AN ORDER GRANTING A USE DETERMINATION OF A WOOD COATING
AND TREATING OPERATION AS A PERMITTED USE WITHIN THE IL
(INDUSTRIAL LIGHT) ZONING DISTRICT FOR CERTAIN PROPERTY
LOCATED IN KINGS HIGHWAY INDUSTRIAL PARK SITUATED IN ST.
LUCIE COUNTY, FLORIDA
WHEREAS, the St. Lucie County Planning and Development Services Director has reviewed the
request to allow a subset of SIC Code 347, to include wood coating and treating, as a permitted
use request within the Industrial Light, IL zoning district for property located in the Kings Highway
Industrial Park, Fort Pierce, FL, and made the following determinations:
1. On August 1, 1990, the Board of County Commissioners of St. Lucie County, Florida,
adopted the St. Lucie County Land Development Code and has adopted amendments to
the Land Development Code through certain ordinances.
2. On May 15, 2012, the Board of County Commissioners of St. Lucie County, Florida,
adopted Ordinance 12-003 granting the Planning and Development Services Director the
authority to make the determination after full analysis of all potential impacts that a
proposed use is in compliance with the provisions of the Land Development Code and the
St. Lucie County Comprehensive Plan.
3. The determination to allow a subset of SIC Code 347, for a coating process to apply an
environmentally clean chemical mixture on to lumber and plywood, as a permitted use
within the Industrial Light, IL zoning district, is provisioned upon the following baseline
operational requirements:
a) The property on which the product manufacturing activity is to take place shall be at
least forty-three thousand five hundred sixty (43,560) square feet (1 acre) and no
more than one-hundred, eight thousand and nine hundred (108,900) square feet
(2.5 acres) in total area.

b) Prior to site plan approval, the applicant shall identify a means to prevent any
coating product that unintentionally comes into contact with the ground from
entering the stormwater conveyance system(s).
4. The determination to allow wood coating and treating,with operational criteria,as a permitted
use, is consistent with the general purpose, goals, and objectives of the St. Lucie County
Comprehensive Plan, the Land Development Code and Ordinance 12-003, is in the best
interest of the health, safety and public welfare of the citizens of St. Lucie County, Florida.
NOW, THEREFORE, BE IT ORDERED BY THE PLANNING AND DEVELOPMENT SERVICES

Has determined the coating process to apply an environmentally clean chemical mixture onto
lumber and plywood, related to SIC Code (347), subject to integration of the baseline operational
requirements identified in the staff report entitled ChemTech in the IL (Industrial Light) Zoning
District as a Permitted Use in the Kings Highway Industrial Park, Fort Pierce, FL and dated
November 18, 2021, as a permitted use in the Kings Highway Industrial Park due to the similarity of
external impacts of the applicant's business practices and the industrial uses existing in the Kings
Highway Industrial Park. This is a site-specific and applicant-specific use determination and does
not apply to all Wood Coating and Treating manufacturers or all Industrial Light (IL) zoned
properties in general.
PART A. SEVERABILITY
If this Order or any provision thereof shall be held to be inapplicable to any person, property, or
circumstances, such holding shall not affect its applicability to any other person, property, or
circumstances.
PART B. APPLICABILITY OF ORDINANCE
This Order shall only constitute determination for the coating process to apply an environmentally
clean chemical mixture on to lumber and plywood, a subset of SIC Code (347), as an eligible
permitted use and be applicable in the IL, Industrial Light zoning district for property located at 7397
Commercial Circle, Fort Pierce, of the unincorporated area of St. Lucie County.
PART C. FILING WITH THE CLERK OF COURT
This order shall be recorded in the Public Records of St. Lucie County.
