WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the o
application for Minor Adjustment to a Minor Site Plan, the St. Lucie County Development Review
Committee (DRC) comments on this application and has made the following determinations:
1. J. Wesley Mills, PE, of Mills, Short & Associates, filed an application on behalf of Rearden
Steel Manufacturing LLC., for a Minor Adjustment to the Minor Site Plan to be known as
Powerlift Doors of Florida (fka Tattoo Yachts/ Sun Citrus), to expand the current 31,086 ft2
manufacturing facility by enclosing an existing 4,129 ft2 covered area, constructing a new
2,500 ft2 building and completing associated parking, loading area, landscape and
stormwater improvements. The adjusted Minor Site Plan, totaling 33,586 ft2 of finished and
covered space, in the IL (Industrial, Light) Zoning District for the property depicted on the
attached map in Exhibit "A" and described in Part B below.
2. On February 12, 1985, the Board of County Commissioners granted site plan approval
through Resolution 85-35, for a project known as Sun Citrus Corporation, on approximately
10.2 acres of land adjacent to the petition site.
3. On August 25, 1987, the Board of County Commissioners granted a Major Adjustment to
the Major Site Plan through Resolution 87-164, for the addition of the subject 3.21-acre site
and a 24,000 ft2fruit packing facility for the project known as Sun Citrus Corporation.
4. On February 14, 1989, the Board of County Commissioners granted a Major Adjustment
to the Major Site Plan through Resolution 89-45 for the addition of a 6,000 ft2 gift fruit
packing facility for the project known as Sun Citrus Corporation.
5. On December 17, 1991, the Board of County Commissioners granted a Major Adjustment
to the Major Site Plan through Resolution 91-230 for the addition of a 3,080 ft2
administrative office building and a 15,750 ft2 storage building for the project known as Sun
Citrus Corporation. Subsequently, the Sun Citrus Corporation Site Plan was partitioned,
with the subject 3.21-acre site becoming independent.
6. On May 2, 2017, the Board of County Commissioners granted a Conditional Use Permit to
through Resolution 2017-98 to allow the manufacturing of boats 45 feet or more in length
at the subject 3.21-acre site.
7. On May 15, 2018, the Planning & Development Services Director granted PDS Order 18-
026 containing a Waiver, Deferral and Alternative for Tattoo Yachts to defer the parking lot
striping for one (1) year to stripe at the same time after all other Zoning Compliance work
is completed.

8. On April 24, 2019, Rearden Steel Manufacturing LLC., acquired the site and on May 28,
2019, secured a Zoning Compliance certificate for the current metal fabrication business.
9. The St. Lucie County Development Review Committee has reviewed the proposed Minor
Adjustment to the Minor Site Plan and found it to meet the technical requirements of the
St. Lucie County Land Development Code, and to be consistent with the St. Lucie County
Comprehensive Plan, and to have satisfied the standards of review set forth in Section
11.02.07, Standards for Site Plan Review, subject to the conditions set forth in Part "A" of
this Order.
10. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other matters
affecting the public health, safety, and general welfare.
11. All reasonable steps have been taken to minimize any adverse effect of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
12. The proposed project will be constructed, arranged, and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.
13. The proposed project is served by Fort Pierce Utilities Authority (FPUA) for water services
and on-site septic for wastewater services.
14. Planning Staff has performed a detailed analysis of the project and determined it to be
consistent with Sections 11.02.04(C) and 11.02.07, Standards for Site Plan Review of the
St. Lucie County Land Development Code, and generally consistent the exception to the
conditions outlined below. The analysis is found in the Staff Report for the Powerlift Doors
of Florida, Inc. Minor Adjustment to the Minor Site Plan, dated May 13, 2020.
NOW, THEREFORE, BE IT ORDERED:
A. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code, the Minor
Adjustment to the Powerlift Doors of Florida (fka Tattoo Yachts / Sun Citrus) Minor Site
Plan is hereby approved as shown on the site plan drawings prepared by McCarty &
Associates and Mills, Short & Associates dated May 4, 2020, and date stamped received
by the St. Lucie County Planning and Development Services Department on May 7, 2020,
as depicted in Exhibit "B" subject to the following conditions:
1. The proposed 2,500 sq. ft. addition shall adhere to the minimum setback (10 ft.) of
Table 7-10 within LDC Section 7.04.01 as reflected in the Site Plan exhibit.
2. Prior to issuance of a Certificate of Occupancy, all Category I listed invasive plant
species shall be eradicated from the site, and landscaping as shown on the approved
plans dated 4/1/2020 shall be installed.
3. Prior to the issuance of a Certificate of Completion or Occupancy of the proposed
structure(s), whichever comes first, the applicant shall certify dimensions and access
for the two (2) ADA vehicular parking spaces in order to comply with LDC Section
7.06.02(A)(2), and Florida Statute §§ 316.1955 and 316.1956.

B. The property on which this Minor Adjustment to Minor Site Plan, as depicted in Exhibit "A"
is being granted is described as follows:

C. The approvals granted by this administrative order shall expire twenty-four (24) months
from the effective date, unless a Building Permit is obtained or an extension is granted in
accordance with the provisions of Section 11.02.06 of the St. Lucie County Land
Development Code.
D. The developer, including any successors in interest, is advised as part of this Minor
Adjustment approval for Powerlift Doors of Florida, all applicable development permits and
construction authorizations shall be obtained from the appropriate State and Federal and
Local regulatory agencies including, but not limited to, the United States Army Corps of
Engineers, the Florida Department of Environmental Protection, and South Florida Water
Management District, and the St. Lucie County Environmental Resources, Public Works,
and Building Departments prior to the commencement of any development activities on the
property described in Part B. Issuance of this permit by the County does not in any way
create any rights on the part of the developer to obtain a permit from a state or federal
agency and does not create any liability on the part of the County for issuance of this permit
if the developer fails to obtain requisite approvals or fulfill the obligations imposed by a state
or federal agency or undertake actions that may result in a violation of state or federal law.
E. This Order shall become effective upon the date of approval indicated below. Should the
property owner, developer or authorized agent wish to appeal any condition described in
Part A above, all such appeals must be filed in writing with the County Administrator within
30 days of the rendering of this Order, as described in Section 11.02.04(B), St. Lucie
County Land Development Code. Should an appeal to this Order be filed, no permitting

reviews or further administrative action shall take place on the processing of this
development project until the appeal is resolved.
F. A copy of this Order shall be attached to the site plan drawings described in Part"A", which
plan shall be placed on file with the St. Lucie County Planning and Development Services
Department and emailed to the developer and agent of record as identified on the site plan
application.
G. The conditions set forth in Part "A" are an integral non-severable part of the site plan
approval granted by this Order. If any condition set forth is Part "A" is determined to be
invalid or unenforceable for any reason and the developer declines to comply voluntarily
with that condition, the site plan approval granted by this order shall become null and void.
H. A Certificate of Capacity, a copy of which is attached hereto as Exhibit "C" and made a part
hereof the Order, was granted by the Planning and Development Services Department
Director.
This order shall be recorded in the Public Records of St. Lucie County.
