HomeMy WebLinkAbout20-287RESOLUTION NO.20-287 A RESOLUTION DIRECTING THE PUBLIC WORKS DEPARTMENT TO IMPLEMENT THE ORANGE AVENUE MAINTENANCE IMPROVEMENT PROJECT WHEREAS, the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. Orange Avenue is a 17-mile paved roadway from North Kings Highway to the Okeechobee County line. The County's Public Works Department is working to implement a maintenance improvement project to replace existing guardrail on Orange Avenue (the "Project"); and 2. The project limits extend from Rim Ditch Road to the Okeechobee County line, a distance of approximately 7.5 miles. The County desires to improve Orange Avenue by replacing 7.5 miles of existing guardrail; and 3. The existing guardrail is damaged and installed at an elevation and distance from the roadway that does not meet the current design standards of the Florida Department of Transportation; and 4. There are several physical conditions that are unique to Orange Avenue that create a difficulty with replacement of the guardrail: a. There is a vey deep canal adjacent to the north side of Orange Avenue along its entire length. b. There is significant change in ground elevation between the roadway and canal. c. Due to the change in elevation, replacement of the existing guardrail at the correct elevation is feasible 6 feet from the roadway. d. Guardrail should be replaced between the canal and the roadway at the proper elevation to improve safety but may not provide increased shoulder widths. 5. The existing guardrail conditions do not meet current design standards; and 6. Implementing the project will improve the existing conditions and make Orange Avenue safer for the traveling public; and 7. The decision to implement the Project is a planning level decision initiated by the Board of County Commissioners and is intended to make Orange Avenue safer for the traveling public. NOW, THEREFORE, be it resolved by the Board of County Commissioners of St. Lucie County, Florida: 1. Based on the findings set out above, the Public Works Department is directed to implement the Project. 2. This resolution shall take effect upon adoption.
