LUCIE COUNTY, FLORIDA WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the request to allow a subset of SIC Code (3272), manufacturing of artisan ultra -high -strength concrete products, as a permitted use request within the Industrial Light, IL zoning district for property located in the Airport East Industrial Park, Fort Pierce, FL, and made the following determinations: On August 1, 1990, the Board of County Commissioners of St. Lucie County, Florida, adopted the St. Lucie County Land Development Code and has adopted amendments to the Land Development Code through certain ordinances. 2. On May 15, 2012, the Board of County Commissioners of St. Lucie County, Florida, adopted Ordinance 12-003 granting the Planning and Development Services Director the authority to make the determination after full analysis of all potential impacts that a proposed use is in compliance with the provisions of the Land Development Code and the St. Lucie County Comprehensive Plan. 3. The determination to allow a subset of SIC Code (3272), manufacturing of consumer concrete products, as a permitted use within the Industrial Light, IL zoning district, is provisioned upon the following baseline operational requirements: a) The property on which the product manufacturing activity is to take place shall beat least forty-three thousand five hundred sixty (43,560) square feet (1 acre) and no more than one -hundred, eight thousand and nine hundred (108,900) square feet (2.5 acres) in total area. b) The structure(s) for which the product manufacturing activity is to take place shall be no greater than ten (10) thousand square feet in total area. c) All outside storage of materials shall be screened by an opaque fence or wall and landscaped to buffer any such storage from view of the right of way and adjacent properties. d) The operation demonstrates a method of delivery and transfer of aggregates (sand/rock) to the site, and into the structure that minimizes dropping, discharge, or other unreasonable transfer of dust on roadways, adjacent properties, and on -site. (i.e. delivery truck which contain materials via covering or enclosure and facility design such as roll up doors, industrial type vestibule, etc.). The determination to allow manufacturing of artisan ultra -high -strength concrete products, with operational criteria, as a permitted use, is consistent with the general purpose, goals, and objectives of the St. Lucie County Comprehensive Plan, the Land Development Code and Ordinance 12-003, is in the best interest of the health, safety and public welfare of the citizens of St. Lucie County, Florida. NOW, THEREFORE, BE IT ORDERED BY THE PLANNING AND DEVELOPMENT SERVICES DIRECTOR OF ST. LUCIE COUNTY: Has determined the manufacturing of artisan ultra -high -strength concrete products, related to SIC Code (3272), subject to integration of the baseline operational requirements identified in the staff report entitled Artisan Ultra -High -Performance Concrete Manufacturing in the IL (Industrial Light) Zoning District as a Permitted Use in the Airport East Industrial Park, Fort Pierce, FL and dated September 28, 2021, as a permitted use in the Airport East Industrial Park due to the similarity of external impacts of the applicant's business practices and the industrial uses existing in the Airport East Industrial Park. This is a site -specific and applicant -specific use determination and does not apply to all Precast Concrete manufacturers or all Industrial Light (IL) zoned properties in general. PART A. SEVERABILITY If this Order or any provision thereof shall be held to be inapplicable to any person, property, or circumstances, such holding shall not affect its applicability to any other person, property, or circumstances. PART B. APPLICABILITY OF ORDINANCE This Order shall only constitute determination manufacturing of consumer concrete products, a subset of SIC Code (3272), as an eligible permitted use and be applicable in the IL, Industrial Light zoning district for property located at 2701 Industrial 3 Avenue, Fort Pierce, of the unincorporated area of St. Lucie County.
