HomeMy WebLinkAbout21-423 RESOLUTION NO. 2021-423 A RESOLUTION DIRECTING THE ST. LUCIE COUNTY PUBLIC WORKS DEPARTMENT TO IMPLEMENT A MIDWAY ROAD IMPROVEMENT PROJECT WHEREAS,the Board of County Commissioners of St. Lucie County, Florida, has made the following determinations: 1. Midway Road is a 12-mile paved roadway from S. Indian River Drive to Okeechobee Road (SR 70). The County's Public Works Department is working to implement an improvement project to resurface the road, install guardrail, and improve public safety (the "Project"). The project limits extend from FDOT 1-95 ROW to FDOT Okeechobee Road (SR 70) ROW, a distance of approximately 4.5 miles. 2. The County desires to improve public safety by installing 1.5 miles of guardrail on the north side of Midway Road from Shinn Road to McCarty Road; and 3. The County desires to resurface Midway Road, and: a. Install a safety edge on both sides of the road. b. Install new line striping and reflective pavement markings. c. Install an asphalt weed control barrier to help control erosion around the guardrail and canal bank to the extent practical. 4. There are several physical conditions that are unique to the project that create a difficulty with placement of the guardrail: a. There is a very deep canal adjacent to the north side of Midway Road from Shinn Road to McCarty Road. b. Guardrail should be placed between the canal and the roadway at the proper elevation to improve safety, but may not provide increased shoulder widths or meet offset distances from the road and canal. 5. The existing road conditions do not meet current design standards; and 6. Implementing the Project will improve the existing conditions and make Midway Road safer for the traveling public; and 7. The decision to implement the Project is a planning level decision initiated by the Board of County Commissioners and is intended to make Midway Road safer for the traveling public. NOW, THEREFORE, Be it Resolved by the Board of County Commissioners of St. Lucie County, Florida: 1. The Findings set out above are approved. 2. Based on the findings set out above, the Public Works Department is directed to implement the Project. 3. This resolution shall take effect upon adoption.
