ST. LUCIE COUNTY, FLORIDA
RESOLUTION NO.2020-002
A RESOLUTION MODIFYING REVISED GUIDELINES AND
PROCEDURES FOR THE ISSUANCE OF MULTI -FAMILY
REVENUE BONDS IN ST. LUCIE COUNTY AS ADOPTED BY
RESOLUTION NO.08-004, PROVIDING AN EFFECTIVE DATE
WHEREAS, the Housing Finance Authority pursuant to Resolution No. 08-004 made
determinations regarding guidelines and procedures it will follow in approving multi -family
housing revenue bonds; and
WHEREAS, subsequent to the adoption of such guidelines and procedures, various
federal tax laws and rules have changed the requirements for the issuance of tax-exempt multi-
family housing revenue bonds, and the Housing Finance Authority desires to update its
guidelines and procedures to conform to current Federal law and regulations,
NOW THEREFORE, BE IT RESOLVED by the St. Lucie County Housing finance
Authority:
A. The St. Lucie County Housing Finance Authority Revised Guidelines and Procedures
for the Issuance of Multi -Family Tax Exempt Bonds were adopted by Resolution No.
08-004.
B. The section of such Guidelines and Procedures regarding TEFRA Hearings is hereby
amended to read as follows:
TEFRA Hearings
A TEFRA Public Hearing must be scheduled and noticed in accordance with
Federal Law. Prior to such hearing, the SLCHFA must receive the following
(which information is also required in this Application process):
1. Development Name and Address
2. Site Plan
3. Market/Feasibility Study
4. Information on the Developer
5. Evidence of Ownership or Site Control
6. Renderings of the Project Development
7. Ability to Proceed
8. Evidence of Zoning, Permitting, Utilities and Concurrency
This hearing will be held by or on behalf of the SLCHFA and after the hearing, the
bonds must be approved by the Board of County Commissioners, St. Lucie
County, Florida.
C. This Resolution shall be effective on the date of adoption and applicable to all TEFRA
hearings occurring on and after the date of adoption.
