AN ORDER OF THE ST. LUCIE COUNTY ADMINISTRATOR
REGARDING
RETAINING ST. LUCIE COUNTY HEALTH ACCESS NETWORK
DBA HANDS OF ST. LUCIE COUNTY
TO PROVIDE VACCINE ADMINISTRATION SERVICES
WHEREAS,the St. Lucie County Administrator has made the following determinations:
1. Novel Coronavirus Disease 2019 ("COVID-19") is a severe acute respiratory illness
that can spread among humans through respiratory transmission and presents with symptoms
similar to those of influenza;
2. The World Health Organization previously declared COVID-19 a Public Health
Emergency of International Concern;
3. On March 9, 2020, the Governor of the State of Florida issued Executive Order
Number 20-52 declaring that a state of emergency exists in the State of Florida as a result of the
spread of the COVID-19 virus and imminent threat to the health and welfare of the citizens of
Florida;
4. On March 17, 2020, the St. Lucie County ("County") Public Safety Director declared
a State of Local Emergency COVID-19 Public Health Emergency which State of Emergency has been
extended through December 27, 2020 ("St. Lucie County Declaration of Emergency");
5. In an effort to prevent the occurrence of and combat the spread of COVID-19 the
Federal Government has allocated a certain amount of doses of the COVID-19 vaccine to the State
of Florida for immediate distribution;
a 6. The State of Florida has distributed a portion of the state's COVID-19 vaccines to
the Florida Department of Health;
7. The Florida Department of Health allocates a portion of those COVID-19 to the
County for immediate distribution to the general public;
8. The County operates large-scale COVID-19 vaccine sites at various locations

9. The County recognizes an immediate need for a smaller mobile COVID-19 vaccine
distribution unit which can provide vaccinations to underprivileged communities that may not
have the ability to travel to the larger COVID-19 vaccination sites;
10. St. Lucie County Health Access Network, dba HANDS of St. Lucie County, is an
approved provider that is authorized to administer COVID-19 vaccines;
11. HANDS of St. Lucie County provides primary healthcare services and access to a
continuum of healthcare to qualified, low-income, uninsured, adult residents of St. Lucie County;
12. The parties want to coordinate their collective efforts in providing greater public
access to COVID-19 vaccinations for underprivileged residents;
13. Time is a factor as the vaccines must be distributed as soon as possible to address
the imminent threat to life, public health and safety, and to prevent the occurrence of and combat
the spread of COVID-19; and
14. The County Administrator is authorized to initiate and take such actions, to
respond to such an imminent public health threat.
NOW, THEREFORE, BE IT ORDERED AS FOLLOWS:
1. The determinations, orders, and declarations identified above are incorporated
herein.
2. The County shall contract with HANDS of St. Lucie County as outlined in Exhibit "A"
to provide vaccine administration services on an emergency basis. The County
Administrator or designee is authorized to sign the contract.
Severability.
Any provision(s) within this Order that conflict(s) with any State or Federal law or constitutional
provision, or conflict(s) with or are superseded by a current or subsequently-issued Executive Order
of the Governor or the President of the United States, shall be deemed inapplicable and deemed to
be severed from this Order, with the remainder of the Order remaining intact and in full force and
effect.

This Order is effective as of �.' �C �a..on day of ��1��J4�-Y .- , 2021. This Order
will expire upon the expiration of the existing State of Local Emergency, as same may be extended
by subsequent order or declaration, unless earlier terminated by subsequent Order.

Prior resolutions and emergency orders remain in force and effect unless modified or superseded.
This Order shalt be filed in the Office of the Clerk of the Circuit Court.
