AN ORDER GRANTING A STATUTORY EXTENSION PROVIDED BY
SECTION 252.363 FLORIDA STATUTES TO THE APPROVED MINOR
ADJUSTMENT TO THE PLANNED UNIT DEVELOPMENT SITE PLAN FOR
SAVANNA CLUB ON-SITE SALES AND LEASING OFFICE
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed
the request for an extension timely submitted by Dean, Mean, Minton &Zwemer, on behalf of
Savanna Eagle's Retreat LLC., and has made the following determinations:
1. On April 6, 2016, the PDS Director approved PDS Order 16-018 Minor Adjustment to
the Final Planned Unit Development (PUD) Site Plan for the construction of a 1,760
square foot sales and leasing office. The subject 0.29 acre property is zoned PUD
(Planned Unit Development) and is located at 3412-3416 Crabapple Drive.
2. On March 9, 2020, the Governor issued Executive Order 20-52 for 60 days due to the
threat of COVID-19 to the State of Florida. The Governor further extended this Order
through Executive Order 20-114 on May 8, 2020, Executive Order 20-166 on July 7,
2020, Executive Order 20-213 on September 4, 2020, and Executive Order 20-276 on
November 3, 2020, due to the ongoing COVID-19 pandemic.
3. On July 31, 2020, the Governor issued Executive Order 20-181 for a period of 60 days
due to the threat of Hurricane Isaias. On August 11, 2020, Executive Order 20-181
was terminated by Executive Order 20-195 due to the storm no longer posing a threat
to the State of Florida.
4. Section 252.363 Florida Statutes provides that any local government issued
development order or permit may be extended from the period remaining for the
duration of the emergency declaration plus six (6) months.
5. Section 252.363 Florida Statutes requires that a specific written notice be filed with the
issuing authority within ninety (90) days after the termination of the declaration of
emergency. The applicant applied for this extension on October 20, 2020.
6. Planning Staff performed an analysis of the project and determined that the extension
is consistent with all the original St. Lucie County Development Orders granting
extensions depicted on the attached Exhibit A. Further analysis is found in the
memorandum titled Savanna Club On-Site Sales & Leasing Office Executive Order,
dated December 21, 2020.

NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director
of St. Lucie County, Florida:
A. Pursuant to Section 252.363 Florida Statutes of the State of Emergency Act the approval
for the project known as Savanna Club On-Site Sales & Leasing Office has been found to
be eligible for a statutory extension. The approval granted under PDS Order No. 2020-
002 is extended from its last scheduled date of expiration; December 23, 2020, and now
shall expire October 19, 2022, for the property described in Part B, is hereby approved
with the following conditions:
1. The hours of operation for the sales and leasing office shall be 8:00 a.m. to
5:00 p.m., Monday through Saturday.
2. All real estate transactions at the sales and leasing office shall consist of
properties within the Savanna Club PUD. No exterior real estate sale
transaction shall be permitted.
3. There shall be no outdoor storage of equipment or materials on the property,
with the exception of garbage and recycling receptacles during pick-up day(s).
4. All exterior lighting shall consist of wall mounted fixtures only. Footcandle
readings shall not exceed 0.01 foot candle readings at all property lines.
5. The exterior signage shall consist of one (1) monument (ground) sign as
depicted on the site plan. No other exterior signs shall be installed on the
property.
6. The sales and leasing office building shall be constructed with similar design
of the existing single family residences in the community, utilizing comparable
exterior materials and colors.
7. Prior to the issuance of a Certificate of Occupancy, a bike rack shall be installed
on the subject property, between the building and the 8-foot wide sidewalk.
8. The issuance of a County development permit does not in any way create any
rights on the part of the applicant to obtain a permit from a state or federal
agency and does not create any liability on the part of the County if the
applicant fails to obtain requisite approvals or fulfill the obligations imposed by
a state or federal agency or undertakes actions that result in a violation of state
or federal law.
9. All other applicable state or federal permits must be obtained before
commencement of the development.
B. The property on which this development order extension is being granted is described
as follows:

57, PAGE 39 OF THE PUBLIC RECORDS OF ST. LUCIE COUNTY, FLORIDA.

C. The approval granted by this administrative order shall expire on October 19, 2022,
unless building permits are issued or an extension is granted in accordance with the
provisions of Section 11.02.06 of the St. Lucie County Land Development Code.
D. The Certificate of Capacity granted by the Planning and Development Services
Director shall be valid for the period of this Development Order. If this order expires
or otherwise terminates, the Certificate of Capacity shall automatically terminate.
E. The conditions set forth in Part A are an integral non-severable part of the site plan
approval as granted by this administrative extension. If any condition set forth in this
order is determined to be invalid or unenforceable for any reason and the developer
declines to comply voluntarily with that condition, the site plan approval granted by this
order shall become null and void.
F. A copy of this extension shall be placed on file with the St. Lucie County Planning and
Development Services Director.
G. This order shall be recorded in the Public Records of St. Lucie County.
