AN ORDER APPROVING AN AFTER-THE-FACT LOT SPLIT FOR A
PROPERTY CONSISTING OF 586.048-ACRES BEING A PARCEL OF
LAND LYING IN A PORTION OF SECTIONS 19 AND 20, TOWNSHIP 37
SOUTH, RANGE 37 EAST, FOR FLORIDA POWER AND LIGHT
COMPANY
WHEREAS, the St. Lucie County Planning and Development Services Director has
reviewed the application for a Lot Split submitted by Culpepper & Terpening, Inc. on behalf
of Florida Power and Light Company (FPL), evaluated the comments of the St. Lucie County
Development Review Committee, and made the following determinations:
1. The Lot Split application is approved for the property consisting of 586.048-acres,
which holds a zoning designation of AG-5 (Agricultural - 5), located approximately 2
miles north of St. Lucie County south boundary line lying in a portion of Sections 19
and 20, Township 37 South, Range 37 East, and legally described as follows:
LEGAL DESCRIPTION (Subject Property):
A parcel of land lying in Section 19 and 20, Township 37 South, Range 37 East, St. Lucie
County, Florida. Being more particularly described as follows:
Beginning at the NW corner of said Section 19 bear S 89-36-06 E along the north line of
said Section 19 and 20, a distance of 6,643.06 feet to a point that is 1,260.0 feet east of the
NW corner of said Section 20, as measured along the north line of Section 20;
Thence bear S 00-29-08 W a distance of 3,190.0 feet;
Thence bear N 89-36-06 W parallel with the said north line of Section 19, through said
Section 20 and into Section 19, a distance 3,240.0 feet;
Thence bear S 00-29-08 W a distance of 1,280.0 feet;
Thence bear N 89-36-06 W distance of 3,396.11 feet to the intersection with the west line of
said Section 19;
Thence bear N 00-26-00 E along the west line of said Section 19 a distance of 1,815.75 feet
to the west 1/4 corner of said Section 19;
Thence bear N 00-15-20 E along the said west line of Section 19, a distance of 2,654.26
feet to the said NW corner of Section 19 and the POINT-OF-BEGINNING.

distance of 1,297.80 feet; thence North 64°28'39" West, a distance of 972.54 feet;
thence South 46°32'56" West, a distance of 480.70 feet to a point of curve to the right
having a radius of 373.57 feet and a central angle of 81°14'24"; thence Westerly along

2. The Development Review Committee has reviewed the lot split application for the
subject property and found it to meet the technical requirements of the St. Lucie
County Land Development Code and has satisfied the standards of review set forth in
Section 11.03.04(D) of the St. Lucie County Land Development Code.
3. Planning staff has provided an analysis of the eligibility for a one-time split of Parcel ID
4119-111-0001-000/5, pursuant to Section 11.03.04 of the St. Lucie County Land
Development Code. The analysis can be found in the memorandum dated January 18,
2022, entitled FPL Bluefield Solar Farm Lot Split-LS-8202126120.
NOW, THEREFORE, BE IT ORDERED by the Planning and Development Services Director
of St. Lucie County, Florida:
A. Pursuant to Section 11.03.04 of the St. Lucie County Land Development Code, the
FPL Bluefield Solar Farm Lot Split is hereby approved by the Planning and

Development Services Director as shown on the boundary survey prepared by William
D. Donley, dated January 7, 2021 (Exhibit B1) and Sketch and Legal Descriptions
prepared by Thomas P. Kiernan, dated April 15, 2021 (Exhibits B2), subject to the
following conditions:
1. Within ninety (90) days of Lot Split approval or prior to the submittal of a Building
Permit issuance on Lot 1, whichever occurs first, the applicant, property owner,
developer, their successors or assigns, shall have been granted rezoning approval on
Lot 2 from AG-5 (Agricultural-5, 1 du/5ac) to CPUB (Conservation, Public) Zoning
District.
2. No further division of the property is permitted unless a final record plat is submitted in
accordance with Section 11.03.04 of the Land Development Code.
3. Within one year of the lot split approval, or prior to any future development approvals,
whichever comes first, the developer shall provide an executed Conservation
Easement and approved Preserve Area Monitoring and Management Plan (PAMMP)
for Lot 1 with an attached affidavit and cashier's check (payable to the Clerk of the
Court for recording fee to the County Attorney for, at minimum, all onsite wetlands,
and their associated upland buffers within the Lot 1 (West Parcel). The applicant shall
also provide a GIS shapefile or CAD file of the conservation easement boundaries to
St. Lucie County.
4. Within 180 days of issuance of a Vegetation Removal Permit or Exemption on Lot 1
for site development, all Category I listed invasive species shall be removed or an
eradication program established within the Preserve Area Monitoring and
Management Plan (PAMMP) within the West Parcel.
B. St. Lucie County is not responsible for the maintenance, up-keep, or improvement of
any private drives, roads, streets, easements, or rights-of-way providing ingress and
egress or drainage service to the subject property.
C. A copy of this Order shall be attached to the boundary survey described in Part "A"
and shall be placed on file in the Planning and Development Services Department.
D. This Order shall be recorded in the Public Records of St. Lucie County.
