As of April 1, 2020, forty-seven (47) cases of COVID-19 have been reported, three (3) deaths and seventeen (17) are hospitalized due to COVID-19 within SLC. Local State of Emergencies have been declared in all sixty-seven (67) Florida Counties, forty-eight (48) Counties are a Level 2 (Partial) Emergency Operation Center (EOC) activation, sixteen (16) are at a Level 1 (Full) activation and three (3) are not activated. The State Emergency Operations Center (SEOC) is tracking 10,653 resource requests. Currently, two (2) Florida Counties have implemented full curfews and six (6) with limited curfews. Currently, three (3) County governments are fully closed, fifty (50) County Governments are implementing partial government closures and thirteen (13) County Governments have not implemented any government closures. One (1) County is not reporting closure activity. The Emergency Operations Center (EOC) was activated at 0800 hours on Wednesday, March 18, 2020. Medical and cleaning supplies remain on backorder with the Florida Division of Emergency Management (FDEM). The State EOC has received an overwhelming amount of requests, therefore, priority will be given to counties with the greater number of COVID-19 cases. In preparation for future medical needs, St. Lucie County continues to support the Department of Health in identifying potential alternate care sites. The County is disseminating information regarding COVID-19 and County services to the public through "Alert St Lucie", Social Media, SLC's Website and Press Briefings. President Trump extended social distancing guidelines until April 30th, 2020. On March 29th, 2020, Governor DeSantis has released an announcement for shelter in place for the following counties: Palm Beach, Broward, Monroe and Dade. On April 1, 2020 Governor DeSantis signed Executive Order 2020- 91 for the entire State of Florida effective as of midnight tonight. The order limits the movement and personal interactions of people outside of their home to only those necessary to obtain or provide essential services or conduct essential activities. The "Safer -At -Horne" Order issued for St. Lucie residents effective 0800 hours on April 4th, 2020 A.M is null and void to adhere to Governor DeSantis' Executive Order 2020-92. Residents will be directed to the Governor's Office and SLC Sheriff's Department for details regarding the Governor's Order. The order encourages everyone to stay at home as much as possible during the COVID-19 crisis and allows travel outside the home for essential activities, as long as social distancing and other legal guidelines are met. County Facilities will be closed on Fridays throughout the month of April. The State is actively working to acquire testing resources, including new rapid tests, as well as PPE.. Situation Report #16 Emergency Operations Center Public Safety Department Division of Emergency Management Department of Health in St. Lucie is looking to build a volunteer cadre of qualified medical professionals to deal with an increase in COVID-19 cases, if the need arises. The Florida Department of Health in St. Lucie operates a Medical Reserve Corps that can be activated in emergencies such as the current pandemic. Any licensed healthcare professional who is willing to volunteer in the event there is a need for additional doctors, nurses, EMTs and other healthcare experts are encouraged to register at hftps://www.flhealthresponse.com/mrcvolunteer. Under Florida Statue 110, sovereign immunity is provided to volunteers. State Statue 768.28 is the Sovereign Immunity Law and 768.1355 is the Volunteer Protection Act which allows licensed professionals to volunteer, and have their licenses protected. Every medical professional that registers will be vetted by the Florida Department of Health before being activated. Dunkin Donuts is providing donuts to medical staff located at the hospital(s). No EOC stakeholders phone conference scheduled for Friday April 3, 2020. Employees are authorized to use their County issued P-Card to purchase fuel at any of the local gas stations. Employees will be required to submit a receipt for each fuel purchase. Each receipt for fuel shall have the vehicle identification #, vehicle mileage, and °COVID-19" written on the receipt. Please take the necessary personal protective measures when refueling any vehicle or fuel containers. If this proves significantly troublesome, talk to your supervisor about obtaining a P-Card which can be requested via the ST. LUCIE COUNTY PURCHASING CARD REQUEST/CERTIFICATION/RECEIPT form uploaded to documents and attached hereto. SOCIAL DISTANCING REMINDER: We are relying on your department's efforts to enforce social distancing and best practices for preventing/slowing the spread of COVID-19. Whenever possible, the following practices should be implemented to reduce contact within the workplace: Avoid meeting people face-to-face. Employees are encouraged to use the telephone, online conferencing through Microsoft Teams (call IT for Assistance), e-mail or instant messaging (Cisco Jabber) to conduct business as much as possible, even when participants are in the same office/building. Numerous businesses that provide non -essential services have been requested to suspend operations. St. Lucie County beaches have been closed, boat ramps and multiple parks remain open and are being monitored for the public's compliance with the CDC's recommended social distancing practices. General Situational Awareness Forty-seven (47) cases have been reported in St. Lucie County; Nine (9) confirmed cases hospitalized, five (5) at Cleveland Clinic Tradition, two (2) at Lawnwood Regional Medical Center, and two (2) at St Lucie Medical Center. Two thousand and one (2001) tests completed in St. Lucie County. There has been three (3) deaths in St. Lucie County attributed to COVID-19. Hospitals are reporting that tests are being used for those symptomatic patients who need to be admitted. Those who can recover at home are not being tested and notified to quarantine. We also recommend visiting their websites frequently as more updates are being posted as additional information regarding COVID-19 is gathered. The CDC for Social Distancing guidelines has been extended to April 30, 2020. Below are current recommendation from the CDC's website as of March 25, 2020: 1. Employees can take steps to protect themselves at work and at home. People with serious chronic medical conditions are at a higher risk for complications. 2. All employees should follow out procedures for illness, stay home if you are sick and inform your supervisor if you have someone who is sick. 3. Take your temperature as your enter the EOC and document on the provided log. Please do the same again as your leave the EOC. 4. Wash your hands frequently with soap and water for at least 20 seconds. Use hand sanitizer throughout the day. 5. Avoid touching your eyes, nose and mouth with unwashed hands. 6. Cover your mouth and nose with a tissue or your sleeve when you cough or sneeze. Throw used tissues in the trash and immediately wash your hands with soap and water for 20 seconds. 7. Clean AND disinfect frequently touched objects and surfaces such as workstations, keyboards, telephones, handrails, and doorknobs. 8. Avoid using other employee's phones, workstations, or other work tools. If you have used them, clean AND disinfect after each use. 9. Practice social distancing by avoiding gathering and maintaining six (6) feet from each other at all times. HRIRisk Management has a vendor on standby to disinfect the Emergency Operations Center (EOC) as needed. Please direct requests too disinfect to HR Director or Risk Manager.
