LL *k O H g Emergency Operations Center C3 JhL _ Situation Report #17 public Safety Department Division of Emergency Management EVENT/INCIDENT EOC Activation Operational Period COVID-19 Level 2 (Partial Activation) April 03, 2020 0800 April 04, 2020 0800 Date: April 3, 2020 Time: 0800 HRS SITUATION SUMMARY A State of Local Emergency was declared in St. Lucie County on 3/17/2020; the Governor of Florida issued a State of Emergency on 3/16/2020; the President of the United States issued a Federal Disaster Declaration on 3/13/2020. As of April 3, 2020, forty-eight (48) cases of COVID-19 have been reported, with three (3) deaths and eighteen (18) hospitalizations due to COVID-19 within SLC. Local State of Emergencies have been declared in all sixty-seven (67) Florida Counties, fifty (50) Counties are a Level 2 (Partial) Emergency Operation Center (EOC) activation, sixteen (16) are at a Level 1 (Full) activation and one (1) is not activated. The State Emergency Operations Center (SEOC) is tracking 10,921 resource requests. Currently, two (2) Florida Counties have implemented full curfews and five (5) with limited curfews. Currently, three (3) County governments are fully closed, fifty (50) County Governments are implementing partial government closures and thirteen (13) County Governments have not implemented any government closures. One (1) County is not reporting closure activity. The Emergency Operations Center (EOC) was activated at 0800 hours on Wednesday, March 18, 2020. Medical and cleaning supplies remain on backorder with the Florida Division of Emergency Management (FDEM). The State EOC has received an overwhelming amount of requests, therefore, priority will be given to counties with the greater number of COVID-19 cases. In preparation for future medical needs, St. Lucie County continues to support the Department of Health in identifying potential alternate care sites. The County is disseminating information regarding COVID-19 and County services to the public through "Alert St Lucie", Social Media, SLC's Website and Press Briefings. Between April 1 - 2, 2020 Governor DeSantis signed Executive Orders 20-92, 20-93 & 20-94 as follows: • EO 20-92: Essential Services and Activities - Amended Executive Order 20-91 which directed a statewide essential services and activities order for the entire State of Florida effective as of 12:01 AM today (April 3, 2020). The updated order seeks to clarify the order's limits on the movement and personal interactions of people outside of their home, restricting activities to those necessary to obtain or provide essential services or conduct essential activities. This Order shall supersede any conflicting official action or order issued by local officials in response to COVID-19, therefore local orders such as St. Lucie County's "Safer -At -Home" Order are superseded, where applicable. • EO 20-93: Reemployment Assistance - Directs all executive agency heads, in consultation with the Department of Management Services (DMS), to identify and deploy executive agency personnel to assist the Department of Economic Opportunity (DEO) with their reemployment Updated 20200403. The order streamlines reassigned personnel training to expedite deployment, while directing new or alternative forms and methods for receiving Reemployment applications. • EO 20-94: Mortgage Foreclosure and Eviction Relief — This order suspends and tolls any statute providing for 1) A mortgage foreclosure cause of action under Florida law and 2) An eviction cause of action under Florida law solely as it relates to non-payment of rent by residential tenants due to the COVID-19 emergency, for 45 days from the date of this Executive Order, including any extensions. St. Lucie County Facilities will be closed on Fridays throughout the month of April. Department of Health in St. Lucie is looking to build a volunteer cadre of qualified medical professionals to manage increases in COVID-19 cases, if the need arises. The Florida Department of Health in St. Lucie operates a Medical Reserve Corps that can be activated in emergencies such as the current pandemic. Any licensed healthcare professional who is willing to volunteer in the event there is a need for additional doctors, nurses, EMTs and other healthcare experts are encouraged to register at https://www.fIhealthresponse.com/mrcvolunteer. Under Florida Statue 110, sovereign immunity is provided to volunteers. State Statue 768.28 is the Sovereign Immunity Law and 768.1355 is the Volunteer Protection Act which allows licensed professionals to volunteer, and have their licenses protected. Every medical professional that registers will be vetted by the Florida Department of Health before being activated. Logistics Received two (2) pallets of goods and materials from Florida's Division of Emergency Management (FDEM) overnight these goods and materials will be deployed to medical offices as requested by the Florida Dept. of Health and first responders Multiple trailers of Meals Ready to Eat (MRE) and water has been delivered to a staging area and will be deployed as requests come in. Additional trailers of water are being delivered from FDEM today. Operations DOH and Logistics continue to communicate with local healthcare facilities in order to prioritize supply distribution and to identify an alternate care site in preparation for medical surge. • Cleveland Clinic (Tradition): (177) Total beds, currently have (17) Available beds. • St. Lucie Medical Center: (229) Total beds, currently have (103) Available beds. • Lawnwood Regional Medical Center: (392) Total beds, currently have (109) Available beds. • Port St. Lucie Hospital: (75) Total beds, currently have (20) Available beds. (ESF 16) Law Enforcement: Boat ramps are currently open and the Sheriff's Office continues to patrol the islands to ensure that the public is complying with social distancing guidelines. (ESF 05) Recovery Unit is developing activation plans, planning an activation to run concurrently with response to COVID 19. Safety Officer SOCIAL DISTANCING REMINDER: We are relying on your department's efforts to enforce social distancing and best practices for preventing/slowing the spread of COVID-19. Whenever possible, the following practices should be implemented to reduce contact within the workplace: Avoid meeting people face-to-face. Employees are encouraged to use the telephone, online conferencing through Microsoft Teams (call IT for Assistance), e-mail or instant messaging (Cisco Jabber) to conduct business as much as possible, even when participants are in the same office/building. If a meeting is required, have the meeting in a well -ventilated area and ensure that all employees are at least 6 feet apart from one another. Implement staggered work shifts so that everyone in your office is not working at the same time. Have crew members report to the main work site instead of riding together in one truck.
