A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
ST. LUCIE COUNTY GRANTING MAJOR SITE PLAN APPROVAL FOR
A PROJECT TO BE KNOWN AS SOUTHERN TRUSS COMPANIES ON
APPROXIMATELY 22.67 ACRES OF PROPERTY LOCATED AT 6509
ST. LUCIE BOULEVARD IN ST. LUCIE COUNTY, FL.
WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, based on the
testimony and evidence, including but not limited to the staff report, has made the following
determinations:
1. John C. Byers, represented by Culpepper and Terpening, Inc., presented a petition for a
Major Site Plan known as Southern Truss Companies to add to construct a 150,000
square foot roof truss manufacturing facility and supporting ancillary uses, inclusive of a
10,000 square foot administrative building, 6,000 square foot truck maintenance area,
office space, lay down and storage yards, with associate parking, landscaping, and
stormwater on the site located at 6509 St. Lucie Boulevard, Fort Pierce, in the IL
(Industrial, Light) zoning district on approximately 22.67 acres of land as described in Part
«A„
2. On September 15, 2020, this Board of County Commissioners held a public meeting on
this petition.
3. The Development Review Committee has reviewed the proposed site plan for the project
and found it meets the technical requirements of the St. Lucie County Land Development
Code and has satisfied the standards of review set forth in Section 11.02.07, Standards
for Site Plan Review, of the St. Lucie County Land Development Code.
4. Planning Staff has performed a detailed analysis of the project and determined it to be
consistent with the St. Lucie County Land Development Code and Comprehensive Plan.
The analysis is found in the Planning and Development Services Department
memorandum titled Southern Truss — Major Site Plan (MJSP-3202025698), dated
September 1, 2020.
5. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions, parking, utility facilities, or other matters
affecting the public health, safety, and general welfare.
6. All reasonable steps have been taken to minimize any adverse effects of the proposed
project on the immediate vicinity through building design, site design, landscaping and
screening.
7. The proposed project will be constructed, arranged, and operated so as not to interfere
with the development and use of neighboring property, in accordance with applicable
district regulations.

County, Florida:

B. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code, the proposed
Major Site Plan project to be known as Southern Truss, as depicted in Exhibit "A", is hereby
approved as shown on the Site Plan drawings for the project prepared by Culpepper &
Terpening, Inc., and date stamped received by the St. Lucie County Planning & Development
Services Department on September 2, 2020, subject to the following conditions:
Planning
1) The property owner(s), the developer, his successors or assigns shall finalize the parcel
combination or unity of title (Parcels 1336-211-0000-000-3 & 1336-240-0000-000-3 - part
of) prior to the issuance of a Certificate of Occupancy for the development.
Public Works
2) Prior to the issuance of a Certificate of Occupancy, the property owner(s), the developer,
his successors, or assigns, shall convey to St. Lucie County in a manner or form
acceptable to the St. Lucie County Attorney, a forty (40) foot strip of land for right-of-way
along St. Lucie Boulevard as depicted on the project site plan. The required sketch and
legal description shall be prepared by a Florida licensed surveyor and mapper.
3) Prior to the issuance of a Certificate of Occupancy, the property owner(s), the developer,
his successors or assigns shall execute an agreement to pay a fee-in-lieu of construction
for a concrete sidewalk along the St. Lucie Boulevard property line, and remit required
payment to the County. The acceptable method of payment shall be a certified check
payable to St. Lucie County.
Environmental Resources Department
4) Prior to issuance of a vegetation removal permit or exemption, the landscape plan shall
be revised to extend the required landscaping along the entire western perimeter in
accordance with LDC 7.09.04.E. If the wall waiver consent form is obtained from the
adjacent property owner, the 8 ft. opaque wall requirement may be waived; however, the
associated landscaping shall still be provided.
5) Within 60 days of issuance of a vegetation removal permit or exemption, all Category I
invasive species shall be eradicated from the site.
6) Prior to issuance of a vegetation removal permit or exemption, updated listed species
surveys as required per state and federal protocols, including but not limited to gopher
tortoises and Audubon's crested caracara shall be provided.

C. The approvals and authorizations granted by this Resolution shall expire on September 15.
2022 unless a building permit is secured or a site plan extension is granted in accordance
with Section 11.02.06(B)(2), St. Lucie County Land Development Code.
D. The developer is advised as part of this Major Site Plan approval that the property owner(s),
developer, etc. including any successors in interest, shall obtain all applicable development
permits and construction authorizations from the appropriate State and Federal and local
regulatory agencies including, but not limited to, the United States Army Corps of Engineers,
the Florida Department of Environmental Protection, Florida Department of Transportation,
South Florida Water Management District, and the St. Lucie County Environmental
Resources, Public Works, and Building Departments prior to the commencement of any
development activities on the property described in Part A. Issuance of this permit by the
County does not in any way create any rights on the part of the developer to obtain a permit
from a state or federal agency and does not create any liability on the part of the County for
issuance of this permit if the developer fails to obtain requisite approvals or fulfill the
obligations imposed by a state or federal agency or undertake actions that may result in a
violation of state or federal law.
E. The conditions set forth in Part"B" are an integral non-severable part of the site plan approval
granted by this Resolution. If any condition set forth in Part "B" is determined to be invalid or
unenforceable for any reason and the developer declines to comply voluntarily with that
condition, the site plan approval granted by this resolution shall become null and void.
F. A Certificate of Capacity, a copy of which is attached hereto as Exhibit "B" and made a part
hereof the Resolution, was granted by the Planning & Development Services Department
Director on September 3, 2020.
G. A recorded copy of this Resolution shall be attached to the site plan drawings described in
Part "B", which plan shall be placed on file with the St. Lucie County Planning & Development
Services Department Director.
H. This Order shall become effective upon the date indicated below. An appeal of the Board of
County Commissioners' action may be processed within thirty (30) days in accordance with
Section 11.11.02.F, of the St. Lucie County Land Development Code.
I. This Resolution shall be recorded in the Public Records.
