SITUATION SUMMARY
A State of Local Emergency was declared in St. Lucie County on 3/1712020, the Governor of Florida
issued a State of Emergency on 3/16/2020; the President of the United States issued a Federal
Disaster Declaration on 3/13/2020.
As of April 1, 2020, forty (40) cases of COVID-19 have been reported, two (2) deaths and twelve (12)
are hospitalized due to COVID-19 within SLC. Local State of Emergencies have been declared in all
sixty-seven (67) Florida Counties, forty-six (46) Counties are a Level 2 (Partial) Emergency Operation
Center (EOC) activation, sixteen (16) are at a Level 1 (Full) activation and five (5) are not activated.
The State Emergency Operations Center (SEOC) is tracking 10,056 resource requests. Currently,
two (2) Florida Counties have implemented full curfews and six (6) with limited curfews. Currently,
three (3) County governments are fully closed, fifty (50) County Governments are implementing
partial government closures and thirteen (13) County Governments have not implemented any
government closures. One (1) County is not reporting closure activity.
The Emergency Operations Center (EOC) was activated at 0800 hours on Wednesday, March 18,
2020. Medical and cleaning supplies remain on backorder with the Florida Division of Emergency
Management (FDEM). The State EOC has received an overwhelming amount of requests, therefore,
priority will be given to counties with the greater number of COVID-19 cases. In preparation for future
medical needs, St. Lucie County continues to support the Department of Health in identifying
potential alternate care sites. The County is disseminating information regarding COVID-19 and
County services to the public through "Alert St Lucie", Social Media, SLC's Website and Press
Briefings.
President Trump extended social distancing guidelines until April 30t", 2020. On March 29t", 2020,
Governor DeSantis has released an announcement for shelter in place for the following counties:
Palm Beach, Broward, Monroe and Dade. On April 1, 2020 Governor DeSantis signed Executive
Order 20-91 for the entire State of Florida effective as of midnight tonight. The order limits the
movement and personal interactions of people outside of their home to only those necessary to
obtain or provide essential services or conduct essential activities.
The State is actively working to acquire testing resources, including new rapid tests, as well as PPE.
The State continues to evaluate essential industry operations, such as hair & beauty salons, spas
and similar facilities.
A "Safer -At -Home" Order has been issued for St. Lucie residents effective 0800 hours on April 4th,
2020 A.M. The order encourages everyone to stay at home as much as possible during the COVID-
19 crisis and allows travel outside the home for essential activities, as long as social distancing and
other legal guidelines are met. County Facilities will be closed on Fridays throughout the month of

Department of Health in St. Lucie is looking to build a volunteer cadre of qualified medical
professionals to deal with an increase in COVID-19 cases, if the need arises. The Florida
Department of Health in St. Lucie operates a Medical Reserve Corps that can be activated in
emergencies such as the current pandemic. Any licensed healthcare professional who is willing to
volunteer in the event there is a need for additional doctors, nurses, EMTs and other healthcare
experts are encouraged to register at https://www.fIhealthresponse.com/mrcvolunteer. Under Florida
Statue 110, sovereign immunity is provided to volunteers. State Statue 768.28 is the Sovereign
Immunity Law and 768.1355 is the Volunteer Protection Act which allows licensed professionals to
volunteer, and have their licenses protected. Every medical professional that registers will be vetted
by the Florida Department of Health before being activated.

SLC Admin: Effective Monday, March 30, 2020, the fuel pumps at the St. Lucie County compound
were closed and will remain closed until further notice. This measure is being taken to conserve our
vital fuel resources and utilize the commercially available sources in light of the uncertainties of
Corona Virus (COVID-19) pandemic. No press conference briefings scheduled for the remainder of
this week. Future press conferences are located at the St. Lucie BOCC Commission Chambers on
Mondays and Thursdays at 4:15 pm. The press is invited to attend the Monday conferences.
Remaining Met's athletes are available to participate in PSA's. Dunkin Donuts is providing donuts to
medical staff located at the hospital(s).
No EOC stakeholders phone conference scheduled for Friday April 3, 2020.
Employees are authorized to use their County issued P-Card to purchase fuel at any of the local gas
stations. Employees will be required to submit a receipt for each fuel purchase. Each receipt for fuel
shall have the vehicle identification #, vehicle mileage, and "COVID-19" written on the receipt.
Please take the necessary personal protective measures when refueling any vehicle or fuel
containers. If this proves significantly troublesome, talk to your supervisor about obtaining a P-Card
which can be requested via the ST. LUCIE COUNTY PURCHASING CARD
REQUEST/CERTIFICATION/RECEIPT form uploaded to documents and attached hereto.
SOCIAL DISTANCING REMINDER:
We are relying on your department's efforts to enforce social distancing and best practices for
preventing/slowing the spread of COVID-19. Whenever possible, the following practices should be
implemented to reduce contact within the workplace:

conferencing through Microsoft Teams (call IT for Assistance), a -mail or instant messaging (Cisco
Jabber) to conduct business as much as possible, even when participants are in the same
office/building. If a meeting is required, have the meeting in a well -ventilated area and ensure that all
employees are at least 6 feet apart from one another. Implement staggered work shifts so that
everyone in your office is not working at the same time. Have crew members report to the main work
site instead of riding together in one truck. Family First Act informational posters have been
distributed for employee education to all St. Lucie County Departments.
St Lucie County has scheduled a blood drive located at the Havert L. Fenn Center 9 am to 4 pm on
April 13th, 2020 with employees and the public, to increase supply during the current shortage.
All employees working EOC functions are encouraged to track work related hours daily and complete
FEMA forms and Summary Documents.
Logistics
Onsite DOH employee partnering with SLC to prioritize and sort PPE supplies and materials.
Operations
(ESF06) Mass Care: School Board: Continuing the food program which includes breakfast, lunch and
a take home frozen dinner meal. There is a need for gloves. Virtual instructions for teachers working
from home have started this week
(ESF08) Health and Medical: Due to shortages of cleaning supplies at facilities, staff has substituted
use of Hydrochloride, a stronger alternative to Clorox; but employees are advised of the need to wear
PPE while in use per CDC guidelines.
DOH and Logistics continue to communicate with local healthcare facilities in order to prioritize
supply distribution and to identify an alternate care site in preparation for medical surge. Cleveland
Clinic (Tradition): (177) Total beds, currently have (69) Available beds.
St. Lucie Medical Center: (229) Total beds, currently have (107) Available beds.
Lawnwood Regional Medical Center: (392) Total beds, currently have (107) Available beds.
(ESF 16) Law Enforcement: Boat ramps are currently open and the Sheriff's Office continues to
patrol the islands to ensure that the public is complying with social distancing guidelines.
Planning
(ESF05) Situation Unit: Developing Situation Report for the incident. Reviewing IAP from DOH. An
internal staff meeting is scheduled at 2 pm Thursday to discuss preliminary actions for the future

(ESF05) Mission/Resource Unit: Resource Management- Monitoring local Resource Requests and
imputing Resource Requests into WebEOC when appropriate. Separate missions within WebEOC for

Department of Revenue extended the property tax filing deadline to April 151h, 2020. County

St. Lucie County (SLC) and The Department of Health in St. Lucie County (DoHSLC) have formed a unified command to
respond to the COVID-19 pandemic. SLC will coordinate with DoHSLC in achieving their objectives which are, "Stopping the
Introduction of the COVID-19 virus; protecting the elderly and the vulnerable populations; increasing testing; enforcing social
distancing guidance; preparing and planning for medical surge." SLC's objectives and actions reflect this coordinated approach
as well as SLC achieving Countywide objectives. SLC has implemented a Countywide Executive Order to facilitate containment
and mitigation of COVID-19. Social distancing and increased personal and industrial hygienic practices have been implemented.
County Departments are focusing on carrying out mission critical or essential functions and altering many employee job
functions to a work at home posture, and decreasing hours of operation. Numerous businesses that provide non -essential
services have been requested to suspend operations. St. Lucie County beaches have been closed, boat ramps and multiple
parks remain open and are being monitored for the public's compliance with the CDC's recommended social distancing
practices. St. Lucie County will continue to disseminate information to the public utilizing Alert St. Lucie, Social Media, SLC
Website and Press Briefings regarding COVID-19 and the Unified Command's response.

General Situational Awareness
Thirty-three (33) cases have been reported in St. Lucie County: two hundred fifty-eight (258) tests completed in St. Lucie
County: five hundred twenty-five(525) negative, seven (7) pending. There has been two (2) deaths in St. Lucie County
attributed to COVID-19. Hospitals are reporting that tests are being used for those symptomatic patients who need to be
admitted. Those who can recover at home are not being tested and notified to quarantine.

Discussion of COVID-19 continues each day and we are provided updates through OSHA and the Centers of Disease Control
(CDC), D, Risk Management encourages that the guidelines and recommendations be followed as best practice. We also
recommend visiting their websites frequently as more updates are being posted as additional information regarding COVID-19 is
gathered. The CDC for Social Distancing guidelines has been extended to April 30, 2020.
Below are current recommendation from the CDC's website as of March 25, 2020:
1. Employees can take steps to protect themselves at work and at home. People with serious chronic medical conditions are at
a higher risk for complications.
2. All employees should follow out procedures for illness, stay home if you are sick and inform your supervisor if you have
someone who is sick.
3. Take your temperature as your enter the EOC and document on the provided log. Please do the same again as your leave
the EOC.
4. Wash your hands frequently with soap and water for at least 20 seconds. Use hand sanitizer throughout the day.
5. Avoid touching your oyes, nose and mouth with unwashed hands.
6. Cover your mouth and nose with a tissue or your sleeve when you cough or sneeze. Throw used tissues in the trash and
immediately wash your hands with soap and water for 20 seconds.
7. Clean AND disinfect frequently touched objects and surfaces such as workstations, keyboards, telephones, handrails, and
doorknobs.
8. Avoid using other employee's phones, workstations, or other work tools. If you have used them, clean AND disinfect after
each use.
9. Practice social distancing by avoiding gathering and maintaining six (6) feet from each other at all times.
HR1Risk Management has a vendor on standby to disinfect the Emergency Operations Center (EOC) as needed. Please direct
requests too disinfect to HR Director or Risk Manager.
