HomeMy WebLinkAbout20-152 RESOLUTION NO. 20-152 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST. LUCIE COUNTY, FLORIDA RATIFYING AN EMERGENCY ORDER OF THE ST. LUCIE COUNTY ADMINISTRATOR REQUIRING FACE COVERINGS BE WORN IN COUNTY BUILDINGS TO SLOW THE SPREAD OF COVID-19 WHEREAS, the Board of County Commissioners of St Lucie County, Florida has made the following determinations: 1. On March 17, 2020, the St. Lucie County Public Safety Director declared a State of Local Emergency COVID-19 Public Health Emergency ("St. Lucie County Declaration of Emergency"); and 2. The findings in the St. Lucie County Declaration of Emergency are incorporated herein; and 3. On March 25, 2020, the President of the United States declared that a major disaster exists in the State of Florida as a result of COVID-19; and 4. Paragraph 2 of the St. Lucie County Declaration of Emergency provides that the County Administrator may take all actions necessary and appropriate to protect human life and prosperity, to the extent necessary to accommodate the emergency; and 5. Based on recent information and data from the St. Lucie County Department of Health, the number of confirmed cases of COVID-19 in St. Lucie County has increased significantly since additional re-openings were authorized under Phase 2 of the Governor's Plan for Florida's Recovery; and 6. Based on advice from medical professionals, the number of confirmed cases of COVID-19 in St. Lucie County will increase exponentially if additional measures to stop or slow the spread of COVID-19 are not instituted; and 7. The CDC and Florida Department of Health continue to remind residents that by wearing a face covering, a person protects others from exposure as well as themselves; and 9. Additional steps are needed to minimize the spread of COVID-19 in response to the recent spike in positive COVID-19 cases and hospital admittances; and 10. Requiring individuals working in and accessing County Buildings to wear face coverings will help reduce the spread of COVID-19 among the public and County employees; and 11. On June 20, 2020, the State Surgeon General issued a Public Health Advisory providing that all individuals in Florida should wear face coverings in any setting where social distancing is not possible; and 12. In determining whether to ratify this Order, the Board considered information received from the Department of Health, the University of Florida, the State Surgeon General, the CDC and other health care providers and medical professionals regarding challenges raised at this point in time by COVID-19. NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of St. Lucie County, Florida: 1. The County Administrator's June 26, 2020 Order No. 20-044 is hereby ratified. 2.
