A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF ST.
LUCIE COUNTY FOR A WAIVER FROM THE REQUIREMENTS OF SECTION
7.10.22 OF THE LAND DEVELOPMENT CODE REQUIRING AN EIGHT (8)
FOOT MASONRY WALL ADJACENT TO SELF-SERVICE CAR WASHES
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
7-Eleven, Inc., presented a petition for a waiver from the required eight (8) foot masonry
wall adjacent to the proposed car wash located along the northern property boundary,
for the property located at the northwest corner of Indrio Road and Kings Highway, as
described in Part "B" below and depicted in Exhibit "A".
2. On August 18, 2020, the St. Lucie Board of County Commissioners held a public hearing
on this petition.
3. The Development Review Committee has reviewed the Wall Waiver Petition for the
proposed project and found it to meet the standards of review as set forth in Section 7.10.22
of the St. Lucie County Land Development Code, and found it to meet technical
requirements and to be consistent with the general purpose, goals, and objectives, of the
St. Lucie County Comprehensive Plan.
4. The submitted Wall Waiver Petition reviewed by the Development Review Committee, with
the associated Minor Site Plan to be known as 7-Eleven @ Indrio Road and Kings Highway,
will allow for the development of an approximately 3,454 square foot convenience store,
with accessory alcohol (beer and wine) sales, gasoline sales, and self-service car wash.
5. The proposed Wall Waiver will not have an undue adverse effect on adjacent property,
the character of the neighborhood, traffic conditions, parking, utility facilities, or other
matters affecting the public health, safety, and general welfare.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF ST. LUCIE COUNTY, FLORIDA:
A. Pursuant to Section 7.10.22(F) of the St. Lucie County Land Development Code, the
Wall Waiver for 7-Eleven @ Indrio Road & Kings Highway is hereby approved for the
property described in Part "B", subject to the following conditions:
1. Prior to the issuance of Certificate of Occupancy, the applicant shall construct an
eight (8) foot tall by ten (10) linear feet long masonry wall extension along the
northern property line, connecting to the required eight (8) foot masonry wall along
the western property boundary, in order to prevent vehicular light spillage into the
adjacent residential properties when entering the car wash drive thru. This feature
shall be included on the site and landscape plans prior to Site Plan approval.
2. Prior to Site Plan approval, the applicant shall provide an updated landscape plan
depicting the required forty-eight (48) inch native hedge along the north perimeter,

screening the vehicular use area from adjacent properties per Land Development
7.09.04(B).

C. A copy of this Order shall be placed on file with the St. Lucie County Planning and
Development Services Department and mailed to the developer and agent of record as
identified on the paving waiver application.
D. The approvals and authorizations granted by this Resolution shall be for the purpose of
the Minor Site Plan to be known as 7-Eleven @ Indrio Road and Kings Highway, being
approved through PDS Order 2020-019.
E. This Resolution shall be recorded in the Public Records.
