WHEREAS, the Board of County Commissioners of St Lucie County, Florida has made the N A o

following determinations: w m
1. On March 17, 2020, the St. Lucie County Public Safety Director declared a State of
CD
Local Emergency COVID-19 Public Health Emergency ("St. Lucie County Declaration of o c
Emergency"); and
2. The findings in the St. Lucie County Declaration of Emergency are incorporated
herein; and
3. On March 16, 2020, President Donald J.Trump and the Centers for Disease Control
and Prevention ('CDC") issued the "15 Days to Slow the Spread" guidance advising individuals to
adopt far-reaching social distancing measures, such as avoiding gatherings of more than 10
people, and in states with evidence of community spread, recommending restrictions to certain
establishments conducive to mass gatherings and congregations; and
4. On March 29, 2020,the President extended such guidance to be in effect until April
30, 2020; and
5. On March 24, 2020, the Governor of the State of Florida issued Executive Order No.
20-83 directing the State Surgeon General and State Health Officer to issue a public health
advisory to all persons over 65 years of age and persons that have serious underlying medical
conditions that place them at high risk of severe illness from COVID-19 urging them to stay home
and to take such other measures as necessary to limit their risk of exposure to COVID-19; and
6. Pursuant to Executive Order No. 20-83, the Governor of the State of Florida further
directed the State Surgeon General and the State Health Officer to issue a public health advisory
providing that individuals should cease all social or recreational gatherings of 10 or more people;
and

7. On March 25, 2020, the State Surgeon General issued a Public Health Advisory
consistent with Executive Order 20-83; and
8. On March 25, 2020, the President of the United States declared that a major
disaster exists in the State of Florida as a result of COVID-19; and
9. On April 1, 2020, the Governor of the State of Florida issued Executive Order 20-
91 directing senior citizens, individuals with a significant underlying medication condition, and
persons engaging in nonessential services or activities to stay at home; and
10. Paragraph 2 of the St. Lucie County Declaration of Emergency provides that the
County Administrator may take all actions necessary and appropriate to protect human life and
prosperity, to the extent necessary to accommodate the emergency; and
11. The United States Department of Labor April 2, 2020, News Release states, "In the
week ending March 28, the advance figure for seasonally adjusted initial claims was 6,648,000, an
increase of 3,341,000 from the previous week's revised level. This marks the highest level of
seasonally adjusted initial claims in the history of the seasonally adjusted series." See attached
Exhibit A"; and
12. St. Lucie County Code Enforcement Board levies fines for failure to abate Code
violations by a given date. The fine may be recorded as a lien against the property. The recorded
fine order will be reflected on the title of the property; and
13. The County's goal is for the violator to abate the violation and bring the property
into compliance with St. Lucie County Codes; and
14. Property owners may not be able to transfer title to their property due to the
recorded lien.
15. To best protect the health, safety, and welfare of the County and its residents, the
County Administrator signed Order No. 20-010 authorizing the St. Lucie County Code Compliance
to commence the Amnesty Lien Program. The Amnesty Lien Program will assist property owners
who have outstanding code enforcement liens and have abated all code violations on the entire
property. The specifications of the programs are attached as Exhibit A.

NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
St. Lucie County, Florida:
1. The County Administrator's April 8, 2020 Order No. 20-010 is hereby ratified.
2. This resolution shall take effect upon adoption.

St. Lucie County Code Compliance
Amnesty Lien Program
St. Lucie County is offering its annual Code Enforcement Amnesty Program
as an assistance to property owners who may have outstanding code
enforcement liens reflected on the title to their property.
Program Duration: April 1 thru July 31, 2020
Terms of Amnesty Lien Program:
• Available to all residential and commercial property owners with outstanding
Code Enforcement liens.
• Eligible for a 90% reduction of lien if property is brought into 100%
Compliance.
• The entire property must be in compliance with all County Codes and
Ordinances.
• Property owner shall NOT have any active code enforcement violations on
Any other properties owned in the unincorporated areas of St. Lucie County.
• Properties will be inspected to confirm there are no code violations.
• Upon approved inspection, the reduced lien (10% of original lien) must be
Paid within thirty (30) days.
