HomeMy WebLinkAboutPDS-22-002 - Maverick Boats - 4551 St. Lucie Blvd. PDS 2022-002 File No. SPMn-5202126037 AN ORDER GRANTING APPROVAL FOR A MINOR ADJUSTMENT TO MAJOR SITE PLAN TO BE KNOWN AS MAVERICK BOATS FOR A PROPERTY LOCATED AT 4551 ST. LUCIE BOULEVARD, FORT PIERCE, FL WHEREAS, the St. Lucie County Planning and Development-Services Director has reviewed the application for Minor Adjustment to a Major Site Plan submitted by KMA Engineering & Surveying, LLC, on behalf of Maverick Boat Group Inc, and the comments made by the St. Lucie County Development Review Committee on this application and has made the following determinations: 1. KMA Engineering &Surveying, LLC filed an application on behalf of Maverick Boat Group Inc. for a Minor Adjustment to the Major Site Plan known as Maverick Boat Company, to expand the manufacturing facility to provide a 17,188 ft2 internal mezzanine within the 106,250 ft2 future expansion (under construction), enclose 6,000 ft2 of the rear covered overhang for storage, provide truck wells for off-street loading and associated 1,500 ft2 covered canopy for the east loading dock and a 480 ft2 electrical building. 2. On May 16, 2017, the Board of County Commissioners approved Resolution 2017-112, granting Major Site Plan approval for the construction of a 252,500 ft2(280,400 ft2 inclusive of covered areas) boat manufacturing facility to be constructed in four (4) phases on approximately 36.33-acres of land as described in Part B within the IL (Industrial, Light) pp Y 9 ) Zoning District, located at 4551 St. Lucie Boulevard. - 3. On September 24, 2018, the Planning and Development Services Director granted o�,�,a approval of PDS Order 18-056 for a Minor Adjustment to the Major Site Plan to amend the mx,Fa- m Z parking configuration and access driveways to loading areas, reduce surplus (non- 6$t E required) parking spaces, and correct minor errors within the site area data table. zponm "�,30 4. On August 14, 2020, the Planningand Development Services Directorgranted approval oo3 9 p pP N D z F of PDS Order 2020-052 for a Minor Adjustment to the Major Site Plan to amend the parking II m N z lot configuration for the existing boat manufacturing facility and phased build-out. This N N m parking lot modification, titled Phase 1 B, seeks to shift 130 parking spaces within a new N subphase, Phase 1 B, providing 282 total parking spaces within Phase 1, with 378 parking o o spaces provided at build-out. - 5. The St. Lucie County Development Review Committee has reviewed the proposed Minor SI 0 Adjustment to the Major Site Plan and found it to meet the technical requirements of the m St. Lucie County Land Development Code, and to be consistent with the St. Lucie County g Comprehensive Plan, and to have satisfied the standards of review set forth in Section 11.02.07, Standards for Site Plan Review, subject to the conditions set forth in Part "A" of this Order. 6. The proposed project will not have an undue adverse effect on adjacent property, the character of the neighborhood, traffic conditions, parking, utility facilities, or other matters affecting the public health, safety, and general welfare. 7. All reasonable steps have been taken to minimize any adverse effect of the proposed Page 1 PDS Order No. 2022-002 File No.: SPMn- 5202126037 • project on the immediate vicinity through building design, site design, landscaping, and screening. 8. The proposed project will be constructed, arranged, and operated so as not to interfere with the development and use of neighboring property, in accordance with applicable district regulations. 9. The proposed project is served by Fort Pierce Utilities Authority (FPUA)for water services and on-site septic for wastewater services. 10. Planning Staff has performed a detailed analysis of the project and determined it to be consistent with Sections 11.02.04(C) and 11.02.07, Standards for Site Plan Review of the St. Lucie County Land Development Code, and generally consistent the exception to the conditions outlined below. The analysis is found in the Staff Report for the Maverick Boats Master Site Plan - Minor Adjustment to the Major Site Plan (SPMn-5202126037), dated January 10, 2022. NOW, THEREFORE, BE IT ORDERED: A. Pursuant to Section 11.02.04 of the St. Lucie County Land Development Code, the Minor Adjustment to the Maverick Boats Major Site Plan is hereby approved as shown on the site plan drawings prepared by KMA Engineering & Surveying, LLC, dated July 19, 2021, and date stamped received by the St. Lucie County Planning and Development Services Department on December 16, 2021, as depicted in Exhibit "A" subject to the following conditions: Planning and Development Service Department, Planning Division (Maintained Conditions): 1. Prior to a Certificate of Occupancy for Phase II development as depicted on the Site Plan, the applicant shall install the ingress turn lanes (an eastbound right-turn lane and a westbound left-turn lane) within the right-of-way at the intersection of St. Lucie Boulevard and Hammond Road and modify the east driveway to provide exclusive left and right turn egress lanes in order to decrease the amount of internal queuing during the peak hours. 2. All boat manufacturing activities shall occur within an enclosed structure. Environmental Resources Department(Maintained Conditions): 3. Prior to issuance of a Certificate of Occupancy for this adjustment, all required landscaping installed outside of the subject property boundaries shall be relocated to within the subject property consistent with the LDC requirements. Public Works Department, Engineering Division: 4. Prior to the issuance of a Building Permit for Phase II improvements as depicted on the Site Plan, off-site construction (engineering) plans shall be submitted to the Water Quality Division for review and approval. B. The property on which this Minor Adjustment to Major Site Plan is being granted is described as follows: Page 2 PDS Order No. 2022-002 File No.: SPMn- 5202126037 LEGAL DESCRIPTION: The northwest 1/3 of the northeast 1/3 of Section 31, Township 34 South, Range 40 East, LESS the North 98 feet lying in St. Lucie County, Florida. PARCEL ID No.: 1431-120-0000-000-6 C. The approvals granted by this administrative Order shall expire twenty-four (24) months from the effective date, unless a Building Permit is obtained, or an extension is granted in accordance with the provisions of Section 11.02.06 of the St. Lucie County Land Development Code. D. The developer, including any successors in interest, is advised as part of this Minor Adjustment approval for the Maverick Boats Major Site Plan, all applicable development permits and construction authorizations shall be obtained from the appropriate State, Federal, and Local regulatory agencies including, but not limited to, the United States Army Corps of Engineers, the Florida Department of Environmental Protection, and South Florida Water Management District, and the St. Lucie County Environmental Resources, Public Works, and Building Departments prior to the commencement of any development activities on the property described in Part"B". Issuance of this permit by the County does not in any way create any rights on the part of the developer to obtain a permit from a State or Federal agency and does not create any liability on the part of the County for issuance of this permit if the developer fails to obtain requisite approvals or fulfill the obligations imposed by a State or Federal agency or undertake actions that may result in a violation of State or Federal law. E. This Order shall become effective upon the date of approval indicated below. Should the property owner, developer or authorized agent wish to appeal any condition described in Part "A" above, all such appeals must be filed in writing with the County Administrator within thirty (30) days of the rendering of this Order, as described in Section 11.02.04(B), St. Lucie County Land Development Code. Should an appeal to this Order be filed, no permitting reviews or further administrative action shall take place on the processing of this development project until the appeal is resolved. F. A copy of this Order shall be attached to the site plan drawings described in Part"A",which plan shall be placed on file with the St. Lucie County Planning and Development Services Department and mailed to the developer and agent of record as identified on the site plan application. G. The conditions set forth in Part "A" are an integral non-severable part of the site plan approval granted by this Order. If any condition set forth is Part "A" is determined to be invalid or unenforceable for any reason and the developer declines to comply voluntarily with that condition, the site plan approval granted by this order shall become null and void. H. A Certificate of Capacity, a copy of which is attached hereto as Exhibit "B" and made a part hereof the Order, was granted by the Planning and Development Services Department Director.
