AN ORDER GRANTING A MINOR ADJUSTMENT TO THE EXISTING
TREASURE COAST INTERNATIONAL AIRPORT CONDITIONAL USE AND
A MINOR ADJUSTMENT TO THE MAJOR SITE PLAN FOR THE PROJECT
KNOWN AS AVIATION MANAGEMENT & REPAIRS FOR PROPERTY
LOCATED IN ST. LUCIE COUNTY, FLORIDA
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
request for a Minor Adjustment to the Conditional Use and Minor Adjustment to the Major Site Plan
for the project known as Aviation Management & Repair, the comments of the Development
Review Committee, and has made the following determinations:
1. Velcon Engineering &Surveying submitted a Minor Adjustment to the Conditional Use and
a Minor Adjustment to the Major Site Plan, on behalf of Aviation Management & Repairs,
Inc., for an Aviation Maintenance, Repair, and Overhaul (MRO) facility, for the project
known as Aviation Maintenance, Repairs. The proposed adjustment seeks to maintain the
previously approved 52,800 square foot one-story hangar (58-feet in height) and reduce
the approved two-story office building to one-story, while maintaining the 9,600 square foot
gross floor area in the U (Utilities)Zoning District for the property located at 4510 Tailwinds
Drive, as legally described in Part "B", and depicted on the attached map as Exhibit "A".
2. Pursuant to Section 3.3.118(7) of the St. Lucie County Zoning Ordinance, effective July 1,
1984, and Section 3.01.03(W)(7)(a) of the St. Lucie County Land Development Code,
effective August 1, 1990, the Treasure Coast International Airport (FKA St. Lucie County
International Airport) is an existing Conditional Use.
3. On October 1, 2019, The Board of County Commissioners granted a Major Adjustment to
the existing Conditional Use and a Major Site Plan for the development of an Aviation
Maintenance, Repairs, and Overhaul (MRO) hangar within the Treasure Coast
International Airport (FKA St. Lucie County International Airport), for a 62,400 square foot
MRO facility, which encompassed a 52,800 square foot hangar(58-feet in height), a 9,600
square foot two-story office building, and support site improvements
4. The Development Review Committee reviewed the proposed site plan for the project and
found it meets the technical requirements of the St. Lucie County Land Development Code
and has satisfied the standards of review set forth in Section 11.07.03 - Standards for
Review of Conditional Use Permits, and Section 11.02.07- Standards for Site Plan Review,
of the St. Lucie County Land Development Code.
5. The Planning and Development Services Department has performed a detailed analysis of
the project and determined the Site Plan and Conditional Use Adjustments are consistent
with the St. Lucie County Land Development Code and Comprehensive Plan. The analysis
can be found in the Planning and Development Services Department memorandum titled
Aviation Management & Repairs — Minor Adjustment to the Conditional Use (CUMn-

2202125960) and Minor Adjustment to the Major Site Plan (SPM17-2202125959), dated
May 24, 2021.
6. The proposed project will not have an undue adverse effect on adjacent property, the
character of the neighborhood, traffic conditions. parking, utility facilities, or other matters
affecting the public health, safety, and general welfare.
7. All reasonable steps have been taken to minimize any adverse effects of the proposed
project on the immediate vicinity through building design, site design, landscaping, and
screening.
NOW, THEREFORE, BE IT ORDERED BY THE PLANNING AND DEVELOPMENT SERVICES
DIRECTOR OF ST. LUCIE COUNTY, FLORIDA:
A. Pursuant to Sections 11.07.05(E)(2)(a) and 11.02.04(C) of the St. Lucie County Land
Development Code, the Minor Adjustment to the Conditional Use and Minor Adjustment to the
Major Site Plan is hereby approved for the project known as Aviation Management & Repairs,
as shown on the Site Plan drawings prepared by Velcon Engineering & Surveying LLC, dated
December 14, 2017,. revised through March 28, 2021, and date stamped received by the St.
Lucie County Planning and Development Services on March 30, 2021, subject to the following
conditions:
Prior to the issuance of a building permit, the applicant shall provide a Developer
Agreement with the St. Lucie County Utilities Department for the reservation of capacity for
water and wastewater services.
2. Prior to the issuance of a Building Permit, the applicant shall provide an updated survey.
3. Prior to issuance of a Certificate of Occupancy all Category I listed invasive species shall
be eradicated from the site.
4. Prior to issuance of a Vegetation Removal Permit or Exemption, the applicant shall provide
a gopher tortoise survey for the proposed development area.
B. The property on which this Minor Adjustment to the Conditional Use is being granted is
described as follows:

C. The Minor Adjustment to the Conditional Use for Aviation Management & Repairs shall
expire within twelve (12) months of the effective date of this Order, unless a building permit
or Certificate of Zoning Compliance is issued, or an extension is granted in accordance
with Land Development Code Section 11.07.05(1).
D. The Minor Adjustment to the Major Site Plan for Aviation Management & Repairs shall
expire within twenty-four (24) months of the effective date of this Order, unless a building
permit or Certificate of Zoning Compliance is issued, or an extension is granted in
accordance with Land Development Code Section 11.02.06(A)(1).
E. The developer is advised as part of this Minor Adjustment approval for Aviation
Management & Repairs, including any successors in interest, the developer shall obtain all
applicable development permits and construction authorizations from the appropriate State
and Federal and local regulatory agencies including, but not limited to, the United States
Army Corps of Engineers, the Florida Department of Environmental Protection, and South
Florida Water Management District, and the St. Lucie County Environmental Resources
Public Works and Building Departments prior to the commencement of any development
activities on the property described in Part "B". Issuance of this approval by the County
does not in any way create any rights on the part of the developer to obtain a permit from a
State or Federal agency and does not create any liability on the part of the County for
issuance of this permit if the developer fails to obtain requisite approvals or fulfill the

obligations imposed by a State or Federal agency or undertake actions that may result in a
violation of State or Federal law.
F. A copy of this Order shall be attached to the Site Plan drawings described in Part "A",
which then shall be placed on file with the St. Lucie County Planning and Development
Services Department and mailed to the developer and agent of record as identified on the
Conditional Use and Site Plan Adjustment applications.
G. The conditions set forth in Part "A" are an integral non -severable part of the Conditional
Use and Site Plan approval granted by this Order. If any condition set forth in Section "A" is
determined to be invalid or unenforceable for any reason and the developer declines to
comply voluntarily with that condition, the Conditional Use Adjustment and Site Plan
Adjustment approval granted by this Order shall become null and void.
H. Pursuant to LDC Section 5.03.04(B)(1), A copy of the Certificate of Capacity Exemption is
attached hereto as Exhibit "B' and made a part hereof the Order and was granted by the
Planning and Development Services Department Director. which shall remain valid for the
period of this approval.
I. This Order shall be recorded in the Public Records of St. Lucie County.
