(Code 1982, § 1-15-29; Ord. No. 00-15, pt. B, 9-19-2000) Sec. 32-101. Equestrian activities; use of saddle animals. (a) Preserves open to equestrian activities and the use of saddle animals shall be specified in the management plan. (b) Where authorized, the use of horses and other saddle animals shall be permitted on all designated roads, firebreaks and trails within preserves, unless otherwise specified in the management plan. (c) The use of horses and other saddle animals on designated hiking trails is prohibited. (Code 1982, § 1-15-30; Ord. No. 00-15, pt. B, 9-19-2000) Sec. 32-102. Clothing optional activities at designated leased beaches. (a) For the purposes of this section, the term "clothing optional activities" is defined as allowing nudity in a non -sexual, family -oriented context, in addition to the wearing of clothing. (b) Beaches designated as clothing optional shall be specified in the management plan. (c) Where authorized on leased beaches, clothing optional activities shall be permitted only within designated areas. (d) Use of any leased beaches for clothing optional activities that are not authorized for clothing optional is prohibited. (e) County staff shall post informative signs at appropriate locations notifying the general public of the clothing optional designation. (Ord. No. 20-010, pt. A, 6-2-2020) Secs. 32-103-32-130. Reserved. ARTICLE V. AIRPORT WEST COMMERCE PARK LEASING STANDARDS AND PROCEDURES Sec. 32-131. Purpose. The purpose of developing the Airport West Commerce Park is to generate revenue for the county international airport in accordance with Federal Aviation Administration and state department of transportation grant assurances by providing economic development opportuni- ties for companies interested in locating in the county. (Code 1982, § 1-16.2-7; Ord. No. 09-028, pt. A, 10-6-2009) 8upp. No. 17 CD32:17 § 32-132 ST. LUCIE COUNTY CODE Sec. 32-132. Competition and qualification standards. In order to expand economic development at the Airport West Commerce Park, the board of county commissioners may either bid and award leases on a competitive sealed bid or proposal basis; or determine to waive the process of obtaining competitive sealed bids or proposals and award a lease to a company that is a targeted industry meeting the criteria set forth in section 24-1(d)(2) and(d)(2) that will, in the opinion of the board, significantly enhance economic activity in the county. (Code 1982, § 1-16.2-8; Ord. No. 09-028, pt. A, 10-6-2009) Sec. 32-133. Bid/proposal waiver procedure. In the event the board determines to consider waiving the competitive bid or proposal process, the board shall: (1) Publish a notice in a newspaper of general circulation in the county at least ten days before the board's regular meeting at which the bid or proposal waiver will be considered. The notice shall identify the nature of the proposed bid or proposal waiver and shall identify the county office where copies of the draft resolution providing for the bid or proposal waiver may be reviewed or obtained. The notice shall also provide the time and manner for persons making objections in writing or otherwise. (2) Consider the proposed waiver as a regular (non -consent) agenda item at a regularly scheduled board meeting. Although the item is not a public hearing, interested members of the public may comment on the item during general public comment or at the time the item is presented. (3) Adopt a resolution specifying the basis for the competitive bid waiver in the event the board determines to grant the waiver. (Code 1982, § 1-16.2-9; Ord. No. 09-028, pt. A, 10-6-2009) Sec. 32-134. Information on available county property. Information on property that is available for lease at the Airport West Commerce Park may be obtained from the county's airport manager. (Code 1982, § 1-16.2-10; Ord. No. 09-028, pt. A, 10-6-2009) Sec. 32-135. Negotiation procedures. The county administrator or designee shall negotiate all leases at the Airport West Commerce Park and shall develop appropriate negotiation procedures. (Code 1982, § 1-16.2-11; Ord. No. 09-028, pt. A, 10-6-2009) Supp. No. 17 CD32:18 PUBLIC PROPERTY § 32-143 Sec. 32-136. Consistency with comprehensive plan and land development regula- tions. If the board determines to sell the Chuck's Seafood property or the fire station property, if after acquired, in the future the purpose of the sale would be to generate revenue for economic development. (2) Provide the existing tenant with a right of first refusal in the request for bids/proposals that would allow the existing tenant the right to match the highest and best bid or proposal that is acceptable to the county. To exercise this right of first refusal the current tenant must notify the county of the tenant's decision to exercise the within 15 days from the date that the county provided the tenant with notice of the propose bid/proposal award.
