENU, select MISSIONS NEW RESOURCE REQUESTS.
Operations
(ESF03) Public Works and Engineering: Finalizing COOP Plan. Continue working through selecting
alternative care site with DOH, Working to develop modified public meetings and public hearing
process in alignment with current CDC directives.
(ESF08) Health and Medical: Communicating with local medical providers and public health
practitioners assessing needs.
Cleveland Clinic (Tradition): Currently have (177) Total beds, (59) Available beds. St. Lucie Medical
Center: Currently have (229) Total beds, (60) Available beds. Lawnwood Regional Medical Center:
(392) Total beds, (56) Available beds.
(ESF 16) Law Enforcement: Boat ramps are currently open and the Sheriffs Office continues to
patrol the islands to ensure that the public is complying with social distancing guidelines. Monitoring
beaches and boat ramps this weekend.
Planning
(ESF05) Situation Unit: Developing Situation Report and Incident Action Plans for the incident.
Reviewing IAP from DOH. For any significant facility closures please send information to EMAIL:
PLANNINGCHIEF@ STLUCIECO.ORG.
(ESF05) Mission/Resource Unit: Resource Management- Monitoring local Resource Requests and
imputing Resource Requests into WebEOC when appropriate. Separate missions within WebEOC
from medical and cleaning supplies.
(ESF08) DOH is working with District 19 Medical Examiner's office along with National Guard in the
FEMORS process. Encourage more behavior health awareness and response.
(ESF18) Business and Industry: 3.3 million people filed for unemployment claims last week. State
Department of Revenue extended the property tax filing deadline to April 15th 2020.
Finance -Administration
SLC Human Resources: Currently 60 children are enrolled for the Boys & Girls Club for daycare
services offering seven (7) days a week twenty-four (24) hour care with a capacity of 136. Reaching
out to Hospital staff in addition to all first responders and essential employees with this family need
are encouraged to enroll. All employees working EOC functions are encouraged to track work
related hours daily and complete FEMA forms and Summary Documents,

Continuing protective measures including distance learning, Distributed 3,000 laptops today and an
additional 3000 were dispersed on Wednesday at five (5) school sites.
Municipal Reports
Port St. Lucie: Activating more units within Planning section to assist and aid the resource unit as
they are trying to find resources. Continue to work on social distancing and the executive order by
governor DeSantis to assist employees 65 year or older to work from home and practice social
distancing.

To comply with the Center for Disease Control's (CDC) guidance regarding stopping the spread of COVID-19, most County
offices have been closed or are accessible by appointment only, County departments are focusing on carrying out mission
critical or essential functions and re calibrating many employee job functions to a work at home posture. St. Lucie County
beaches have been closed, boat ramps and the majority of parks remain open and are being monitored for the public's
compliance with the CDC's recommended social distancing practices. St. Lucie County will continue to disseminate information
to the public utilizing Alert St Lucie, Social Media, SLC Website and Press Briefings regarding COVID-19 and County Services,
Governor DeSantis issued executive orders closing bars and nightclubs, and limiting access to restaurants to take out only.
County Administrator issued an executive order closing all County arcades.

General Situational Awareness
Eleven (11) cases of have been reported in St. Lucie County; one hundred fifty-eight (158) tests completed in St. Lucie County:
one hundred forty-seven (147) negative, fourteen (14) pending. There has been onedeath in St. Lucie County attributed to
COVID-19. Hospitals are reporting that tests are being used for those symptomatic patients who need to be admitted. Those
who can recover at home are not being tested and notified to quarantine.

Discussion of COVID-19 continues each day and we are provided updates through OSHA and the CDC, Risk Management
encourages that the guidelines and recommendations be followed as best practice. We also recommend visiting their websites
frequently as more updates are being posted as additional information regarding COVJD-19 is gathered.
Below are current recommendation from the CDC's website as of March 25, 2020:
1. Employees can take steps to protect themselves at work and at home. People with serious chronic medical conditions are at
a higher risk for complications.
2. All employees should follow out procedures for illness, stay home if you are sick and inform your supervisor if you have
someone who is sick.
3. Take your temperature as your enter the EOC and document on the provided log. Please do the same again as your leave
the EOC.
4. Wash your hands frequently with soap and water for at least 20 seconds. Use hand sanitizer throughout the day.
5. Avoid touching your eyes, nose and mouth with unwashed hands.
6. Cover your mouth and nose with a tissue or your sleeve when you cough or sneeze, Throw used tissues in the trash and
immediately wash your hands with soap and water for 20 seconds.
7. Clean AND disinfect frequently touched objects and surfaces such as workstations, keyboards, telephones, handrails, and
doorknobs.
8. Avoid using other employee's phones, workstations, or other work tools. If you have used them, clean AND disinfect after
each use.
9. Practice social distancing by avoiding gathering and maintaining six (6) feet from each other at all times.
HRIRisk Management has a vendor on standby to disinfect the EOC as needed. Please direct requests too disinfect to HR
Director or Risk Manager.
